Research Report: Address<strong>in</strong>g <strong>the</strong> Needs, Opportunities and Challenges <strong>of</strong> <strong>Cooperatives</strong><br />

and Collectively Owned Enterprises <strong>in</strong> <strong>the</strong> <strong>Poultry</strong> and Related Industries<br />

have been established by government.<br />

Health trends have led to an <strong>in</strong>creased demand for poultry as<br />

opposed to o<strong>the</strong>r meat products. Consumption <strong>of</strong> mutton and<br />

beef has decl<strong>in</strong>ed while poultry and egg consumption<br />

cont<strong>in</strong>ues to rise.<br />

The broiler <strong>in</strong>dustry is highly capital <strong>in</strong>tensive and requires a<br />

long plann<strong>in</strong>g cycle <strong>in</strong> order to produce. This limits entrants<br />

<strong>in</strong>to broiler production. Large companies dom<strong>in</strong>ate <strong>the</strong> poultry<br />

<strong>in</strong>dustry, and are able to provide required <strong>in</strong>frastructure for<br />

poultry value addition while <strong>the</strong> emerg<strong>in</strong>g sector requires<br />

assistance <strong>in</strong> value addition.<br />

The relative<br />

affordability <strong>of</strong><br />

poultry makes it<br />

an important<br />

source <strong>of</strong> prote<strong>in</strong><br />

for millions <strong>of</strong><br />

low-<strong>in</strong>come South<br />

Africans, thus<br />

contribut<strong>in</strong>g to<br />

<strong>the</strong> zero hunger<br />

ambition <strong>of</strong> <strong>the</strong><br />

government<br />

<strong>Cooperatives</strong> may be able to support <strong>in</strong> supply cha<strong>in</strong> functions, specifically feed production (soya<br />

bean and maize), hatcheries (day-old chicks), and abattoirs (slaughter<strong>in</strong>g, dress<strong>in</strong>g/packag<strong>in</strong>g,<br />

wholesal<strong>in</strong>g and retail<strong>in</strong>g). Broiler production is dom<strong>in</strong>ated by a few large producers. Small-scale<br />

farmers are not able to compete with <strong>the</strong> bulk costs or quality <strong>the</strong> large producers can meet.<br />

However, scope lies <strong>in</strong> <strong>the</strong> many support functions, <strong>in</strong> rural areas where <strong>the</strong>re is limited access to<br />

retailers and <strong>in</strong> <strong>the</strong> value cha<strong>in</strong> outside <strong>of</strong> production.<br />

A potential constra<strong>in</strong>t to <strong>the</strong> growth <strong>of</strong> <strong>the</strong> domestic poultry <strong>in</strong>dustry is <strong>the</strong> emergence <strong>of</strong> strong<br />

<strong>in</strong>ternational competition and <strong>in</strong>sufficient tariffs to protect <strong>the</strong> local <strong>in</strong>dustry from <strong>the</strong> cheaper<br />

imports. If local poultry cont<strong>in</strong>ues to be substituted by imported poultry <strong>the</strong> growth <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry<br />

may cont<strong>in</strong>ue to decl<strong>in</strong>e.<br />

Implications for <strong>the</strong> <strong>Cooperatives</strong> <strong>in</strong> <strong>the</strong> <strong>Poultry</strong> <strong>Industry</strong>:<br />

The high numbers <strong>of</strong> small-scale farmers <strong>in</strong>dicates that <strong>the</strong>re is scope for small organisations such<br />

as cooperatives to function with<strong>in</strong> <strong>the</strong> <strong>in</strong>dustry<br />

Health trends <strong>in</strong>dicate a potential <strong>in</strong>crease <strong>in</strong> <strong>the</strong> demand for poultry<br />

Support functions and functions up and downstream <strong>in</strong> <strong>the</strong> value cha<strong>in</strong> may also present<br />

opportunity for cooperatives<br />

2.8. Support<br />

There are a number <strong>of</strong> agencies which provide support to cooperatives, <strong>in</strong> various forms, as part <strong>of</strong><br />

<strong>the</strong>ir mandate. The literature review <strong>in</strong> chapter three provides <strong>in</strong>formation around <strong>the</strong> formation <strong>of</strong><br />

some <strong>of</strong> <strong>the</strong>se support functions. For example, <strong>the</strong> 1996 National Small Bus<strong>in</strong>ess Act gave rise to<br />

SEDA.<br />

The table below identifies organisations which provide support to cooperatives. It also details <strong>the</strong><br />

purpose and function, ma<strong>in</strong> services, target group (<strong>of</strong>ten broader than cooperatives), and<br />

restrictions and fees.<br />
