People await their turn at a computerized Saanjh Kendra
been set up in Punjab, thus becoming
the first state in the country to implement
community policing on such a
large scale and in an institutionalised
manner.
Ms. Alaknanda Dayal, IAS, Director,
Welfare of SCs/BCs, Punjab,
presented a conceptual framework
for simplification of proforms. She
mentioned that proformas for around
100 services had been simplified in
Punjab and the proforma for remaining
106 services covered under the
Right to Service Act would be completed
soon.
Arun Jaitley called for an end of
government monopolies. He suggested
that every department must
take up a simplification exercise – especially
the departments having a
greater public interface like the Police
Department. He called for developing
a civilised relationship
between the police and the citizens.
He further recommended that the
taxation systems should be made
globally compatible, and the time between
the decision of investment and
the action of investment should be reduced
to promote industries.
Sanjay Kothari, Secretary, Department
of Personnel and Training,
said the target of Governance Reforms
should be to make governance
processes easier for every common
citizen even in the remotest part of
the country. He urged the administrators
and policy-makers to do away
with the colonial attitude for governance,
and called for reforms in redundant
rules and processes from the
colonial era.
