This chapter will begin with a discussion of the importance<br />

of globalisation as the context of the development<br />

of countries, then we examine the ways for measuring<br />

the levels of globalisation, as well as the progress<br />

made by Estonia and the reference states. Based on<br />

the results of a survey conducted in early 2013, an<br />

overview will be provided of how Estonia’s decisionmakers<br />

(i.e. the elite) in the fields of economics, politics<br />

and culture, as well as scientists who have recently<br />

defended doctoral theses, assess the impact of globalisation<br />

on Estonia. We examine which strategies they<br />

recommend for coping with the negative consequences<br />

of this process, and for making the best use of the<br />

opportunities which open. We take a look at which<br />

policies and policy changes would be appropriate for<br />

a small state operating under the conditions of globalisation,<br />

and what the future developments in Estonia<br />

might be against this background.<br />
