Research Report: Address<strong>in</strong>g <strong>the</strong> Needs, Opportunities and Challenges <strong>of</strong> <strong>Cooperatives</strong><br />
and Collectively Owned Enterprises <strong>in</strong> <strong>the</strong> <strong>Poultry</strong> and Related Industries<br />
In this sense <strong>the</strong> Cooperative Development Policy is concerned with <strong>the</strong> promotion <strong>of</strong> <strong>the</strong>se<br />
emerg<strong>in</strong>g cooperative enterprises and support<strong>in</strong>g <strong>the</strong>m <strong>in</strong> <strong>the</strong>ir development. The enterprises<br />
<strong>in</strong>cluded <strong>in</strong> this policy are <strong>the</strong> small, medium, micro and survivalist enterprises. Accord<strong>in</strong>g to <strong>the</strong><br />
policy “a viable, dynamic, autonomous, self-reliant and self-susta<strong>in</strong><strong>in</strong>g cooperative movement can<br />
play a major role <strong>in</strong> <strong>the</strong> economic, social and cultural development <strong>of</strong> South Africa, through effective<br />
and efficient services extended by cooperative enterprises to <strong>the</strong>ir members.”<br />
If this is achieved <strong>the</strong> cooperative enterprises will be able to contribute to <strong>the</strong> South African<br />
Economy <strong>in</strong> a number <strong>of</strong> ways. Accord<strong>in</strong>g to <strong>the</strong> policy cooperatives could contribute to <strong>the</strong><br />
follow<strong>in</strong>g:<br />

The Cooperative Development Policy is relevant for all spheres <strong>of</strong> cooperatives <strong>in</strong> any <strong>of</strong> <strong>the</strong><br />
economic sectors. In <strong>the</strong> policy a dist<strong>in</strong>ction is made between emerg<strong>in</strong>g cooperatives and<br />
established cooperatives, and <strong>the</strong> emerg<strong>in</strong>g cooperatives receive more importance than <strong>the</strong><br />
established cooperatives.<br />
The policy puts emphasis on <strong>the</strong> emerg<strong>in</strong>g cooperatives, which are considered as <strong>the</strong> cooperatives to<br />
be <strong>in</strong> more need <strong>of</strong> support. The Cooperative Development Policy <strong>the</strong>refore aims at promot<strong>in</strong>g <strong>the</strong><br />
emerg<strong>in</strong>g cooperatives such as SMMEs, and creat<strong>in</strong>g an enabl<strong>in</strong>g environment <strong>in</strong> which <strong>the</strong>y are able<br />
to compete and become susta<strong>in</strong>able bus<strong>in</strong>esses.<br />
Implications for SEDA and poultry cooperatives: The <strong>Cooperatives</strong> Development Policy for South Africa emphasises<br />
<strong>the</strong> development and support <strong>of</strong> emerg<strong>in</strong>g cooperatives, which <strong>in</strong>dicates that emerg<strong>in</strong>g cooperatives <strong>in</strong> <strong>the</strong> poultry<br />
<strong>in</strong>dustry could look towards support from this policy. <strong>Cooperatives</strong> should also focus on job creation, <strong>in</strong>come<br />
generation, resource mobilisation, economic empowerment and enhancement <strong>of</strong> susta<strong>in</strong>able human resource<br />
development with<strong>in</strong> <strong>the</strong> country, as <strong>in</strong>dicated <strong>in</strong> this policy.<br />
3.3.2.<br />
Integrated Strategy on <strong>the</strong> Development and Promotion <strong>of</strong> <strong>Cooperatives</strong><br />
(2010-2020), 2011<br />
The Integrated Strategy on <strong>the</strong> Development and Promotion <strong>of</strong> <strong>Cooperatives</strong>, 2010-2020 (here after<br />
referred to as <strong>the</strong> “strategy”) was developed <strong>in</strong> 2010 <strong>in</strong> response to <strong>the</strong> commitment <strong>of</strong> <strong>the</strong><br />
government to <strong>the</strong> promotion and development <strong>of</strong> cooperative enterprises with<strong>in</strong> <strong>the</strong> country over<br />
a ten year period (2010-2020). The strategy sets out an implementation framework for <strong>the</strong><br />
<strong>Cooperatives</strong> Development Policy and <strong>the</strong> <strong>Cooperatives</strong> Act. The strategy targets <strong>the</strong> exist<strong>in</strong>g as well<br />
as <strong>the</strong> emerg<strong>in</strong>g cooperative enterprises with<strong>in</strong> South Africa, and speaks to <strong>the</strong> follow<strong>in</strong>g market<br />
