Speaking Up
The voice of people with emotional and mental health issues
and their carers, across Cornwall and the Isles of Scilly
Winter 2015-16

Front cover: Drawing by Rachel Henderson
CRCC’s Health and Wellbeing Service is an independent service,
commissioned by NHS Kernow to be the voice of people and their carers in
Cornwall and the Isles of Scilly with emotional and mental health issues.
We help people to have a say about their care, treatment and quality of life when
receiving public-funded health and social care services. We listen to people’s
experiences of these services and use this to influence improvements in service
provision. Much of our work utilises the skills and experiences of our volunteers
to collect this feedback.
Here at CRCC, the Health and
Wellbeing Team we are continually
striving to improve our Speaking Up
Magazine, which we produce twice
yearly.
The magazine however, is your
magazine and we continually try to
adjust and improve it, listening to
feedback from you, our readers, and
changing things according to the
feedback we receive.
Therefore we need your help. If you
have any ideas, would like to write an
article, have an image you would like
us to use or any other feedback we
would really like to hear from you.
Alternatively, if you could spare a
few minutes filling in a feedback
survey online, it would be very much
appreciated. The online survey can
be found by entering the following in
to your browser: www.surveymonkey.
Health and Wellbeing Service
volunteers and mental health
service user and carer engagement work
Once again it has been a very busy year and our volunteers have managed
to contribute a massive 495 ½ hours of volunteering in the last 6 months! We
are extremely fortunate to have so many dedicated volunteers who are willing
to share their thoughts and experiences openly so that mental health care is
continually reviewed and improved.
Volunteers contribute their expertise
on tasks such as external job interview
and mental health strategy group
panels, inpatient visits, grant panel
meetings, training and conference
events. As ever, a huge, huge thank
you to all our volunteers.
I thought this would be a good
opportunity to look at what we have
achieved over this year and let you
know of some exciting plans for 2016!
We have continued to develop our
mental health awareness training and
volunteers are helping to develop a
training film for GPs as part of the Zero
Suicide Collaborative. We are really
keen to support meaningful mental
health training that is delivered by
service users and carers and hoping
to develop this further.
We are also very fortunate to have
been issued a new contract by NHS
Kernow for ‘Service User and Carer
Involvement and Participation’ and
are taking the opportunity to review
the volunteer service to ensure that
we are delivering the very best for
our volunteers, commissioners, our
partner agencies, ourselves and the
mental health service user and carers
within the county. (see page 6 for more
info and details of how to get involved).
Volunteers have taken part in
training events, including one lead
by Cornwall Partnership Foundation
Trust (CFT). The training looked at
CFT recruitment policies with the aim
of upskilling our volunteers to take
part in more recruitment opportunities.
Ten volunteers attended the certified
training and we are now hoping to take
part in more areas of the recruitment
process.
We were also delighted to organise
some Time to Change training for our
volunteers back in September. It was
run by an initiative between National
Mind and Rethink organisations,
the Time to Change campaign
challenges mental health stigma
and discrimination. The training was
well attended and since September,
eight of our volunteers have gone on
4

to register with Time to Change as
individual Mental Health Champions.
As ever we are always looking to recruit
more volunteers to help us to shape the
planning and delivery of mental health
services within the county. The aim
of our Mental Health Representatives
is to listen to the concerns of other
people with emotional and mental
health issues and their carers, and to
provide a perspective on their behalf
on all aspects of service provision.
If you would like to get in touch,
please contact Jane on:
07715 799395 or email
jane.yeomans@cornwallrcc.org.uk
Alternatively, you can download
a role description
and application form at
www.cornwallrcc.org.uk/volunteer
Our volunteer roles cover a range of
time commitments and we carry out full
induction, training and supervision. We
are also able to reimburse transport
costs.
We particularly welcome volunteers
who have direct experience of mental
health services and their carers.
Health and Wellbeing Service Review
We are carrying out a review of all our volunteer work at the Health and Wellbeing
Service and we would love your feedback to help us improve our services.
The Health and Wellbeing Service at
CRCC is an independent organisation
working to support, promote and
protect the rights of people with
emotional and mental health issues.
We support people to have a say about
their care, treatment and quality of life
when receiving mental health services
and aim to be the voice of mental
health service users and their carers
across Cornwall and the Isles of Scilly.
We do this largely through our
volunteers, many (although not
exclusively) of whom have direct or
caring experience of mental health
services. Our volunteers then feedback
concerns through us so that we may
highlight issues to partner agencies,
other mental health service users,
mental health service commissioners
and the general public. We also
collect feedback on mental health
services from members of the public
who contact us via outreach events,
telephone, email and social media.
We are developing a questionnaire
and online survey for feedback and
have held focus groups and reviews
with our current volunteers but we
would really appreciate any additional
feedback that you might have.
As part of the review we need to know
what you think we are doing well and
where we need to develop?
If you would like to know more,
get a copy of the questionnaire,
be involved or have any
thoughts to feedback,
please contact Jane Yeomans
on 01872 273952 or 07715 799395,
email
jane.yeomans@cornwallrcc.org.uk
or post on our facebook page
www.facebook.com/groups/
healthandwellbeingservice/
Put simply, our aim is to involve the
people who use mental health services
to improve mental health services.
Hensa: The Peer Support Service
The NHS are looking at ways of altering
how services are commissioned. This
has led to looking for a better way to
commission services on an individual
basis and has resulted in Integrated
Personal Commissioning (IPC) being
piloted.
Cornwall is part of this pilot and at
present CRCC Health and Wellbeing
Service are involved in setting up a
Peer Support Service.
We have named our Peer Support
Service ‘Hensa’ as this is the Cornish
word for Peer. It is hoped that Peer
Support will be adopted as an integral
part of IPC, which truly enables service
users to be in control of their own
health outcomes.
It is very small at the moment with
only a handful of people identified to
be offered an IPC based support plan.
This will enable an individual to identify
what is important to them and then
support them to identify resources
to help them achieve what they want
rather than what others think they
need.
Once the pilot has been completed
and the outcomes assessed then it
will be decided whether this is the way
forward that the NHS will be taking.
If it is then adopted, this approach
towards commissioning services will
eventually be available to all people
accessing health services.
If you’d like to know any more
about IPC or Hensa
please contact Darren Chaplin
at CRCC on 01872 243542 or
mobile 07720955048
or by email at
Individual Empowerment Grant
NEWS
The Individual Empowerment Grant
ran until 30th June 2015 prior to being
decomissioned by NHS Kernow. As
expected, we had many applications
but had to turn down quite a few as the
money was all spent. We had seven
applications from people needing to
9

fund Sea Sanctuary sail days; we
had thirteen applications from people
wanting to engage in physical activities,
such as swimming, gym sessions and
disabled riding lessons.
Feedback we have received about the
grant now ending shows that there is a
great deal of unhappiness that it will no
longer be available. In particular, there
is concern about those who would
not be eligible for a Personal Health
Budget but the activities they take part
in that are funded by the grant help
them to stay well and so not need
more acute services. We have fed this
back to our commissioners.
Grant Feedback
“Being a full time carer can be very
isolating so having the grant has
enabled carers to get together without
the extra cost of the occasion.”
Carers Time Out Applicant
“The grant allowed us to deliver our
workshop to people who appreciate it.
Our members got a great sense of well
being, laughter and company. ”
Carers Wellbeing Applicant
“We felt less isolated, and benefitted
from confidence and improved self
esteem”
Mental Health Support Group
Applicant
In the last six months we have awarded the following grants:
Grant: year April - October 2015
No of successful
applications
Total Amount
Awarded
Individual Carers Grant 699 £75,426
Carers Time Out Grant 26 £10,218.15
Carers Wellbeing Grant 13 £24,074.30
Health and Wellbeing Service - Get F+IT
The Digital Champion Framework
Being online and using technology
makes our lives easier. We can save
money, keep in touch with friends and
family, find new opportunities, access
information or research interests.
Many of us already take our online
skills for granted, but did you know that
there are approximately 75,000 people
in Cornwall who have never used the
internet and who therefore miss out on
all the benefits that being online offers.
CRCC’s Get F+IT project funded by
Comic Relief aims to help people make
the most of the digital world we now
live in. We run informal and friendly
workshops in a range of community
venues across Cornwall to help people
become more confident with IT. We
show people how to switch on, stay
safe online, use a search engine, send
emails, shop online, get the best utility
deals and use Skype. Over a much
deserved break, everyone also gets a
chance to meet others over a cuppa!
This work is ongoing and is now part
of a wider Cornwall Rural Community
Charity/ Cornwall Council strategy
known as the Digital Champion
Framework which aims to support
locally led IT initiatives within
communities across Cornwall. The
focus is to support a network of Digital
Champions – volunteers and staff who
are already active in local communities
or organisations who can either share
their digital knowledge with others or
just simply be a point of contact to
encourage people to take their first
steps online.
What we offer…
Health and Wellbeing Service -
Independent Inpatient Visiting Service (IVS)
About the IVS Service
The Independent Inpatient Visitors
Scheme (IVS) acts as a confidential
and independent listening ear and to
support patients in having a collective
say about their care, treatment and
quality of life during their stay in
hospital. It is not there to problem solve,
but to give people time and support to
help raise issues and signpost people
to other helpful services.
Visitors attend both Longreach and
Bodmin Hospitals psychiatric inpatient
units to meet with patients to hear about
their experiences of ward life. We can
support people to talk to ward staff with
any queries or concerns, if they want
to or we can raise collective issues at
a higher level where they affect the
inpatient service as a whole. Visitors
are often volunteers, some of whom
have experience of mental distress
themselves or have been carers, but
all are committed to ensuring that
people in hospital have a voice.
Inpatient Services are run by Cornwall
Partnership NHS Foundation Trust
(CFT) and in September 2015 the Care
Quality Commission (CQC) carried out
an inspection of all CFTs services.
The CQC is the independent body that
inspects and regulates care services
in England. We have summarised
their findings on the next page.
If you would like to comment on the
report, comment on any health service
you have recently accessed or have
any concerns regarding the content of
the report or any health services, you
can contact Healthwatch Cornwall on
CQC Report
of Cornwall Partnership NHS Foundation Trust (CFT)
In September the Care Quality Commission carried out an inspection of Cornwall
Partnership Foundation Trusts Mental Health Services and the result was that
overall they are considered to be ‘Good’.
Below are the headlines of the report,
but for those who are not aware of how
CQC grades services we have also
given a brief explanation so it makes
some sense.
CQC visit a service and carry out an
inspection, this may happen over
several days but during that time
they will ask to see files including
service users files and staff files and
they will scrutinise the records kept
by the service. They will also spend
time talking to relevant parties such
as service users, staff, management,
commissioners and relatives of service
users to get a better understanding of
how the service runs on a day to day
basis.
Inspectors will look at five specific
areas of whether a service is:
1. Safe
2. Effective
3. Responsive
4. Caring
5. Well led
These areas are then graded as either:
• Outstanding - the service is
performing exceptionally well
• Good - the service is performing
meeting expectations
• Requires improvement - the service
isn’t performing as well as it should
and CQC have told the service how
it must improve
• Inadequate - the service is
performing badly and CQC have
taken enforcement action against
the provider of the service
The overall summary and rating
for CFT was ‘Good’, however on
specific services, ratings also included
three services rated as requiring
improvement (mental health crisis
services and health based places
of safety; acute wards of adults of
working age and psychiatric intensive
care units and specialist community
mental health services for children
and young people). One service
rated as Outstanding (Long stay/
rehabilitation mental health wards for
working age adults).
It works in partnership with Age UK
Cornwall, Cornwall Rural Community
Charity Health and Wellbeing Service,
Disability Cornwall and Young People
Cornwall and can also commission
research around specific topics, such
as social inclusion, when identified as
necessary. It is supported by volunteers
including a board of directors, steering
group members, enter and view
visitors and community champions.
Who are Healthwatch Cornwall?
Healthwatch Cornwall is the people’s
champion of health and social care, in
the County. Healthwatch Cornwall has
been created in response to the Health
and Social Care Act 2012. It is part of
the 152 local Healthwatch collective
that feeds into Healthwatch England,
potentially influencing national policy,
advice and guidance. Although
funded by the Department of Health
and commissioned through Cornwall
Council it has complete independence
in its work.
Healthwatch Cornwall has been
developed and set up by people in
Cornwall for people in Cornwall. It has
Community Interest Company status.
It will work with those who plan and
run health and social care services
to reflect local issues, ask questions
about the way services are provided
and suggest ways for things to change
for the better.
An update on what we’ve been up to
over the last few months:
Since the summer months, Healthwatch
Cornwall has been busy meeting
and talking to people about their
experiences of health and social care.
We have attended numerous events
such as the Big Beach Day, Fresher’s
Fairs, library and hospital pop-ins, and
the Communication Charter singing
and signing celebration.
As well as our outreach, we have
been active in the media and via our
social media too, which all helps to
gather feedback about services in
Cornwall, so that we can determine
where improvements may be needed.
You can follow us on Twitter @
HWCornwall and like us on Facebook
at Healthwatch Cornwall CIC.
Our work since August has focussed
on black and minority ethnic people
and their views on services, improving
14

accessibility for people with hearing
loss at Treliske Hospital, research
into differing GP appointment booking
systems, orthotic services, how people
use their pharmacy, support for people
discharged from hospital following
attempted suicide or self-injury and
gender identity services. You can find
out more on our website.
In addition to attending meetings,
such as the Health and Social Care
Overview and Scrutiny Committee,
Chief Executive Debbie Pritchard also
visited St Austell Healthcare’s open
day as we had received some negative
comments about the new service. You
can find out all about this on the You
“ At the end of September Time to
Change - the mental health anti stigma
and discrimination organisation - held
it’s first meeting in Truro.
The day was well attended with 13
people coming along from all over
Cornwall.
We spent time together looking at
Speaking Out - telling our own personal
stories in a way that empowered us,
helped us get the point across and
kept us safe.
We enjoyed a day of sharing, learning
and practising by each taking part in a
two minute presentation.
Personally, I found the day very moving
and enjoyable and I would like to thank
all those who took part for their warm
welcome, openness and willingness to
share.
We discussed who we would like to
have Speaking Out discussion with -
some of us thought of employers, local
services, relatives and friends or larger
public audiences, but the message for
all of us was the same - what you are
saying does matter and fighting mental
health discrimination is vital to enable
people to seek help early for mental
health issues, stay in work or apply
for jobs, access physical healthcare,
get on in education and feel accepted
by their families and friends in their
local community.
The day finished with plans to launch
a peer mentoring group in Cornwall
for Time to Change Champions so
local activities and events could be
planned and skills and experience
shared to make then happen. The
group will eventually be led by a
peer leader and members will decide
on what they would like to do to get
people talking about mental health
locally.
Several people who attended the
training signed up as Time to Change
Champions and anybody with lived
experience of mental health issues
can do the same via our website.
I really look forward to getting to meet
more of you in Cornwall and working
together. “
Health & Wellbeing Service: Volunteer’s Section
Hello and welcome to the first of what is hoped will become a regular feature
in Health and Wellbeing’s Speaking Up Magazine. It is hoped that this will be a
section for all, written by our health and wellbeing service volunteers.
We want our volunteers to let others know anything they have been involved
with or, anything interesting they might enjoy learning about. It could be a
favourite recipe of yours, comments on a film or television programme or a
piece of artwork you’ve created. You may like to share some feedback about
services.
What I’m Involved in...
As a CRCC Health and Wellbeing
Service Volunteer, I sit as a mental
health representative on two external
panels, ‘The Provider Forum’ and the
‘Expert Reference Group’. This year
there has been a lot of cancellations
with these panel meetings and this
is something that the Health and
Wellbeing Service are looking into.
However, two things that have been
happening and what I have enjoyed,
is the making of a training video to
show why mental health service
users and carers need to be involved
in developing and designing mental
health services and also a training
session for young people at Banham
House looking at mental health stigma
and education. I also sit on two CRCC
grant funding panels, which at times
can be hard work, especially when we
have a lot of requests to look at.
I also volunteer with Healthwatch
Cornwall where I input data into their
database. Although I enjoy this work,
nothing gives me greater pleasure
than my duties as a volunteer on the
Bodmin and Wenford Steam Railway.
This I have been doing for about 15
years and at present, I hold the rank
of Senior Ticket Inspector. As I write
the main season is over and boy
what a busy season it has been. We
are currently taking a break during
November getting ourselves ready for
the Santa Specials during December.
Well that’s enough about me, next
time it could be you. So send your
contributions in.
Poem: Sweet Dreams
Some Thoughts
to Ponder Over ...
Being a born worrier there
are some things in the
world which I ponder over
and to which I’ve yet to find
a solution to. For example:
If nothing sticks to Teflon,
why does it stick to pans?
Why is abbreviation such a
long word?
Seen on hoardings - Bill
Posters will be prosecuted.
Why, what’s he done?
Heard in many a movie -
Fire at Will, why not Peter,
or David?
So ponder away. See if
you can come up with the
answers!
For all the times, minutes,
hours, days and months
I wasted your time for all
the wrong reason that felt
so right I wanted you to be
mine
But this is how we love like
it was or is forever.
One last time, I’ll say
goodnight, but I will never
say Goodbye.
Farewell perhaps.
Graham’s Giggle
A man walked into a bar and went
“Aaaagh”. It was an iron bar.
Did you hear about the man who lost
his left arm and leg in a car accident?
He’s all right now.
Why do Polar Bears have fur coats?
Because they would look silly in
anoraks.
Did You Know ...
Some strange facts about the
hippopotamus...
Its name is Greek for water or river
horse, even though there is no
relation.
That in a straight race it can outrun
a man.
That it is responsible for more deaths
in Africa than any other animal.
It cannot float, therefore it cannot
swim, but walks along the river bed.
It can hold its breath for 5 minutes or
more when submerged. It can even
sleep underwater.
Its eyes have built in “goggles” so it
can see clearly underwater.
Make new friends using Citizen
Band (CB) Radio
CB Radio has made a come-back after
the 1970/80s boom. In November 2015
it celebrates 34 years of becoming
legal in the United Kingdom. One of
our volunteers who suffers with PTSD,
Agoraphobia, Dyslexia and Asperger
Syndrome has found CB radio a great
help in his feelings of loneliness and
isolation.
Maplin Electronics in Threemilestone,
Truro is the only known stockist of
CBs in Cornwall and sells everything
you will need to get started. If you
are mobile, in a car or home-based
prices vary from about £95 to £150+ if
you can afford the initial cost it would
be great to have some fellow people
who have mental health problems on
the air? I forgot to say you no longer
need a license to run a CB Radio. The
Channel I talk on is UK FM Channel
38.
A warning - never give your full name
and address on the air to anybody you
talk to, it’s advisable to make a name
up like Rubber Duck, King of the Road,
Ladybird or Biker Chick it is totally up
to you what name you use? I look
forward to maybe chatting to you one
day x
What is ... ?
Anxiety
Anxiety is a word we use to describe
feelings of unease, worry and fear. It
incorporates both the emotions and
the physical sensations we might
experience when we are worried or
nervous about something. Although
we usually find it unpleasant, anxiety is
related to the ‘fight or flight’ response
– our normal biological reaction to
feeling threatened.
We all know what it’s like to feel anxious
from time to time. It’s common to feel
tense, nervous and perhaps fearful
at the thought of a stressful event or
decision you’re facing – especially if it
could have a big impact on your life.
For example: sitting an exam; going
into hospital; attending an interview;
starting a new job; moving away from
home; having a baby; being diagnosed
with an illness; deciding to get married
or divorced
In situations like these it’s
understandable to have worries about
how you will perform, or what the
outcome will be. For a short time you
might even find it hard to sleep, eat
or concentrate. Then usually, after a
short while or when the situation has
passed, the feelings of worry stop.
What is the ‘fight or flight’ response?
Like all other animals, human beings
have evolved ways to help us protect
ourselves from dangerous, lifethreatening
situations. When you
feel under threat your body releases
hormones, such as adrenalin and
cortisol, which help physically prepare
you to either fight the danger or run
away from it.
This is commonly called the ‘fight
or flight’ response – it’s something
that happens automatically in our
bodies, and we have no control over
it. In modern society we don’t usually
face situations where we need to
physically fight or flee from danger,
but our biological response to feeling
threatened is still the same.
When does anxiety become a mental
health problem?
Because anxiety is a normal human
experience, it’s sometimes hard to
know when it’s becoming a problem
for you – but if your feelings of anxiety
are very strong, or last for a long time,
it can be overwhelming.
World Suicide Prevention Day Event
Below is a report from one of our Health and Wellbeing Volunteers who
attended and spoke on the day.
On 10 September 2015, the World Suicide Prevention Day event took place
at New County Hall. It was hosted by the Cornwall and Isles of Scilly region of
the South West Zero Suicide Collaborative, which has been working tirelessly
to reduce the rate of suicide in this area.
A number of people from both
statutory and voluntary services
gave a series of short presentations
to inform the large event audience
about particular aspects of the work
taking place. This included progress
to date on the poster campaign
planned for men’s toilets in a number
of public houses across Cornwall.
This has been made possible by the
cooperation of St Austell brewery and
a representative from the company
was present in order to talk about
their reasons for getting involved in
the campaign and where the pubs
are based.
Other presentations focused on the
need for the media to change their
reporting style in regard to stories
about suicide and on approaches
to raising the difficult subject with
those at risk. User involvement was
particularly high profile on the day. I
spoke about the effects my brother’s
suicide had on my family whilst
another speaker focused on the
need to engage with those with lived
experience.
A very useful part of the event
were the market stalls which gave
attendees an opportunity to gather
information on those statutory and
voluntary services working in suicide
prevention and bereavement.
This was a highly successful event
which gained useful coverage in the
media and which rolls on to achieve
as many of its aims as possible.
Arts for Health Cornwall and Isles
of Scilly (AFHC) has announced its
closure from the end of December for
financial reasons. Trustees cited the
‘increasingly challenging economic
climate for small charities’ as the
context within which this difficult
decision was taken.
AFHC has been at the forefront of
developing arts and health practice
in the county and nationwide, and
over 10,000 people have benefitted
from the projects and activities it has
offered over its 14 years of operation.
The charity hopes that the work it has
stimulated will be taken forward by
other organisations and individuals
so that the benefits of arts on health
and wellbeing can continue to be
demonstrated. The charity’s website
www.artsforhealthcornwall.org.uk will
remain up and running for the next six
months, so that people can continue
to get information, advice and support
as well as details of any existing
groups that will be continuing.
The doors close on 18 December, and
the charity’s Director, Jayne Howard,
is available until that date – email
services for those unable to ask
for help where either debt issues
are not supported by mental health
services, or mental health issues are
not referred on by mainstream debt
agencies.
Cornwall Befriending Services (CBS)
provides accessibility to debt, welfare
benefit and counselling support
services to those who through personal
circumstances are unable to manage
their finances or whose financial
circumstances have exacerbated or
led to personal and health problems.
CBS currently offers this service at
Transformation CPR (Camborne),
Lander GP practise (Truro) and
Highway Community Centre (Penryn).
We are currently discussing our
services with St Petroc’s (Truro) and
are always looking for other centres
where we can offer our services.
CBS addresses the lack of ‘joined
up’ services in Cornwall for debtvulnerable
beneficiaries who also
suffer, either due to or exacerbated
by financial problems, from mental
capacity problems ranging from stress
to prescription controlled bipolar
requiring cross specialist services of
counselling and debt advice.
The lack of accessibility in Cornwall of
counselling and debt related support
This goes from the beneficiary being
afraid of opening post to deal with
bills, answer a telephone or door
through to a student facing his first
perceived unmanageable debt and
an inability to organise meetings with
support agencies.
The problems faced by those
adversely affected by financial
circumstances, enabling individuals
to gain better control of their lives
and engage more in their local
communities.
Should you require help, or wish
to discuss the possibility of CBS
offering our services at your
support centre please contact
Protecting yourself, your family and your neighbours
As if life isn’t difficult enough at the moment, Cornwall Council’s Trading
Standards team is now warning householders to be on their guard against the
con-men, scammers and criminals who are out to make things a lot worse.
Loan Sharks
illegal money lender….no matter how
desperate you are.
The chances are it will be someone you
know or have seen around, a friend of
a friend or someone introduced by a
work colleague…..and they will offer
you money to help you out of a tricky
situation, bills you can’t pay, a child’s
birthday, car repairs, broken washing
machine…..and with no-one else to
turn to what else can you do? But the
moment you accept that ‘gift’ or ‘loan’
your life will never be the same again.
Illegal money lenders regularly add
interest charges and penalty payments
that you had no idea about – that small
loan will spiral into a massive debt
from which you will struggle to escape,
but, they won’t threaten to take you
to court to recover the debt, instead
they will threaten you with violence,
threaten your family, take control of
your benefits book and worse. Don’t
accept help from a loan shark or other
If you or someone you know needs
help contact the Illegal Money-Lending
team on 0300 555 2222. They will take
your call 24 hours a day, 7 days a
week.
Scam Mail
We all dream of winning the lottery…..
it’s the answer to all of our money
worries, but, of course, genuine
lotteries and competitions don’t give
away prizes to people who haven’t
actually entered! So, personally
addressed or not, every foreign lottery
prize notification you receive through
the post is bogus. Every clairvoyant
letter warning you of trouble ahead or
of news affecting your family is bogus.
You will never have to order goods
30

from a catalogue or send a ‘handling’
fee to claim your winnings from a
genuine competition.
And be warned, if you do make the
mistake of responding to any of these
bogus letters your name and address
will be added to a ‘suckers’ list, to be
sold and shared between organised
crime gangs and scammers around
the world!
So don’t be tempted – if it seems too
good to be true put it straight in the bin!
And if you notice piles of letters
with “Congratulations” or “Respond
Immediately” in the home of a friend,
neighbour or family member contact
Trading Standards on 0300 1234
191. We might be able to prevent them
from wasting £1000s.
Doorstep Con-men
door and talk to you about replacement
windows, urgent repairs to the roof
or guttering or a replacement tarmac
driveway. These Doorstep Criminals
will claim to be working in the area,
or will claim to have been sent by one
of your neighbours or will try any one
of a range of tales to trick you into
having some work done, usually for
a bargain price. Don’t be fooled and
don’t be tempted – not even if you
do need some work on your house or
garden - take your time to get several
quotes from local businesses and ask
for recommendations from your friends
and family.
NEVER deal with anyone who turns up
at your door without an invitation.
And if you notice doorstep callers
at the home of your neighbours or
friends and suspect they may be up to
no good contact Trading Standards
on 0300 1234 191 or call the Police
straight way.
Bogus builders, dodgy driveway firms
and cowboy gardeners have been
learning their scams from a very
early age. They will sound incredibly
believable when they knock at your
If a perpetrator of anti-social
behaviour also has vulnerabilities
then we will try our best to work with
them to address that vulnerability and
make referrals for appropriate help
where necessary.
Ocean Housing is a major provider
of social housing in Cornwall. As part
of our commitment to tenants Ocean
has a Tenancy Sustainment Service.
The post brings together two main
strands: dealing with high level antisocial
behaviour (ASB) which needs a
formal (sometimes legal) intervention
and also people’s vulnerabilities.
Our housing officers deal day to
day with low level ASB and low risk
vulnerable tenant cases and the
Tenancy Sustainment Co-ordinator,
Stephen Williams, oversees cases
which already are, or are likely to be,
involved in a formal legal framework.
At the core of all Ocean’s work in
these areas is a person-centred
approach; that is, if people have a
vulnerability or have an issue with antisocial
behaviour, we will listen, take
them seriously and devise a strategy
with them to try and help resolve the
situation if we can and make referrals
to other agencies, if this is also
appropriate and is needed. Indeed,
multi-agency working is also at the
heart of the way we approach things.
At the same time, we are not afraid
to take formal enforcement action
,if necessary. In most cases we can
resolve issues and make appropriate
referrals for support without the need
to recourse to formal enforcement. In
a small minority of cases, however,
we will take action if the needs and
wellbeing of the majority are being
impeded by the actions of the few.
In addition. where we have identified
that a customer has a vulnerability, we
will try and work with that customer to
try and get the help they may need
working with partner agencies to try
and achieve this.
Ocean Housing takes the wellbeing
of all its customers seriously.
Ocean tenants and others who are
concerned about our tenants can
Bodmin Moor Butterfly
Project Gathers Pace
Plans for an exciting new butterfly
project on Bodmin Moor are
progressing well, announces the
charity Butterfly Conservation. Back
in the summer, Butterfly Conservation
received a grant from the Heritage
Lottery Fund, as well as further
support from the Bodmin Moor AONB,
Natural England, Dartmoor National
Park Authority and Exmoor National
Park Authority, to develop their new
landscape scale conservation project.
The ‘All the Moor Butterflies’ project
will work on Exmoor, Dartmoor and
Bodmin Moor, focusing on conserving
the threatened fritillary butterfly (plus
the narrow-bordered bee hawkmoth)
species that are found on these
wonderful upland landscapes. Plans
are currently being put together for the
project, which if successful in securing
the funding it needs, will begin around
September 2016 and last for three
years.
Butterfly Conservation are keen
to work in partnership with other
organisations, to ensure that the
project reaches as many different
people as possible. They also want to
work with volunteers, keen individuals
who might want to get more involved
with the project and help save these
wonderful species. They are working
in close partnership with the Cornwall
Butterfly Conservation branch, who
have a fantastic group of existing
dedicated volunteers. The project will
provide further training and educational
opportunities for volunteers, to help
them learn and develop their skills.
Work is also ongoing in contacting new
community groups to see if they would
like to become part of the project.
To find out more about the project
or to see how you can get involved,
please contact Simon Phelps at
Sunshine and Showers -
Truro peer support activity
group for adults
Sunshine and Showers is a bowling
group in Truro for adults with long term
conditions. They meet every other
Thursday 1.30pm to 3.30pm at Truro
Bowl and are a great example of how
self-help groups can enable people
to join in with things, helping to make
such a difference to a persons life.
Here’s what someone who attends
had to say:
“I started going to Sunshine and
Showers about 2-3 years ago and
it has provided me with a focus, an
affordable day out, with people in
similar situations to myself.
The focus that it gave me was
something to look forward to, a bit of
fun and light relief from constant pain
and strange thoughts. To find that I
fitted in, rather than being an outsider
makes a difference. I have made new
friends and I have grown in confidence
which is invaluable. It’s provided me
with a personal strength in coping,
managing and overcoming problems
which were previously insurmountable.
There is also the trust in knowing that
the organisers have experience in
dealing with mental health and they
are also studying subjects such as life
coaching and counselling. We know
we are in safe hands.”
The Sunshine and Showers bowling
club is 100% vital, allowing people
who have experienced mental health
difficulties a chance to get together, to
Health & Wellbeing Service Recent Campaigns
Free energy saving sessions
available in Cornwall
Energy bills are a top financial concern
for households, and for the last three
years CRCC has been supporting
Big Energy Saving Week to highlight
positive, practical actions that help
people take control of bills and save
energy.
During the week of 26 October, CRCC
had energy champions available
across Cornwall giving information
on a range of energy issues and
demonstrating how easy it is to
check, switch and save. There were
many other information events across
Cornwall during the week at regular
community/support group meetings.
The sessions enable and encourage
residents of Cornwall to look at their
energy bills to see if they can save
themselves some money. In the three
years we have run this project we’ve
had many individuals saving money
from £40 to £700.
The sessions are available to:
• Consumers – delivering to residents
of Cornwall and encouraging them
to bring along their bills and we can
do a comparison search during the
workshop.
• Front Line Workers – information
session for volunteers or members
of staff who deliver services or
provide support to people who live
in Cornwall, who may be paying too
much for their energy bills.
Please contact us on 01872
243530 or at healthandwellbeing@
cornwallrcc.org.uk for more details.
The Health & Wellbeing Service Great Cornish Bake Off
in Aid of World Mental Health Day
On 15 October 2015, the Health
and Wellbeing team celebrated
World Mental Health Day at our
offices in Princes Street with our
‘Great Cornish Bake Off’. James
Churchfield, presenter from Radio
Cornwall came in to judge, alongside
our Chief Executive, Peter Jefferson.
We had a mouthwatering 22 cakes
entered and we managed to Raise an
amazing £77.50 for the Mental Health
Foundation.
The winning entry was a fabulous
Halloween inspired cake, but we
would like to say a HUGE thank you
to all those who took the time to enter
and come along on the day.
As the event was such a success this
is something we would like to build
upon next year so watch this space!
