• destabilizează progresul economic în tranziţie sau în curs de<br />

dezvoltare;<br />

• interferează cu obiective ale politicii externe şi cu sistemul<br />

internaţional;<br />

• prejudiciază societatea cu enorme costuri sociale şi economice,<br />

care provin din traficul ilegal;<br />

• crima organizată constituie un element deosebit de important în<br />

logistica terorismului.<br />

Evaziunea fiscală, spălarea de bani, traficul ilicit de arme, droguri,<br />

sistemul taxelor de protecţie, controlul reţelelor de prostituţie sau al jocurilor<br />

de noroc, perceperea taxelor de răscumpărare, contrabanda sunt factori care,<br />

în simbioză cu terorismul internaţional, conturează un nou tip de ameninţare<br />

globală.<br />

From the defensive perspective, the Army Forces have the mission<br />

to assure the stability of the social and economical environment specific to<br />

the government way that issued it, as a way of negotiation, and sometime,<br />

for the argumentation “ad baculum” of the promoted politics.<br />

Nowadays, when the international tendency is obviously oriented to<br />

the integration of the national states in federative structures, we found out<br />

that the adversary force doesn’t feet, in most of the cases, with the forms<br />

possibly, combative, by traditional military actions, being generic submitted<br />

to the concept of “terrorism”.<br />

Also, even the force of the tactical missions raised exponentially,<br />

from the quality and quantity point of view ( application of the most recent<br />

scientific discovery, the organization of the military interventions in the<br />

multinational integrated system), their efficiency is questionable when the<br />

adversary doesn’t show his face, only in the moment when he strikes.<br />

Usually, devastating.<br />

And this, only in compare with the conventional conflict forms,<br />

which prior to the <strong>XXI</strong> century, created the traditional military structures.<br />

Most important, the financial resources required by a terrorist<br />

action are negligible in rapport with the damages which can be provoked,<br />

the chased targets are not necessary military, but usually, civilian ones, and<br />

the human losses from the middle of the attackers – easily assumed<br />

especially on the ideological consideration- are effective of minor interest.<br />

In this context, the modern army forces can not assure the<br />

international security, indifferent by the nature of the threats to this, only by<br />

application of the triad mobility- adaptability- anticipation.<br />

Strategia de securitate naţională a României<br />

Legea română instituie obligativitatea elaborării strategiei de<br />

securitate naţională a României, definind-o drept „documentul de bază care<br />

fundamentează planificarea apărării la nivel naţional”, strategia fiind<br />
