These constitutional imperatives are at the core of the mandate of the Department of Rural Development and Land Reform (DRDLR). 8
PART 3 3. OPERATIONAL ACTIVITIES This report covers the activities undertaken by the Department in relation to Communal Property Associations for the period 01 April 2014 to 31 May 2015. A total of 48 CPAs were registered during the reporting period which bring the total of registered CPAs to 1428. 3.1. Training When the 2013/14 report was tabled, the Portfolio Committee advised that more emphasis should be placed on the provision of training to both the committees running CPAs and the general membership of the CPAs. In that way the members will be able to hold their committees to account. In the 3 rd quarter of the financial year the first cluster that the Bill was presented to recommended that a Socio-Economic Impact Assessment be conducted. A SEIA has since been commissioned and the Department is waiting for the finalisation of the SEIA Report. The Bill will be taken back to the Clusters after a SEIA Report is received. In some CPAs the prevailing need is for those managing the affairs of the entity to be trained on how to execute functions associated with the operations and management of the CPA. 56 CPAs were trained by officials. 3.2. Operational Capacity A number of changes took place both internally and externally. The Land Tenure and Administration Branch of the Department has created a number of posts to support the implementation of the Tenure Programme in provinces. The functions of this additional personnel will be to deal with land rights and Communal Property Associations matters. 3.3. Legislation 9
