Port Authority Stormwater Study and Concept Design<br />
– 2015<br />
Sponsor: Duluth Seaway Port Authority (Port Authority)<br />
Funding: Clean Water Partnership (Grant) $24,000<br />
Purpose: This project will evaluate the sources of<br />
detected metals and other stormwater constituents, as<br />
well as identify and conceptually design effective green<br />
infrastructure BMPsto address these concentrations<br />
of metals and other constituents in stormwater at<br />
the Port Authority’s Clure Terminal. The project’s first<br />
phase includes development and implementation of a<br />
sampling plan to investigate stormwater quality within<br />
impervious areas for the previously described stormwater<br />
constituents; soil borings to determine the soil type; a<br />
topographical survey to determine drainage patterns and<br />
infrastructure locations; and data gathering of existing<br />
infrastructure and the extent of leased areas. A seasonlong<br />
stormwater quality monitoring program will monitor<br />
stormwater within the drainage areas that flow directly<br />
to the storm sewer, including monitoring of roof runoff<br />
and overland flow to determine potential pollutant<br />
sources and thus mitigation options. The project’s second<br />
phase will propose options for effective BMPs within the<br />
investigated impervious areas. Another component of<br />
this phase will be implementing practices that protect<br />
stormwater through education and outreach to the<br />
Port Authority’s tenants, which represent a variety of<br />
commercial and industrial activities.<br />
