kamu-özel sektör hem de özellikle sınır aşan
boru hatları için ülkeler arasında işbirliği
mekanizmalarının kurulmasını gerektirir.
Kamu ve özel sektör arasında tehdit ve
risklere ilişkin istihbarat paylaşımı kritik
bir role sahiptir. 2005 yılında Türkiye,
Azerbaycan ve Gürcistan arasında kurulan
‘Ortak Boru Hattı Güvenlik Komisyonu’ gibi
mekanizmaların etkin çalıştırılması gerekir.
Senaryolaştırma ve Tatbikat: Pasif bir
güvenlik anlayışının yerine, pro-aktif bir
yaklaşım benimseyerek tehditlerin daha
somutlaşmadan senaryolaştırılması ve her
senaryo için bir eylem planı geliştirilmesi
kritik bir rol oynayabilir.
Teknoloji ve İnsan Odaklı Çözümler:
İnsansız Hava Araçları (İHA) gibi erken
tespit ve müdahale imkânı sağlayan teknolojik
çözümlerin boru hatları için kullanılması
faydalı olacaktır. Ancak teknoloji
her zaman tek başına yeterli olmadığından
uzun vadede insana yapılan yatırım en etkili
çözüm. Bu anlamda boru hatlarına yönelik
olası saldırılar için ihbarda bulunup muhtemel
zararın ortaya çıkmasını ya da zararın
artmasını önleyen kişiler için ‘ödül mekanizması’
geliştirilmesi ve özellikle kritik
tesislerin yer aldığı, boru hatlarının geçtiği
yerlerdeki bölge halkının bilinçlendirilmesi
insan odaklı çözümlerdir.

WHAT IS THE BEST PIPELINE SECURITY
REGIME?
It should be underlined that pipelines
have always been an attractive target
for attackers throughout the world.
Nevertheless, there is not a ‘one-fits-forall’
solution that will ensure 100% security
in those infrastructures. Besides, best
security recommendations can be put
into practice by adopting the ‘near-zero
tolerance’ principle against security vulnerabilities
and by having an integrated
approach towards the security concept.
For Turkey, some recommendations can
be listed for the pipeline security regime:
Governance and Coordination:
Governance of critical infrastructures is
undertaken at the ministerial level or by
specialized institutions in many countries.
For example, governance of critical
infrastructures is coordinated by the
Department of Homeland Security in the
USA while the Center for the Protection
of National Infrastructure (CPNI) acts as
an advisory council for physical and cyber
security in the UK.
Cooperation: Pipeline protection necessitates
cooperation mechanisms between
the public and private sectors and also
among countries especially for cross-border
pipelines. Information exchange between
the public and private sectors plays
a key role in defining risks and threats.
Mechanisms such as the ‘Common
Pipeline Security Commission’ which was
established among Turkey, Azerbaijan
and Georgia in 2005 should be effectively
utilized.
Scenarios and Exercises: Scenarios
should be developed for threats by
adopting a proactive rather than a passive
security approach. Moreover, developing
an action plan for each scenario is
very important.
Technology and Human-Oriented
Solutions: Technological solutions which
allow early detection an intervention, such
as Unmanned Aerial Vehicles (UAV), can
be used for pipelines. But technology is
not enough. Investing in human beings is
the most effective solution in the long run.
Within this context, a ‘reward mechanism’
can be developed for people who hinder a
possible damage or prevent higher loss by
informing the authorities, and awareness
raising activities can be carried out for the
residents of the region that hosts a critical
infrastructure or facility.
