In addition, ITJP is in possession of the names and photographs of the officer in<br />

overall command of military intelligence at Joseph Camp, and his deputy at<br />

the relevant times.<br />

Rapist Identified<br />

A witness who was gang raped in Manik Farm camp in 2009 identified one of<br />

the captains in the military intelligence team based at Joseph Camp as one of<br />

her four rapists. He was in military uniform at the time. We have his name and<br />

his entire career history as he rose from cadet officer to second lieutenant to<br />

Military Intelligence Corps and then was promoted to the rank of temporary<br />

captain and then temporary Major. In addition he passed a Sri Lankan Foreign<br />

Service Training Institute diplomacy course. We also have the alleged rapist’s<br />

photograph and mobile telephone number.<br />

In this case the witness reported that initially the interrogators started<br />

touching her breasts through her clothes and insulting her. When she<br />

complained they threatened to send her to a rehabilitation camp for many<br />

years if she did not cooperate.<br />

In this aspect, her account matches testimony from an insider witness who said<br />

it was standard practice among his colleagues in the security forces who visited<br />

Manik Farm and identified pretty girls to threaten rehabilitation or rape.<br />

The same female witness describes how she felt after being raped by the four<br />

interrogators on that particular occasion, though she was later raped and<br />

tortured by other men:<br />

“I was totally naked. I felt pain in my body. I did not know what I should do so I<br />

screamed. The man standing beside me reached down and placed his hand<br />

over my mouth. I was helpless. I was crying and I could not even cry for help.<br />

He told me to shut up. He used bad words and said that “if you scream again<br />

we will kill you”. He said that I was not to tell anyone of my interrogation and<br />
