Research Report: Address<strong>in</strong>g <strong>the</strong> Needs, Opportunities and Challenges <strong>of</strong> <strong>Cooperatives</strong><br />

and Collectively Owned Enterprises <strong>in</strong> <strong>the</strong> <strong>Poultry</strong> and Related Industries<br />

practical advice on all aspects <strong>of</strong> f<strong>in</strong>ancial and operational management, plann<strong>in</strong>g<br />

and market<strong>in</strong>g. A long-term technical skills partnership with a service provider,<br />

endorsed by SAPA, would ensure that cooperatives are gett<strong>in</strong>g relevant and up-todate<br />

skills <strong>in</strong> <strong>the</strong> <strong>in</strong>dustry. The Develop<strong>in</strong>g <strong>Poultry</strong> Farmers Organisation may also be<br />

will<strong>in</strong>g to assist SEDA <strong>in</strong> atta<strong>in</strong><strong>in</strong>g such partnerships.<br />

o<br />

Create a database <strong>of</strong> recognised service providers: While <strong>the</strong>re are a myriad <strong>of</strong><br />

service providers that <strong>of</strong>fer a range <strong>of</strong> tra<strong>in</strong><strong>in</strong>g and support services <strong>in</strong> general, <strong>the</strong><br />

tender process currently used <strong>in</strong> select<strong>in</strong>g service providers does not guarantee that<br />

experts <strong>in</strong> <strong>the</strong> poultry field are selected. This results <strong>in</strong> tra<strong>in</strong><strong>in</strong>g not be<strong>in</strong>g customised<br />

to <strong>the</strong> specific challenges presented <strong>in</strong> <strong>the</strong> poultry <strong>in</strong>dustry. It is, <strong>the</strong>refore,<br />

recommended that a database <strong>of</strong> preferred service providers be established, based<br />

on an appropriate screen<strong>in</strong>g and qualification procedure. The <strong>in</strong>clusion <strong>of</strong> a poultry<br />

expert, such as SAPA or DPFO, <strong>in</strong> <strong>the</strong> evaluation and selection <strong>of</strong> service providers to<br />

be <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> database, is also recommended. Through this process, <strong>the</strong> quality<br />

and consistency <strong>of</strong> tra<strong>in</strong><strong>in</strong>g received by cooperatives can be improved.<br />

o<br />

Additional types <strong>of</strong> tra<strong>in</strong><strong>in</strong>g required: <strong>Cooperatives</strong> have <strong>in</strong> <strong>the</strong> past struggled with<br />

atta<strong>in</strong><strong>in</strong>g customers. Market access is discussed below, however, market<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g<br />

and <strong>the</strong> necessity and methods <strong>of</strong> actively see<strong>in</strong>g out new clients need to be<br />

emphasised <strong>in</strong> tra<strong>in</strong><strong>in</strong>g. In addition to this, <strong>in</strong>creased f<strong>in</strong>ancial tra<strong>in</strong><strong>in</strong>g will provide<br />

greater understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> importance <strong>of</strong> long-term plann<strong>in</strong>g and <strong>in</strong>vestment and<br />

would work toward cooperatives mak<strong>in</strong>g <strong>the</strong> best use <strong>of</strong> <strong>the</strong>ir limited resources.<br />

o<br />

Mentorship: In order to ensure that cooperatives are able to make <strong>the</strong> best possible<br />

use <strong>of</strong> <strong>the</strong> tra<strong>in</strong><strong>in</strong>g and equipment provided to <strong>the</strong>m, a mentorship programme is<br />

essential. While this already exists <strong>in</strong> some <strong>of</strong> <strong>the</strong> SEDA <strong>in</strong>terventions, this<br />

recommendation specifically concerns <strong>the</strong> way <strong>in</strong> which this mentorship is provided,<br />

as well as <strong>the</strong> type <strong>of</strong> mentors <strong>in</strong>volved. Mentors should be committed to assist<strong>in</strong>g<br />

cooperatives, with one mentor be<strong>in</strong>g allocated to a cooperative throughout <strong>the</strong>ir<br />

development path. The function <strong>of</strong> <strong>the</strong> mentor would be to guide cooperatives<br />

through <strong>the</strong> graduated development approach discussed above and to assist with<br />

challenges faced <strong>in</strong> <strong>the</strong> day-to-day operations <strong>of</strong> <strong>the</strong> cooperative.<br />

The benefit <strong>of</strong> mentors guid<strong>in</strong>g cooperatives through a development plan can be<br />

fur<strong>the</strong>r enhanced through <strong>the</strong> use <strong>of</strong> <strong>in</strong>dustry experts. As per <strong>the</strong> recommendation<br />

above, if mentors are sourced based on a database created with <strong>the</strong> endorsement <strong>of</strong><br />

SAPA, it will ensure that current best practice is applied. It is also recommended that<br />

<strong>the</strong>se mentors <strong>in</strong>volve persons with practical experience <strong>in</strong> bus<strong>in</strong>ess management.<br />

Background to <strong>the</strong> <strong>in</strong>dustry as a whole and <strong>the</strong> challenges fac<strong>in</strong>g poultry farmers will<br />

also enable mentors to assist cooperatives <strong>in</strong> form<strong>in</strong>g partnerships. For example, this<br />

may assist <strong>the</strong>m <strong>in</strong> sourc<strong>in</strong>g gra<strong>in</strong> more cheaply.<br />
