497. La Relatoría Especial recibió información sobre el uso excesivo de la fuerza por parte de
cuerpos de seguridad y la detención de cientos de personas, incluidas periodistas, en el marco de
manifestaciones que tuvieron lugar en varias ciudades del país en protesta por un alegado patrón de violencia
policial que habría ocasionado la muerte de varias personas afrodescendientes durante este año 885 .
498. Según la información disponible, en agosto fueron detenidas al menos 212 personas que
protestaban en la ciudad de Ferguson, Missouri, por la muerte de Michael Brown, un joven afrodescendiente
de 18 años de edad, a manos de la policía local. La mayoría de estas detenciones fueron realizadas bajos los
cargos de negativa a dispersarse [refusal to disperse] 886 . Durante estas protestas, la policía local implementó
una regla de “siga caminando” o “cinco segundos” ["keep walking"/"five-second" rule], según la cual los
