1. Introduction<br />
1.1. Project Overview<br />
Urban-Econ Development Economists was appo<strong>in</strong>ted by <strong>the</strong> Small Enterprise Development Agency<br />
(SEDA) to compile a set <strong>of</strong> guidel<strong>in</strong>es and recommend <strong>in</strong>terventions aimed at promot<strong>in</strong>g <strong>the</strong><br />
development <strong>of</strong> cooperatives and collectively owned enterprises <strong>in</strong> poultry and related <strong>in</strong>dustries.<br />
The ensu<strong>in</strong>g research will address <strong>the</strong> needs, opportunities and challenges faced by <strong>the</strong>se<br />
bus<strong>in</strong>esses, particularly relat<strong>in</strong>g to market access.<br />
The study was commissioned by SEDA through <strong>the</strong>ir <strong>Cooperatives</strong> and Community Public Private<br />
Partnership (Coops & CPPP) Programme. The vision <strong>of</strong> this programme is “to provide leadership <strong>in</strong><br />
<strong>the</strong> establishment and growth <strong>of</strong> viable, susta<strong>in</strong>able cooperatives and collectively owned enterprises<br />
<strong>in</strong> various sectors and to facilitate <strong>the</strong>ir successful participation <strong>in</strong> <strong>the</strong> economy”. The programme<br />
has a special focus on rural areas particularly <strong>the</strong> development <strong>of</strong> agri-bus<strong>in</strong>ess.<br />
The study is motivated by <strong>the</strong> Department <strong>of</strong> Trade and <strong>Industry</strong>’s (DTIs) Integrated Strategy on <strong>the</strong><br />
Development and Promotion <strong>of</strong> <strong>Cooperatives</strong> (2012). The strategy advocates for cooperative<br />
development through improved capacity, management and technical skills; compliance with<br />
applicable legislation; and an <strong>in</strong>crease <strong>in</strong> access to markets, <strong>in</strong>formation, bus<strong>in</strong>ess <strong>in</strong>frastructure and<br />
f<strong>in</strong>ancial and non-f<strong>in</strong>ancial support. As an agency <strong>of</strong> <strong>the</strong> DTI it is mandated that SEDA advance <strong>the</strong>se<br />
objectives through <strong>the</strong>ir exist<strong>in</strong>g Coops & CPPP Programme.<br />
1.2. Project Scope<br />
The scope <strong>of</strong> <strong>the</strong> study <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> purpose and objectives are detailed <strong>in</strong> this sub-section. The<br />
scope <strong>of</strong> <strong>the</strong> study is determ<strong>in</strong>ed through <strong>the</strong> Terms <strong>of</strong> Reference (TOR) and a prelim<strong>in</strong>ary discussion<br />
with representatives from SEDA.<br />

Study Purpose<br />
The purpose <strong>of</strong> <strong>the</strong> study is to guide SEDA <strong>in</strong> <strong>the</strong> promotion <strong>of</strong> cooperatives and collectively owned<br />
enterprises <strong>in</strong> poultry and related <strong>in</strong>dustries.<br />
The study identifies opportunities and services <strong>of</strong> SEDA <strong>in</strong> assist<strong>in</strong>g SME’s with<strong>in</strong> <strong>the</strong> poultry<br />
<strong>in</strong>dustry, and develops a strategy to seize such opportunities <strong>in</strong> order to create new and support<br />
exist<strong>in</strong>g enterprises with <strong>the</strong> potential to create jobs.<br />
