Research Report: Address<strong>in</strong>g <strong>the</strong> Needs, Opportunities and Challenges <strong>of</strong> <strong>Cooperatives</strong><br />

It is recommended that this support model is fur<strong>the</strong>r developed with<strong>in</strong> SEDA <strong>in</strong> order to<br />
formulate a strategic method for support<strong>in</strong>g cooperatives on an <strong>in</strong>dividual and conditional<br />
basis.<br />

Develop a graduated system <strong>of</strong> support:<br />
Each cooperative starts from a different po<strong>in</strong>t, resource and knowledge wise. Thus, each has<br />
different tra<strong>in</strong><strong>in</strong>g needs and requires unique development to atta<strong>in</strong> <strong>the</strong> necessary skills. Due<br />
to this, customised, <strong>in</strong>dividual tra<strong>in</strong><strong>in</strong>g and development paths are recommended.<br />

Graduated development: As discussed above, it is recommended that each<br />
cooperative seek<strong>in</strong>g support be assisted <strong>in</strong> <strong>the</strong> creation <strong>of</strong> <strong>the</strong>ir own unique<br />
development plan, based on a graduated and conditional development approach.<br />
This means that cooperatives are provided with additional support upon show<strong>in</strong>g<br />
<strong>the</strong> necessary <strong>in</strong>tegration <strong>of</strong> learned bus<strong>in</strong>ess pr<strong>in</strong>ciples and <strong>the</strong> applicable<br />
application <strong>of</strong> support previously received. Figure 5-2 below illustrates this process.<br />

The above Figure illustrates some <strong>of</strong> <strong>the</strong> areas to be monitored and assessed <strong>in</strong><br />
track<strong>in</strong>g development progress. The most <strong>in</strong>tegral parts <strong>of</strong> this plan are <strong>the</strong> selfevaluation<br />
and <strong>in</strong>dividualised assessment <strong>of</strong> cooperatives. A roadmap is <strong>the</strong>reby<br />
created per cooperative. This enables <strong>the</strong>m to grow <strong>in</strong> <strong>the</strong> way <strong>the</strong>y envisage and<br />
also ensures that <strong>the</strong>re are clear goals to be measured. This also improves <strong>the</strong><br />
enforceability <strong>of</strong> <strong>the</strong> conditional assistance, as it enables easy measur<strong>in</strong>g <strong>of</strong><br />
compliance or non-compliance with <strong>the</strong> standards set. Additionally, this model<br />
encourages accountability and ownership by cooperatives. Individualised plans<br />
ensure <strong>the</strong> most productive use <strong>of</strong> funds possible as money is not wasted; funds will<br />
no longer be used simply to tick <strong>of</strong>f a box on a cut-and-paste type <strong>of</strong> plan. This<br />
