ROLE OF THE STATE AND ITS INSTITUTIONS<br />

IN THE PREVENTION OF FLOOD IN BIH<br />

Abstract<br />

We can safely conclude that modern civilization is much more vulnerable to all crisis<br />

situations than previous , less technologically developed . In support of such a claim , we can<br />

mention the following elements :<br />

- High density of population in major urban agglomerations where every possible modern<br />

crisis is affecting more people than in those civilizations in which the population was diluted ,<br />

that is, those where the majority lived in rural areas and communities;<br />

- Exceptional development of systems of information and communication , especially seeing<br />

globalization at the global level , thus becomes the picture of the world that each of us carries<br />

within it . Similarly the complete public opinion alarms when it comes to sympathy or<br />

antipathy in this regard . This is particularly evident when it comes to disaster manifested in<br />

the form of riots, wars , revolution and the like.<br />

Crises come when the foundations of the existence of a smaller or larger social groups are at<br />

risk , because in these situations many social forces, that are invisible in normal life or even<br />

not exist, come to the surface. Natural and social phenomena can cause collective stress and<br />

crisis, and these causes can be divided into three major groups :<br />

1. Natural phenomena<br />

a. Geophysical phenomena , such as earthquakes, floods , storms , etc .;<br />

b. The biological phenomena under which we mean a major epidemic because they<br />

are mortally dangerous ;<br />

2. Technical factors are related to technical and technological development of human<br />

civilization , for example high- traffic accidents, large fires and explosions , nuclear<br />

accidents and the like;<br />

3. Social phenomena can also be a significant source of crisis in the fall wars , the<br />

Great Depression , mass hunger , etc ;<br />

We will mainly concentrate on natural phenomena and , more specifically on the<br />

geophysical phenomena such as floods , prevention of floods and institutions that deal with<br />

this problem . Methodology used when creating this work was based on normative ,<br />

comparative legal , sociological , comparative and dogmatic method .<br />

Keywords : right to protection from disasters , prevention and remediation of the<br />

consequences , transparency , deadlines , agencies, ministries , inspection and jurisdiction .
