Guest Editorial by Gerald Hendricks It looks like photo voter ID will be coming to North Carolina as Rep. Governor Pat McCrory and Rep. Senator Phil Berger have said they would prefer a photo voter ID law. According to the State Board of Elections there could be as many as 613,000 voters that do not have a state issued driver’s license or identification card. Assuming it cost $10 (a swag) to issue a photo ID to each of the 600k, it would cost the state $6 million (I would expect the state to pay for their requirement. If not, would it be considered a voter tax?). Then, there is the cost every year after that. That is a great deal of money to correct a voter fraud problem that no one has shown to be a problem. Yes, some groups did find that the voter roles are a mess, but that is not voter fraud. Six million dollars to correct a non-problem or an additional $6 million for education. What would benefit the state more? In a recent e-mail on the proposed voted ID bill, the head of the state NAACP stated that the bill will suppress the votes of minorities, youth, disabled and the elderly, as a good percentage of the 600k voters without a photo ID are. Republican Representative Michael Speciale responded by calling the e-mail as race-baiting, as racist diatribes, and just plain racist. People like to say that they need to show identification for a number of things, such as buying cigarettes, beer, opening a bank account, or cashing a check, as examples, so why not voting? Voting is a right and addressed in the 15th, 17th, 19th, 24th, and 26th amendments to the U.S. Constitution. The others are privileges. Voting is a right, not a privilege. What is disappointing is all these politicians declaring their total opposition to any and all restriction on their 2nd Amendments right to keep and bear arms, but are silent or in favor of restrictions on their right to vote. So, if we are required to show a photo ID in order to exercise our right to vote, then may I suggest, to be fair, that other rights require photo IDs. If you wish to exercise your right to religion, show your photo ID on entering a church, temple, mosque, or synagogue. Before you exercise your right of free speech, show your photo ID. Want the right to assemble, show your photo ID. Want life, liberty, or the pursuit of happiness, show your photo ID, just to be fair. Amanda Dixon Advertising Rep. Box 726, Creedmoor, NC 27522 Letters To The Editor POLLUTION SMELLS To The Editor: The following comments are addressed to Creedmoor Mayor Darryl Moss and the City of Creedmoor Board of Commissioners: I am asking that you reconsider the proposed project that is intended to be located near the intersection of Hester Road and Tar River Road. This project is being portrayed as having little if any adverse impact to existing farmlands and resources. For the past 28 years, I have maintained my own sub-pump septic system at the home I built in 1984, located on Tar River Road, just a few steps from the newly proposed wastewater site. It seems that developers, planners, and those newly built subdivisions in the city limits of Creedmoor did not apply adequate resources and forethought to future issues of wastewater control. Transporting wastewater to a county site outside of the city limits for processing seems rather awkward and prone to accidental spillage. Shocking, even more, is the proposal to dump treated wastewater into the Tar River, especially after all the past and on-going efforts to make the Tar River a kayaking and recreational Mecca. Pollution, even an “acceptable level of pollution,” [Continued On Page 7A] The Bigger Picture of Medicaid Expansion For state Rep. Bert Jones, the expansion of Medicaid under federal health care reform could be explained easily. "It's simply another step toward the goal of socialized medicine controlled by the federal government," the Rockingham County Republican said as the state House considered legislation to block that expansion in North Carolina. Jones seems to have missed something. To a significant degree, health care in this country is already socialized, and has been for a long time. Government programs Medicare and Medicaid are dominate players in the health care market. They account for 55 percent of U.S. hospital revenue. And private, employer-based insurance, making up about 60 percent of the overall health insurance market, is itself socialist in nature. It is a risk pool, people pooling their resources to hedge against the risk that each, individually, might be the one to suffer some catastrophic injury or illness. As for t h a t word "market," it too is a stretch. A day before Jones made his comment, I was on the phone with a health care lobbyist. "You know this. There is no health care market in the country," he said. What he meant is that no one goes shopping for health care services like we shop for cars or groceries, by comparing prices. If there is no market, there is a health care economy. Even if we pay for health care indirectly, through and taxes, the amount of money that moves into and through the health care economy is substantial. Roughly 18 percent of A V IEW F ROM R ALEIGH By Scott Mooneyham The Raleigh Report Is North Carolina manufacturing dead? "The reports of my death are greatly exaggerated." So said Mark Twain after hearing that his obituary had been published in the New York Journal. And many of the more than 1,000 people who attended the Emerging Issues Forum last week are saying something similar about the reported death of manufacturing in North Carolina. "Manufacturing is not dead; it is on the upswing in our state." Wait a minute. Even the forum’s sponsor, North Carolina State’s Emerging Issues Institute, acknowledges that between 1992 and 2010, manufacturing employment in our state declined by 30.6 percent, leaving fewer than 620,000 manufacturing jobs. Meanwhile, although the manufacturing of pharmaceuticals, plastics, and food processing products is growing rapidly, employment in textiles, furniture, a n d tobacco manufacturing is down. Maybe not down and out. Maybe not quite dead. "Manufacturing has a public image problem," reported the institute. By show-casing a host of new manufacturing activities, the forum attacked the public image problem and persuaded attendees that there is a manufacturing renaissance in our state. But the renaissance the forum touted is based on a new model. For instance, Gart Davis, founder of Durham-based Spoonflower, explained how his manufacturing business makes it "possible for individuals to design, print and sell their own T HE R ALEIGH R EPORT By D.G. Martin the count r y ' s gross domestic product is health care. By comparison, construction spending -- residential a n d commercial -- makes up about 6 percent of the U.S. economy. These rambling remarks about health care spending are a winding prelude to suggest that the Republican-controlled state legislature and a Republican governor are playing with a very complex fire by falling on their ideological sword regarding Medicaid expansion. The state House and Senate have passed bills to block that expansion, which would extend coverage to another 500,000 low-income North Carolinians. Gov. Pat McCrory supports the move. The GOP case to turn down the money includes that, within five years, the state would be paying more than $240 million as its match and that the expansion would cover not only the uninsured but some who would shift to Medicaid from private insurance. That reasoning doesn't trump the bigger picture of how the health care economy is critical to North Carolina's larger economy. McCrory and state legislators cannot stop the federal health care law from moving, shifting and taking away portions of the health care dollar, including Medicare money, in North Carolina. They have ensured that another source of revenue will not backfill those dollars. If the result is a more stagnant state economy, we all will feel the effects soon enough.
