Scientific and Industrial Research (CSIR), Public Investment Corporation (PIC), Development<br />

Bank <strong>of</strong> Sou<strong>the</strong>rn Africa (DBSA), South African Local Government Authority (SALGA) and<br />

Sector Education and Tra<strong>in</strong><strong>in</strong>g Authorities (SETA’s), and compliance with uniform norms and<br />

standards prescribed by this <strong>Cooperatives</strong> Act, 2005<br />

ensure <strong>the</strong> design and implementation <strong>of</strong> <strong>the</strong> cooperative support measures across all<br />

spheres <strong>of</strong> government, <strong>in</strong>clud<strong>in</strong>g delivery agencies, and adherence to a uniform framework<br />

<strong>of</strong> established norms and standards that reflect fairness, equity, transparency, economy,<br />

efficiency, accountability and lawfulness<br />

facilitate <strong>the</strong> effective co-ord<strong>in</strong>ation and report<strong>in</strong>g mechanisms across all spheres <strong>of</strong><br />

government through <strong>the</strong> central conduit <strong>of</strong> <strong>the</strong> dti<br />

Implications for SEDA and poultry cooperatives: The <strong>Cooperatives</strong> Act is <strong>the</strong> legislation which governs <strong>the</strong><br />

legal function<strong>in</strong>g <strong>of</strong> cooperatives and aims to identify support structures for cooperatives. All cooperatives<br />

should be familiar with <strong>the</strong> legalities surround<strong>in</strong>g this type <strong>of</strong> entity and <strong>the</strong> <strong>Cooperatives</strong> Act sets out <strong>the</strong>se<br />

legalities.<br />

3.2.3.<br />

Cooperative Amendment Bill: Section 75<br />

The Cooperative Amendment Bill was developed to amend <strong>the</strong> <strong>Cooperatives</strong> Act <strong>of</strong> 2005. The<br />

purpose <strong>of</strong> <strong>the</strong> Amendment Bill is to:<br />

to provide for national apex cooperatives<br />

to provide for <strong>the</strong> annual submission <strong>of</strong> <strong>in</strong>formation to <strong>the</strong> CIPC<br />

to amend <strong>the</strong> account<strong>in</strong>g practices by provid<strong>in</strong>g for audit and <strong>in</strong>dependent review <strong>of</strong><br />

cooperatives<br />
