6.2.5 Reporting<br />

6.2.5.1 For soil movement between lease areas and soil movement <strong>of</strong>f PBPL<br />

land not regulated under the EP Act.<br />

Reports should be prepared in accordance with the Draft <strong>Guide</strong>lines for the Assessment and<br />

Management <strong>of</strong> Contaminated Land in Queensland, (1998).<br />

The report is to include;<br />

1) Details <strong>of</strong> the proposed excavation location including property description and<br />

address;<br />

2) Details <strong>of</strong> the expected volume <strong>of</strong> material;<br />

3) Details <strong>of</strong> the chemical characteristics <strong>of</strong> the material including analysis as described<br />

in Section 6.2.<br />

4) Details <strong>of</strong> the receiving site.<br />

6.2.5.2 For soil movement <strong>of</strong>f PBPL land for lease areas listed on EMR or CLR<br />

and/or regulated under EP Act<br />

In accordance with Section 424 <strong>of</strong> the EP Act, applications for a DEHR <strong>Disposal</strong> Permit<br />

should be lodged on the Application for <strong>Disposal</strong> Permit form available from DEHR, and<br />

accompanied by:<br />

written agreement from the owner <strong>of</strong> the disposal site to accept the contaminated<br />

soil, stating any conditions to be placed on the soil disposal;<br />

information which demonstrates the contaminated soil may be accepted under<br />

licence conditions issued under the EP Act;<br />

a copy <strong>of</strong> the Certificate <strong>of</strong> Title <strong>of</strong> the site from which soil is to be removed;<br />

a copy <strong>of</strong> the Certificate <strong>of</strong> Title <strong>of</strong> the site receiving the contaminated soil (if the soil<br />

is not going to a local government-administered landfill);<br />

copies <strong>of</strong> all laboratory reports for contaminated soil analyses (one laboratory<br />

sample/50m 3 soil is considered a minimum for stockpile sampling) and leachate<br />

testing results;<br />

a plan showing the location <strong>of</strong> sampling sites in relation to the contamination source;<br />

and<br />

a completed Notification <strong>of</strong> Land form (if the site from which the soil is being removed<br />

is not listed on the Environmental Management Register or Contaminated Land<br />

Register).<br />

Application for a DEHP <strong>Disposal</strong> Permit forms can be found in Appendix 12 <strong>of</strong> the Draft<br />

<strong>Guide</strong>lines for the Assessment and Management <strong>of</strong> Contaminated Land in Queensland<br />

(1998). A copy is included in Annex D.<br />
