4.1.2.6. O<strong>the</strong>r Challenges<br />

In addition to <strong>the</strong> results presented by <strong>the</strong> survey, it is important to note that some <strong>of</strong> <strong>the</strong> key<br />

challenges reported on cooperatives <strong>in</strong> <strong>the</strong> poultry <strong>in</strong>dustry by a number <strong>of</strong> additional research<br />

sources. These sources provide <strong>in</strong>formation on <strong>the</strong> <strong>in</strong>dustry and thus, on <strong>the</strong> environment <strong>in</strong> which<br />

cooperatives operate.<br />

Accord<strong>in</strong>g to <strong>the</strong> South African <strong>Poultry</strong> Association (SAPA), <strong>the</strong> poultry <strong>in</strong>dustry faces problems<br />

relat<strong>in</strong>g to disease control, lack <strong>of</strong> fund<strong>in</strong>g and sanitation. The broiler <strong>in</strong>dustry is endur<strong>in</strong>g a<br />

significant marg<strong>in</strong> squeeze brought about by exorbitant <strong>in</strong>creases <strong>in</strong> raw materials and energy costs.<br />

The follow<strong>in</strong>g challenges are cited by SAPA as be<strong>in</strong>g critical to <strong>the</strong> <strong>in</strong>dustry:<br />

<strong>the</strong> significant growth <strong>in</strong> volume <strong>of</strong> imports <strong>in</strong>to South Africa, which now represents <strong>the</strong><br />

s<strong>in</strong>gle biggest supplier <strong>of</strong> chicken products<br />

limited disposable <strong>in</strong>come will have a negative effect on per capita consumption growth;<br />

<strong>the</strong> cont<strong>in</strong>uous threat <strong>of</strong> poultry diseases<br />

higher <strong>in</strong>put costs and combat<strong>in</strong>g <strong>the</strong>se through efficiencies. There seems little relief from<br />

high feed prices, and producers will need to overcome this to rema<strong>in</strong> pr<strong>of</strong>itable (SAPA,<br />

2011).<br />

SAPA argues that <strong>in</strong> evaluat<strong>in</strong>g <strong>the</strong> South African broiler <strong>in</strong>dustry, it is useful to keep <strong>in</strong> m<strong>in</strong>d that <strong>the</strong><br />

high transport cost <strong>of</strong> raw materials adds substantially to operational costs <strong>in</strong>curred by farmers.<br />

There are <strong>in</strong>tr<strong>in</strong>sic disadvantages <strong>in</strong> South African for poultry production that <strong>in</strong>hibit <strong>the</strong> producers.<br />

These <strong>in</strong>clude:<br />

low yield and relatively high prices <strong>of</strong> gra<strong>in</strong>s, aggravated by <strong>the</strong> buffer effect <strong>of</strong> domestic and<br />

<strong>in</strong>ternational freight and duty<br />

poultry production at high altitudes<br />

free movement <strong>of</strong> (even diseased) culled birds<br />

relatively unh<strong>in</strong>dered imports <strong>of</strong> poultry meat from many countries.<br />

A report by Andre Louw, lecturer at <strong>the</strong> University <strong>of</strong> Pretoria <strong>in</strong> <strong>the</strong> Agricultural Economics,<br />

Extension and Rural Development Department conta<strong>in</strong>s important <strong>in</strong>formation on challenges faced<br />

by <strong>the</strong> poultry <strong>in</strong>dustry. The f<strong>in</strong>d<strong>in</strong>gs express structural shifts <strong>in</strong> <strong>the</strong> feed <strong>in</strong>dustry, <strong>in</strong>dicat<strong>in</strong>g that <strong>the</strong><br />

impact <strong>of</strong> <strong>the</strong> contract growers is extreme, especially where feed manufacturers are part <strong>of</strong> a<br />

hold<strong>in</strong>g company cha<strong>in</strong> (Louw et Al: 2011).<br />

Restrictive factors currently be<strong>in</strong>g faced by <strong>the</strong> broiler <strong>in</strong>dustry role-players <strong>in</strong> do<strong>in</strong>g bus<strong>in</strong>ess, among<br />

o<strong>the</strong>rs, <strong>in</strong>clude issues relat<strong>in</strong>g to <strong>the</strong> <strong>in</strong>frastructure for feed manufacturers (<strong>the</strong> cost and<br />

competitiveness <strong>of</strong> do<strong>in</strong>g bus<strong>in</strong>ess). Good <strong>in</strong>frastructure may assist with optimis<strong>in</strong>g <strong>the</strong> feed <strong>in</strong>dustry<br />

at higher levels <strong>of</strong> operation.<br />

As is fur<strong>the</strong>r extrapolated <strong>in</strong> <strong>the</strong> analysis <strong>of</strong> stakeholders below, significant barriers to entry exist <strong>in</strong><br />

<strong>the</strong> value cha<strong>in</strong>. This makes it difficult for new and small entrants to compete with exist<strong>in</strong>g market<br />

players. These barriers <strong>in</strong>clude high capital requirements, relevant experience and track records, <strong>the</strong><br />

significance <strong>of</strong> research and biotechnology <strong>in</strong> <strong>the</strong> provision <strong>of</strong> seeds and economies <strong>of</strong> scale for o<strong>the</strong>r<br />

<strong>in</strong>puts such as fertilisers.<br />
