A range of maritime-specific security procedures have<br />
been developed by PBPL’s Port Security team. These<br />
security procedures have gained international best<br />
practice recognition and awards. PBPL maintains a<br />
high-level security service, consisting of port-wide<br />
closed-circuit television monitoring, water and landbased<br />
security guarding and patrolling, issuing of<br />
Maritime Security Identification Cards, and accesscontrol<br />
arrangements. Cost recovery for these services<br />
occurs through a cargo-based fee, a user-pays costrecovery<br />
system for mandatory access-control and<br />
waterside security requirements, and Maritime Security<br />
Identification Card issuing.<br />
PBPL operates a 24-hour Port Security Control<br />

Pilotage is compulsory for every ship that is 50m LOA or<br />
more, or any ship if directed by the Harbour Master. This<br />
does not apply to ships with masters holding a pilotage<br />
exemption certificate.<br />
