The rema<strong>in</strong><strong>in</strong>g 50% <strong>of</strong> cooperatives who did not receive support were most likely not eligible. Some<br />

10% <strong>in</strong>dicated that <strong>the</strong>y did not meet <strong>the</strong> requirements, with <strong>the</strong> rema<strong>in</strong><strong>in</strong>g 40% ambiguously stat<strong>in</strong>g<br />

that <strong>the</strong>y were await<strong>in</strong>g assistance. These cooperatives may not meet <strong>the</strong> requirements but rema<strong>in</strong><br />

hopeful, or <strong>the</strong>y may have followed <strong>in</strong>correct channels and are thus wait<strong>in</strong>g on support that is<br />

unlikely to be received. In ei<strong>the</strong>r case this response may <strong>in</strong>dicate a lack <strong>of</strong> clear communication with<br />

<strong>the</strong>se cooperatives <strong>in</strong> order to set expectations.<br />

Support for cooperatives may take many different forms. Table 4-7 below <strong>in</strong>dicates which forms <strong>of</strong><br />

support cooperatives received. Support <strong>in</strong> compil<strong>in</strong>g bus<strong>in</strong>ess plans and <strong>the</strong> provision <strong>of</strong> equipment<br />

were <strong>the</strong> most frequently provided forms <strong>of</strong> support that cooperatives received. Fur<strong>the</strong>r detail<br />

around <strong>the</strong> compil<strong>in</strong>g <strong>of</strong> bus<strong>in</strong>ess plans is discussed <strong>in</strong> Section 4.2.2.1 above.<br />

<strong>Cooperatives</strong> also received equipment, tra<strong>in</strong><strong>in</strong>g and technical advice as <strong>the</strong> ma<strong>in</strong> forms <strong>of</strong> support.<br />

Given that cooperatives identified a lack <strong>of</strong> equipment, this <strong>in</strong>dicates that <strong>the</strong> support provision is<br />

address<strong>in</strong>g concerns which cooperatives identify. Equipment is a very broad category and may range<br />

from low cost items to someth<strong>in</strong>g as large as a chicken house.<br />

The figure (4-16) below illustrates that although government support was provided, <strong>in</strong> many<br />

<strong>in</strong>stances cooperatives do not view <strong>the</strong> support as sufficient.<br />
