5. Strategic Interventions<br />

Follow<strong>in</strong>g from <strong>the</strong> challenges and opportunities identified <strong>in</strong> <strong>the</strong> preced<strong>in</strong>g analyses, this chapter<br />

sets out key recommendations towards improv<strong>in</strong>g support for poultry cooperatives and collectively<br />

owned enterprises. The recommendations also seek to take advantage <strong>of</strong> specific development<br />

opportunities previously identified. The role that SEDA can play with respect to <strong>the</strong> recommended<br />

<strong>in</strong>terventions is reflected upon, with<strong>in</strong> <strong>the</strong> context <strong>of</strong> exist<strong>in</strong>g SEDA programmes.<br />

5.1. Current SEDA Programmes<br />

This section provides an overview <strong>of</strong> <strong>the</strong> format and type <strong>of</strong> <strong>in</strong>tervention provided by current SEDA<br />

programmes. This sets out <strong>the</strong> current mandate <strong>of</strong> SEDA as a framework with<strong>in</strong> which <strong>in</strong>terventions<br />

are to be undertaken.<br />

SEDA implements specific support programmes aimed at provid<strong>in</strong>g support to cooperatives and<br />

collectively owned enterprises. SEDA’s <strong>Cooperatives</strong> and Community Public Private Partnership<br />

(Coops & CPPP) programme assists <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g ways:<br />

scop<strong>in</strong>g, feasibility studies and mobilisation<br />

project plann<strong>in</strong>g<br />

enterprise development and access to f<strong>in</strong>ance<br />

bus<strong>in</strong>ess opportunity support services<br />

mentorship<br />

skills development, tra<strong>in</strong><strong>in</strong>g and education<br />

bus<strong>in</strong>ess development services<br />

The above forms <strong>of</strong> assistance are provided both to new and exist<strong>in</strong>g cooperatives. Information on<br />

<strong>the</strong>se support services is dissem<strong>in</strong>ated through a number <strong>of</strong> means, <strong>in</strong>clud<strong>in</strong>g radio, <strong>in</strong>formation<br />

sem<strong>in</strong>ars, and posters, amongst o<strong>the</strong>rs. Through <strong>the</strong>se means and community engagement, SEDA<br />

works towards mobilis<strong>in</strong>g <strong>the</strong> community around bus<strong>in</strong>ess development and various forms <strong>of</strong><br />

assistance are provided <strong>in</strong> this regard. The aim is for community members to approach SEDA with<br />

ideas and for <strong>the</strong> support relationship to beg<strong>in</strong> at this stage. Prior to provid<strong>in</strong>g support, scop<strong>in</strong>g and<br />

feasibility assessments are conducted. This is conducted through service providers and regional<br />

<strong>of</strong>ficers.<br />

The assessment stage will determ<strong>in</strong>e if a cooperative meets <strong>the</strong> criteria to receive assistance and<br />

what form <strong>of</strong> assistance <strong>the</strong>y may need. <strong>Cooperatives</strong> are rated accord<strong>in</strong>g to a set <strong>of</strong> criteria<br />

assessed dur<strong>in</strong>g a site evaluation. <strong>Cooperatives</strong> who receive a score above 60% on <strong>the</strong> review criteria<br />

are <strong>the</strong>n eligible to receive assistance. The review criteria <strong>in</strong>cludes aspects such as markets secured,<br />

fund<strong>in</strong>g opportunities, critical mass achieved, and necessary equipment/technologies sourced. If this<br />

assistance takes <strong>the</strong> form <strong>of</strong> tra<strong>in</strong><strong>in</strong>g, it is outsourced to service providers who work with <strong>the</strong><br />

cooperatives.<br />
