Research Report: Address<strong>in</strong>g <strong>the</strong> Needs, Opportunities and Challenges <strong>of</strong> <strong>Cooperatives</strong><br />
and Collectively Owned Enterprises <strong>in</strong> <strong>the</strong> <strong>Poultry</strong> and Related Industries<br />
F<strong>in</strong>ancial awareness may also be assessed by determ<strong>in</strong><strong>in</strong>g <strong>the</strong> use <strong>of</strong> bank<strong>in</strong>g systems. A f<strong>in</strong>ancially<br />
aware bus<strong>in</strong>ess will have a bank account that is able to service <strong>the</strong>ir transaction needs and that <strong>the</strong>y<br />
use on a regular basis. However, where a cooperative is located <strong>in</strong> a very rural area, this may be<br />
slightly more difficult. Approximately 89% <strong>of</strong> cooperatives confirmed that <strong>the</strong>y have a bank account.<br />
This is a positive <strong>in</strong>dicator, especially given <strong>the</strong> high proportion <strong>of</strong> rural cooperatives. However,<br />
when asked whe<strong>the</strong>r <strong>the</strong>y used <strong>the</strong> account, only 71% <strong>of</strong> those cooperatives that have accounts<br />
confirmed that <strong>the</strong>y make regular use <strong>of</strong> <strong>the</strong> account.<br />
It is important to understand <strong>the</strong> reasons beh<strong>in</strong>d why some cooperatives do not have bank accounts.<br />
Half <strong>of</strong> <strong>the</strong> cooperatives without accounts stated that when money is received it is spent on <strong>in</strong>puts<br />
and/or distributed, so revenues are not deposited <strong>in</strong>to <strong>the</strong> bank account. This illustrates <strong>the</strong> short<br />
turnover time <strong>in</strong> <strong>the</strong>ir bus<strong>in</strong>ess and <strong>the</strong> lack <strong>of</strong> reserves. If <strong>the</strong>y encounter a situation <strong>in</strong> which money<br />
is not com<strong>in</strong>g <strong>in</strong>, <strong>the</strong>y will simply not have any funds to purchase more <strong>in</strong>puts. The rema<strong>in</strong><strong>in</strong>g 50%<br />
ei<strong>the</strong>r stated that <strong>the</strong>re were not sufficient funds to bank or that a bank account would be more<br />
expensive. In <strong>the</strong> <strong>in</strong>creas<strong>in</strong>gly competitive bank<strong>in</strong>g environment <strong>the</strong>re are many banks that <strong>of</strong>fer<br />
14% <strong>of</strong> cooperatives<br />
have applied for loans;<br />
only half <strong>of</strong> <strong>the</strong>se have<br />
received loans<br />
specialised packages for small bus<strong>in</strong>esses. The response that a bank<br />
account is too expensive is likely due to a lack <strong>of</strong> <strong>in</strong>formation or<br />
due to a lack <strong>of</strong> diversity <strong>in</strong> <strong>the</strong> bank<strong>in</strong>g options <strong>in</strong> <strong>the</strong>ir area. For<br />
example, if <strong>the</strong>re is only one bank <strong>in</strong> <strong>the</strong> rural community and <strong>the</strong>y<br />
do not <strong>of</strong>fer accounts for small bus<strong>in</strong>esses, <strong>the</strong>n it may be <strong>the</strong> case<br />
that an account is relatively expensive for <strong>the</strong> develop<strong>in</strong>g farmers.<br />
Small bus<strong>in</strong>ess loans <strong>of</strong>fer an alternative to cooperatives rely<strong>in</strong>g on government agencies to provide<br />
<strong>the</strong> money and equipment to start <strong>the</strong>ir bus<strong>in</strong>ess and also create accountability. However, when<br />
asked whe<strong>the</strong>r <strong>the</strong>y had applied for loans, 86% <strong>of</strong> cooperatives said that <strong>the</strong>y had not applied for a<br />
loan. Some 14% responded stated that <strong>the</strong>y had applied for loans <strong>in</strong> <strong>the</strong> past and <strong>of</strong> <strong>the</strong>se only half<br />
had actually received loans.<br />
Many cooperatives are unable to apply for loans due to a lack<br />
<strong>of</strong> formal documentation and record keep<strong>in</strong>g. While<br />
government agencies may provide grants after conduct<strong>in</strong>g<br />
<strong>the</strong>ir own <strong>in</strong>spection amongst private f<strong>in</strong>ancial <strong>in</strong>stitutions,<br />
cooperatives need to take <strong>the</strong> first steps <strong>in</strong> ensur<strong>in</strong>g that <strong>the</strong>y<br />
are credit worthy.<br />
Many are runn<strong>in</strong>g hand-tomouth<br />
bus<strong>in</strong>esses and not<br />
plann<strong>in</strong>g for <strong>the</strong> long term<br />
While a large number <strong>of</strong> cooperatives ma<strong>in</strong>ta<strong>in</strong> some form <strong>of</strong> f<strong>in</strong>ancial record keep<strong>in</strong>g <strong>in</strong> <strong>the</strong>ir<br />
89% <strong>of</strong><br />
cooperatives<br />
surveyed have a<br />
bank account for<br />
<strong>the</strong>ir bus<strong>in</strong>ess<br />
bus<strong>in</strong>ess, <strong>the</strong> survey has shown that most cooperatives would benefit<br />
from greater f<strong>in</strong>ancial tra<strong>in</strong><strong>in</strong>g. <strong>Cooperatives</strong> also <strong>in</strong>dicated <strong>the</strong> desire to<br />
atta<strong>in</strong> greater f<strong>in</strong>ancial tra<strong>in</strong><strong>in</strong>g. The <strong>in</strong>consistent responses concern<strong>in</strong>g<br />
pr<strong>of</strong>it and low numbers re<strong>in</strong>vest<strong>in</strong>g <strong>in</strong>to <strong>the</strong>ir cooperatives illustrate that<br />
many are runn<strong>in</strong>g a hand to mouth bus<strong>in</strong>ess and not plann<strong>in</strong>g for <strong>the</strong> longterm<br />
f<strong>in</strong>ancial success <strong>of</strong> <strong>the</strong>ir bus<strong>in</strong>esses.<br />
