3.4. Distribution of CPAs The distribution of CPAs according to Provinces reflects the percentage of CPAs registered by communities per Province. In some Provinces the preference has been to use other types of legal entities to hold land other than CPAs. This trend is reflected in the fewer CPAs registered for communities in those provinces. PART 4 4. OUTCOMES AND IMPACT The outcomes and overall impact of the various intervention methods of the Department is varied. This is due to the time needed to implement and properly assess the impact of some activities over extended periods to be able to determine objectively what the impact was. 4.1. Legislation The Communal Property Associations Amendment Bill has not yet been finalised. And the impact can only be determined after the promulgation and implementation of the Amendment Bill. The object of the Bill is to create capacity through the establishment of the CPA Office and the appointment of the Registrar, to provide protection of rights of member and to regulate management of CPAs under administration. internal capacity in order to establish an efficient administration which will ensure compliance with their reporting requirements. One such CPA is Banakome in Phalaborwa. They appointed a permanent Project Manager to manage the CPAs affairs. This proves that with the acquisition of necessary skills CPAs can comply without assistance. 4.2. Operational Capacity Directors and other operational personnel responsible for CPAs were appointed in all provinces to support CPAs. Some of the appointments have been finalised and others are in the final stages. Although it is expected that with additional capacity more support will be provided to CPAs; at this stage it is not yet clear what the impact of such additional support will be. Since the start of the training programme some CPAs have been meeting their reporting obligations without support from any quarters. Some CPAs have used their own resources to create 11
