(proxy) system is not necessary for project staff to<br />

determine baseline conditions and post-project results.<br />

As noted, indicator frameworks are often most useful at<br />

a macro agency and inter-agency level to observe broad<br />

programmatic and policy outcomes. Eventually, as KAP<br />

experience in NPS evaluation continues to build, it may<br />

become possible at some point to build a reference<br />

database of standards and outcomes that could be used<br />

for macro-level project comparison and meta-analysis of<br />

multiple projects. In any case, as a result of this project,<br />

there is now a cost-effective, reliable method available<br />

for evaluating the social outcomes and impacts of NPS<br />

projects on local audiences.<br />

Lessons learned<br />

Training in practical social research and evaluation/<br />

impact assessment would be very beneficial for NPS and<br />

other environmental projects.<br />
