can compress the titles. As a result, we will be sure the<br />

instruction process reflects the army’s reform, the doctrine<br />

and the procedures adopted. The recent military events<br />

(2001-2003) are pointing out the impact of morale and<br />

human factor for the success of warfare. The educational<br />

restructure plan has to be finished during this year.<br />

Another area mentioned in the reform process is about<br />

applying the automatic reporting system that will increase<br />

the capability of following and managing the leading<br />

military actions.<br />

We are also implementing the Military Career Gui<strong>de</strong><br />

– 2001, even though this has been re-evaluated based<br />

on the present conclusions. The Gui<strong>de</strong> has improved the<br />

transparency of managing personnel and its improvement<br />

seems to be a natural stage.<br />

The NCO’s training has been a remarkable success.<br />

The NCOs Training Centre fully meets the mo<strong>de</strong>rnity<br />

and efficiency requirements and some of the titles for<br />

NCOs are on the paying role of the units. There has been<br />

elaborated a plan to follow the progress in career of NCOs<br />

that will allow the soldier to pass from the basic instruction<br />

to all the usual functions for a NCO and all the educational<br />

opportunities, assuring the promotion possibility and<br />

even being admitted to a NCO school if his performance<br />

guarantees this.<br />

All personnel actions are targeted on assuring a<br />

management similar to the other NATO’s members.<br />

Meantime, we are committed to assure a fully compatible<br />

system with NATO’s standards.<br />

On the next period we focus on finishing the Objective<br />

Force and on revising the Military Career Gui<strong>de</strong>, stressing<br />

the equal promotion opportunities and implementing the<br />

personnel pyramid.<br />

3. Interoperability with NATO’s force and<br />

the cooperation with the Alliance<br />

Our capability of working together with NATO’s forces<br />

has significantly improved by our participation in KFOR,<br />

SFOR, Afghanistan, and Gulf or other peace support<br />

operations or PfP exercises. Romania has proved that<br />

it is ready and able to take the responsibilities of a fully<br />

NATO’s member. However, there are many things to be<br />

done on instruction and mo<strong>de</strong>rnisation areas.<br />

The critical points of our command and control system<br />

– The Military Command Centre, the headquarters of our<br />

armed forces, ASOC, the main air bases and the important<br />

structures of air <strong>de</strong>fence – are already interconnected due<br />

to STAR communication system and our capability of<br />

establishing safe communication with NATO, <strong>strategic</strong><br />

commands and allies is already achieved. The satellite<br />

communications are available for the support of the<br />

operational requirements. All these forces assigned for<br />

NATO have already safe tactical radios. Moreover, ASOC<br />

has been in use since 1999 as the main air centre for<br />

the operational command in Bucharest. There has been<br />

signed an acquisition contract for low altitu<strong>de</strong> radars that<br />

will allow a whole image of air space. It is the last main<br />

component of the air control programme as a forerunner<br />

for the connection with NATINEADS.<br />

Romanian’s Armed Forces have proved they are<br />

<strong>de</strong>ployable and may sustain a limited number of forces<br />

by military means and civil for peace and multinational<br />

operations. It is obvious there have to be increased the<br />

air and water capacities. We are looking for buying new<br />

transport planes and containers nee<strong>de</strong>d for a mo<strong>de</strong>rn and<br />

efficient transport; on long run we aim at the configuration<br />

of a containered fight transport.<br />

The partnership objectives required significant efforts<br />

because all of them implied the improvement of the<br />

force capability. Up to now there have been finalised 40<br />

objectives partnership (out of 84) and we have committed<br />

to implement all of them till the end of planning period,<br />

except the one about the acquisition of vaccines stocks.<br />

Acquisition strategy is mentioned as an essential<br />

element for implementing the Objective Force. For being<br />

sure we will be fully able to handle the objectives we have<br />

as a NATO member, this strategy will be inclu<strong>de</strong>d in the<br />

planning directive in or<strong>de</strong>r to implement some programs,<br />

starting with the planning period for 2004-2009.<br />

It is obvious that for achieving interoperability the<br />

nominated force in NATO/PfP collective <strong>de</strong>fence and<br />

regional initiatives missions took over. Taking into account<br />

the financial component, efforts are done for enduring<br />

the nominated forces with interoperable communication,<br />

informational means and mo<strong>de</strong>rn equipment in or<strong>de</strong>r to<br />

participate on the NATO/PfP missions, able to sustain<br />

<strong>de</strong>ployable forces in the theatre.<br />

Romanian significantly contributed at NATO’s support<br />

peace missions or other international missions and we<br />

have been consistent on our offer for collective <strong>de</strong>fence.<br />

There has been working hard on i<strong>de</strong>ntifying the right<br />

infrastructure that meets all the requirements imposed by<br />

NATO’s standards in or<strong>de</strong>r to be at the disposal during<br />

the support process of a host nation. Therefore, there has<br />

been elaborated the Catalogue of the Support of the Host<br />

Nation that has been sent to NATO’s command and to its<br />

main commands. There will be elaborated the concept and<br />

procedures regarding the support of the Host Nation and<br />

there will be done a HNS database using ADAMS program<br />

and we will have to establish on common agreement the<br />

needs and priorities.<br />
