<strong>Schedule</strong> <strong>of</strong> <strong>Port</strong> <strong>Charges</strong> Terms & Definitions<br />
Use <strong>of</strong> <strong>Port</strong> <strong>of</strong> Brisbane Pty Ltd (PBPL) facilities <strong>at</strong>tracts charges <strong>as</strong> defined below with component pricing outlined in the pricing schedule, all<br />
prices are inclusive <strong>of</strong> GST. By using the facilities you agree to be bound by the terms and conditions contained within this schedule and all other<br />
relevant PBPL document<strong>at</strong>ion.<br />
<strong>Port</strong> <strong>Charges</strong> are approved by <strong>Port</strong> <strong>of</strong> Brisbane Pty Ltd’s Board <strong>of</strong> Directors.<br />
Wharfage and Harbour Dues<br />
Wharfage is a cargo-b<strong>as</strong>ed charge levied on users <strong>of</strong> PBPL-owned wharves. Harbour dues are also cargo-b<strong>as</strong>ed charges levied on users <strong>of</strong> the <strong>Port</strong><br />
<strong>of</strong> Brisbane shipping channel. <strong>Charges</strong> for bulk and break-bulk trades are generally levied on a volume or tonnage b<strong>as</strong>is (whichever gener<strong>at</strong>es the<br />
gre<strong>at</strong>er revenue). Certain commodities may, however <strong>at</strong>tract specific, negoti<strong>at</strong>ed charges. The charges for containers are calcul<strong>at</strong>ed on a per unit<br />
b<strong>as</strong>is according to container size and type.<br />
Cruise ships are levied Harbour Dues per Gross Registered Tonne (GRT).<br />
<strong>Port</strong> Access Charge<br />
The <strong>Port</strong> Access Charge (PAC) is a cargo-b<strong>as</strong>ed charge levied on specific commodities. It is designed to recover the cost <strong>of</strong> significant capital<br />
projects (excluding channels and wharves) which facilit<strong>at</strong>e growth and improve access <strong>at</strong> the port.<br />
Notice <strong>of</strong> Intention to Load or Unload Transfer Bulk Liquid Applic<strong>at</strong>ion Fee<br />
The Notice <strong>of</strong> Intention to Load or Unload Transfer Bulk Liquid applic<strong>at</strong>ion fee is a fee to cover the costs <strong>of</strong> bulk liquid transfer inspections<br />
performed in accordance with the provisions <strong>of</strong> the Transport Oper<strong>at</strong>ions (Marine Pollution) Act 1995 and the condition contained in the <strong>Port</strong><br />
Notice Bulk Liquid Transfers in Non-Tanks Berths, Use <strong>of</strong> Sea Values and Tank w<strong>as</strong>hing. The fee is intended to be applied per vessel entry into the<br />
<strong>Port</strong> <strong>of</strong> Brisbane and <strong>as</strong>sessed on receipt <strong>of</strong> each applic<strong>at</strong>ion.<br />
<strong>Port</strong> Security Charge<br />
In accordance with the Maritime Transport and Offshore Facilities Security Act 2003, PBPL is responsible for maritime security <strong>of</strong> all common user<br />
and w<strong>at</strong>erside are<strong>as</strong> <strong>at</strong> the <strong>Port</strong> <strong>of</strong> Brisbane. In order to recover its costs from port users for the implement<strong>at</strong>ion and ongoing maintenance <strong>of</strong><br />
security me<strong>as</strong>ures <strong>at</strong> the <strong>Port</strong> <strong>of</strong> Brisbane, PBPL h<strong>as</strong> a cargo-b<strong>as</strong>ed security charge.<br />
Common User Wharf Fees<br />
The facility hire fee applies to common-user berths managed by PBPL. This fee covers access to power, the wharf usage <strong>of</strong> the berth pocket, use<br />
<strong>of</strong> any amenities and any other improvements/infr<strong>as</strong>tructure provided <strong>at</strong> common-users berths. <strong>Charges</strong> are b<strong>as</strong>ed on a 24 hour period defined <strong>as</strong><br />
when first line <strong>as</strong>hore from the vessel comes alongside to when the l<strong>as</strong>t line is rele<strong>as</strong>ed.<br />
Vessel Utility Charge (W<strong>at</strong>er)<br />
W<strong>at</strong>er charge b<strong>as</strong>ed on metered amount (me<strong>as</strong>urement taken by PBPL).<br />
Common User Terminal Permit Fees<br />
A Terminal Permit Fee applies to terminals provided <strong>at</strong> common-user berths managed by PBPL. The fee covers the terminal area adjacent to the wharf.<br />
Manifest Lodgement<br />
Manifests are required to be submitted within five working days <strong>of</strong> loading/discharge. PBPL will process submitted manifests within three working<br />
days <strong>of</strong> receipt <strong>of</strong> all necessary inform<strong>at</strong>ion. Both weight and volume must be included on all manifests for non-containerised cargoes.<br />
Transhipment<br />
Transhipments are charged <strong>at</strong> the full r<strong>at</strong>e <strong>of</strong> wharfage and harbour dues for imports. Export transhipments are exempt from harbour dues and<br />
wharfage. The <strong>Port</strong> Access Charge is not payable for transhipments. The <strong>Port</strong> Security Charge is levied on both import and export transhipments.<br />
A transhipment notice must be forwarded to the company within five working days <strong>of</strong> the arrival <strong>of</strong> the inward vessel.<br />
Payment Terms<br />
All wharfage, harbour dues, security and port access charge will be directed to the M<strong>as</strong>ter <strong>of</strong> the vessel or his/her agent. The due d<strong>at</strong>e for<br />
payment is 30 days from the d<strong>at</strong>e <strong>of</strong> loading or discharge <strong>of</strong> the vessel, and interest <strong>of</strong> 1% per month will be levied on harbour dues and wharfage<br />
invoices which remain outstanding after the due d<strong>at</strong>e. PBPL will, in the first instance, hold the agent responsible for submission <strong>of</strong> manifests and<br />
liable for payment <strong>of</strong> relevant port charges. The Transport Infr<strong>as</strong>tructure Act 1994 (Qld) also extends liability to other parties.<br />
Ple<strong>as</strong>e note th<strong>at</strong> because <strong>of</strong> the range <strong>of</strong> services PBPL provide, and their respective payment terms, the due d<strong>at</strong>e for payment is included on<br />
every invoice for your referral.<br />
All fees are inclusive <strong>of</strong> Goods and Services Tax (GST).<br />
