A study on harnessing solar energy options for India was conducted recently by Shakti Sustainable Energy Foundation, Climate works Foundation and SSN foundation. Supporting this study it has been concluded that solar energy can play a big role in providing electricity to rural areas and thus has been included in India’s rural electrification policy. Selection of SPDs<br />

Existing projects under development of grid-connected SPDs<br />

have been selected to migrate to the JNNSM (54 MW of solar<br />

PV and 30 MW of solar thermal have been selected as of 25 July<br />

2010).<br />

Existing projects under development of grid-connected SPDs can<br />

migrate to the NVVN.<br />

New projects will be selected such that the maximum aggregate<br />

capacity (including migrated projects) is 1,000 MW with a fifty–<br />

fifty share of solar PV and thermal based on the following<br />

criteria:<br />

Capacity: For solar PV, 5 MW +/- 5%; <strong>for</strong> CSP,<br />

minimum 5 MW and maximum 100 MW.<br />

Net worth of the company should be at least `3<br />

crore/MW ($638,000/MW) <strong>for</strong> the past three years.<br />

Land in possession at least 1 hectare/MW.<br />

Transmission evacuation agreement with State<br />

Transmission Unit (STU) regarding evacuation of<br />

power at 33 kV or more.<br />

Technical requirement as approved by the Ministry of<br />

New and Renewable Energy (MNRE): Only<br />

commercially established and operational technologies<br />

to minimise technological risk.<br />

Undertaking <strong>for</strong> domestic content to be submitted as<br />

under:<br />

o For solar PV:<br />

• FY 2010–11: Mandatory <strong>for</strong> projects based on<br />

crystalline silicon technology to use modules<br />

manufactured in <strong>India</strong>.<br />

• FY 2011–12: Mandatory <strong>for</strong> all projects to use cells<br />

and modules manufactured in <strong>India</strong>.<br />

o For CSP: 30% of local content in all plants and<br />

installations.<br />

NVVN could ask <strong>for</strong> the project developers to share a<br />

percentage of the CERC tariffs with it, as a mechanism<br />

to share the administrative costs. At the time of<br />

preparation of this report, the total bid received <strong>for</strong><br />

utility scale PV was multiple times the allocated<br />

capacity. Hence, NVVN has requested the PV<br />

developers to submit bids stating the percentage of the<br />

tariff they are willing to share with NVVN. The project<br />

developers offering the maximum percentage will be<br />

chosen.<br />

As mentioned in Table 4, about 84 MW worth of existing projects have been selected <strong>for</strong> migration to<br />

the JNNSM as of 25 July 2010, of which solar PV accounts <strong>for</strong> 54 MW and solar thermal the rest. The<br />

selected projects are in the states of Maharashtra, Punjab and Rajasthan. 1 The goal of the JNNSM <strong>for</strong><br />

solar PV <strong>for</strong> the year 2010–11 is 150 MW, which includes 54 MW of migrated projects. The<br />

remaining 350 MW out of the 500 MW of target set <strong>for</strong> phase I <strong>for</strong> solar PV will be sanctioned in the<br />

year 2011–12. 2<br />
