In 2002 Khomani San CPA was placed under administration after<br />

the collapse and disintegration of the CPA management which<br />

resulted in a free for all. In 2012 the CPA was included in the list<br />

of CPAs that must be regularized.<br />

A panelist was appointed to develop and update the<br />

membership list, draft a CPA land-rights allocation policy and<br />

draft amendments to the constitution. Although the land is far<br />

from all development and therefor will present a challenge in<br />

terms of bringing services like water and sanitation. However<br />

the proximity of the farm to Kgalagadi Trans-fronteir park<br />

presents unique tourism opportunities. In 2014 a new<br />

Administrator was appointed for a period of 3 years to<br />

administer the affairs of the CPA and to assist with the<br />

facilitation of tourism, economic and housing development on<br />

the CPA land. The administrator is to provide mentorship to the<br />

CPA Committee that will be elected in November 2015. When<br />

the Administrator exits in 2017 the CPA committee must be able<br />

to handle its corporate governance issues as required by the<br />

Act.<br />

5.6.5. Barolong boo Seitshiro CPA<br />

Barolong community successfully claimed land just outside<br />

Potchefstroom area in North West. They opted for a CPA as their<br />

preferred type of land holding entity. After a year of operating<br />

the CPA collapsed because of widespread mismanagement.<br />

The members of the executive committee and the ordinary<br />

members used and sold the assets of the CPA for their<br />

personal gain. The Department intervened without success and<br />

applied for an Administration Order.<br />

5.6.6. Bethany CPA<br />

This CPA was registered when land was successfully claimed<br />

and restored to a community that was forcefully removed<br />

from Bethany in the Free State. When the removals<br />

happened the community was mixed, the Africans were living<br />

with the Coloureds. After the land was restored the<br />

community was plagued by internal conflict because of<br />

leadership struggles. That conflict has now split the<br />

community along racial lines. A mediator has been appointed<br />

to mediate the dispute. Consolidation of claims is not always<br />

advisable.<br />

5.6.7. Oppermansgronde CPA<br />

Two claims were lodged in respect of the same piece of land.<br />

The original owners of land were the Opperman family. Later<br />

on other families moved onto the land after they had married<br />

into the Opperman family. There were also other families that<br />

came as workers when the family was dispossessed. The<br />

patriarch of the Opperman family had usufruct on the land.<br />
