Durum böyle olunca devletin yaptığı<br />
yardımların yanı sıra sivil toplum kuruluşlarının<br />
geliştirdikleri projeler de<br />
hayati önem taşıyor. Dr. Efgan Niftiyev<br />
bu konuya dikkat çekiyor ve “Mülteci ve<br />
yerinden edilmiş kişilerin sorunlarına bir<br />
çözüm bulabilmek için devlet ve devlet<br />
dışı uluslararası aktörler arasında etkili<br />
koordinasyon sağlanarak uluslararası bir<br />
girişimde bulunulması gerekiyor. Sivil<br />
toplum kuruluşları bu bağlamda büyük<br />
rol üstlenebilir” diyor.<br />
SONU GELMEYEN MİSAFİRLİK<br />
Bazı ülkelerde mültecilerin ya da yerinden<br />
edilmiş kişilerin kalma süresi o kadar<br />
uzuyor ki durum adeta sonu gelmeyen<br />
bir misafirliğe dönüşüyor. Örneğin<br />
yakından tanıklık ettiğimiz üzere,<br />
Suriyeliler 4 yıldır Türkiye’de. Komşu ülkemiz<br />
Azerbaycan’da ise başka bir trajik<br />
örnek yer alıyor; yerinden edilmiş kişiler<br />
20 yılı aşkındır geri dönmeyi umut ederek<br />
devlet yardımları ile hayatlarını idame<br />
ettiriyorlar. Kuzey Afrika, Ukrayna,<br />
Afganistan ve çatışmaların her geçen gün<br />
daha kötü bir hal aldığı ya da çözüme<br />
ulaşılamamış sınır sorunlarının olduğu<br />
ülkelerle birlikte dünya adeta sürekli yer<br />
değiştiriyor ve birçok insan bir gün ülkelerine<br />
geri dönebilmenin hesabını yapıyor.<br />
Esasen onları misafir eden ülkeler de<br />
aynı umudu paylaşıyor. Ancak belki de<br />

women into society by offering<br />
an intensive vocational<br />
training program on carpet<br />
weaving and tailoring.<br />
HASEN’s project team observes that there are<br />
not just 40 women in that region. There are<br />
also 40 broken lives, 40 lost lives. There are<br />
women who have lost many teeth, who are 30<br />
years old but have the look of a 60-year-old<br />
woman, who work under burning sun from<br />
morning to night, picking onions in the field<br />
for only 5 dollars a day… Women have the<br />
same concern in their minds. They prey God<br />
“not to face such a tragedy again”. Despite this<br />
fear, and their memories of being expelled<br />
from their land, they often express their hope<br />
to go back because they not only left their<br />
homes but also their beloved ones whom were<br />
laid to rest by those women.<br />
EVERYBODY PAYS A PRICE DURING THIS<br />
HUMANITARIAN CRISIS<br />
In addition to the people who have become<br />
refugees or who have been displaced from<br />
their homes; governments pay financial and<br />
social prices. Just like those facing great tragedies,<br />
they are waiting for normalization for<br />
everyone. Protecting and sustaining the lives<br />
of refugees or displaced people has a huge<br />
price for countries that accept them. Turkey<br />
has spent more than 6 billion USD for Syrian<br />
refugees so far. For instance, World Bank<br />
statistics indicate that Azerbaijan has spent<br />
5.4 billion USD for its displaced citizens in the<br />
last two decades. The European Union, meeting<br />
Syrian and Afghan refugees, has started to<br />
discuss whether they should regard the bill of<br />
this crisis as an exception to the budget or not.<br />
All around the world, cost of refugees reached<br />
to 13.4% of the total gross domestic product<br />
in 2014. Global Peace Index announced that<br />
14.3 trillion USD was spent last year. As is the<br />
case, projects developed by non-governmental<br />
organizations play a vital role within this context<br />
in addition to government aids. Dr. Efgan<br />
Niftiyev underlines this role by saying: “Wellcoordinated<br />
international initiative is required<br />
to deal with refugee and IDP issues with the<br />
participation of state and non-state international<br />
actors. Non-government organizations<br />
can play an important part in this regard.”<br />
NEVER-ENDING VISIT<br />
In certain countries, refugees or displaced<br />
people stay for such a long time that it turns<br />
into a never-ending visit. As a direct witness,<br />
we see that Syrians are living in Turkey for<br />
4 years. There is another tragic example in a<br />
neighbor country. Internally displaced people<br />
in Azerbaijan have been waiting for 20 years<br />
to go back, and they are trying to make a living<br />
by subsidies. Conditions are getting more and<br />
