Improv<strong>in</strong>g Cooperative Competitiveness and Market Access<br />

One <strong>of</strong> <strong>the</strong> key concerns <strong>of</strong> cooperatives and develop<strong>in</strong>g poultry farmers <strong>in</strong> general is <strong>the</strong>ir <strong>in</strong>ability<br />

to access a substantial market for <strong>the</strong>ir products. This was also highlighted by <strong>the</strong> CEO <strong>of</strong> SAPA, as<br />

well as <strong>the</strong> DPFO. The challenge <strong>of</strong> poor market access stems largely from <strong>the</strong> lack <strong>of</strong><br />

competitiveness <strong>of</strong> <strong>the</strong>se small bus<strong>in</strong>esses, <strong>the</strong> <strong>in</strong>ability <strong>of</strong> cooperatives to produce large enough<br />

quantities at a specific quality level, as well as low levels <strong>of</strong> collaboration between cooperatives. A<br />

lack <strong>of</strong> cluster<strong>in</strong>g also limits <strong>the</strong> chances <strong>of</strong> extend<strong>in</strong>g <strong>the</strong> local poultry value cha<strong>in</strong> through <strong>the</strong><br />

development <strong>of</strong> process<strong>in</strong>g activities, such as an abattoir.<br />

The follow<strong>in</strong>g recommendations address <strong>the</strong> key concerns raised by cooperatives around<br />

competitiveness and market access:<br />

Encourage cooperatives to partner with o<strong>the</strong>r cooperatives:<br />

Many cooperatives do not understand <strong>the</strong> potential opportunities that arise from cooperation,<br />

how cooperation can be beneficial to <strong>the</strong>ir bus<strong>in</strong>ess, or how to go about build<strong>in</strong>g such<br />

relationships. One <strong>of</strong> <strong>the</strong> challenges here is a lack <strong>of</strong> leadership <strong>in</strong> forg<strong>in</strong>g partnerships.<br />

<strong>Cooperatives</strong> should <strong>the</strong>refore be encouraged to work with o<strong>the</strong>r cooperatives through a<br />

number <strong>of</strong> enabl<strong>in</strong>g measures. One such measure is to ensure that tra<strong>in</strong><strong>in</strong>g <strong>of</strong> cooperatives<br />

<strong>in</strong>cludes <strong>in</strong>formation on how to work with o<strong>the</strong>r cooperatives and what <strong>the</strong> benefits may be.<br />

<strong>Cooperatives</strong> should be <strong>in</strong>formed <strong>of</strong> specific ways <strong>in</strong> which <strong>the</strong>y can cooperate with one ano<strong>the</strong>r<br />

<strong>in</strong> fulfill<strong>in</strong>g various shared functions.<br />

SEDA could also play a role <strong>in</strong> identify<strong>in</strong>g opportunities for cooperation and <strong>in</strong> facilitat<strong>in</strong>g <strong>the</strong><br />

establishment <strong>of</strong> cooperation networks. In this regard, <strong>the</strong> host<strong>in</strong>g <strong>of</strong> network<strong>in</strong>g events or<br />

meet<strong>in</strong>gs <strong>in</strong> communities with a high number <strong>of</strong> cooperatives will assist <strong>in</strong> partnership creation,<br />

by provid<strong>in</strong>g a forum for cooperatives to meet, to discuss common challenges and to forge<br />

productive partnerships. <strong>Cooperatives</strong> may partner toge<strong>the</strong>r for any number <strong>of</strong> functions,<br />

<strong>in</strong>clud<strong>in</strong>g shared use <strong>of</strong> transportation vehicles, shared purchas<strong>in</strong>g <strong>of</strong> equipment, bulk buy<strong>in</strong>g <strong>of</strong><br />

<strong>in</strong>puts, shar<strong>in</strong>g <strong>of</strong> knowledge and skills, etc. These network<strong>in</strong>g events could also be utilised for<br />

awareness creation and education around <strong>the</strong> different ways cooperatives can partner toge<strong>the</strong>r,<br />

as discussed above. Collaborations between cooperatives will work towards improv<strong>in</strong>g market<br />

access through improvements <strong>in</strong> both <strong>the</strong> quality and quantities required by <strong>the</strong> market.<br />

Encourage cluster<strong>in</strong>g and <strong>the</strong> formation <strong>of</strong> secondary cooperatives:<br />

Develop<strong>in</strong>g cooperatives are greatly at <strong>the</strong> mercy <strong>of</strong> <strong>the</strong> market <strong>in</strong> which <strong>the</strong>y f<strong>in</strong>d <strong>the</strong>mselves.<br />

This is especially <strong>the</strong> case if <strong>the</strong>y are far removed from primary <strong>of</strong>f-set markets or do not have<br />

access to appropriate and affordable transport. Proximity and/or access to suppliers and<br />

customers are vital. Accord<strong>in</strong>gly, it is recommended that <strong>in</strong> areas with high development<br />

potential for poultry production, or where a number <strong>of</strong> exist<strong>in</strong>g poultry cooperatives are<br />

present, <strong>the</strong> concept <strong>of</strong> cluster<strong>in</strong>g be promoted. Cluster<strong>in</strong>g <strong>of</strong>fers a number <strong>of</strong> agglomeration<br />
