aspects becomes blurred 5 . The importance of the international factor is<br />

growing and so is the role of international co-operation, but allied cooperation<br />

in particular. Therefore, our security policy puts an emphasis on<br />

the need of strengthening international co-operation, as well as the role of<br />

the international law and multilateral institutions.<br />

The goal of the State security policy and national defence system is<br />

to counter politico-military threats and, above all, defend Poland’s territory<br />

against any aggression. To be effective, security strategy and policy must be<br />

assured by a strong social and economic backup. The effectiveness of our<br />

security strategy depends on the congruent co-operation of all State<br />

institutions and authorities, in accordance with their responsibilities. Those<br />

authorities and institutions are facing the task of adequate adaptation of their<br />

working methods to the new security challenges. Proper public institutions<br />

are responsible: firstly - for keeping society informed about international<br />

security status and possible threats to Poland, secondly - for increasing our<br />

security interests on the international arena, thirdly - for strengthening<br />

patriotic attitudes and determination of society in the light of possible threats<br />

and crises, fourthly - for the execution of the allied commitments. These<br />

responsibilities include also the increase of the citizens’ awareness of their<br />

duties in regard to the national defence and security.<br />

The third Chapter of the Strategy deals with the tasks of the main<br />

State services and formations responsible for the security policy. These are<br />

as follows:<br />

• diplomatic institutions responsible for conducting active<br />

foreign policy;<br />

• Armed Forces, defining the role of the military component in<br />

security policy, as an instrument of the foreign policy;<br />

• special services, and<br />

• other State formations within internal aspects of the State<br />

security, such as Police, Border Guard, Fire Services.<br />

The Strategy pays a significant attention to the description of<br />

NATO’s role as the key platform of multilateral and bilateral co-operation in<br />

the sphere of the defence and security 6 . Admitting that the transformation of<br />

the Alliance is necessary, and that this process gives NATO a new sense,<br />

Poland has declared its support to NATO evolution directions which were<br />

formulated during the NATO Summit in Prague. For Poland, it is especially<br />

important to maintain effective transatlantic links and to ensure coherence of<br />

the Alliance, including harmonisation of its interests on the international<br />

arena. Strengthening of the European Allies’ responsibility is consistent<br />

with Poland’s interests. Therefore, we support the enlargement of NATO as<br />

we are convinced that this process promotes stability on the whole<br />

continent. We also understand and support the reinforcement of EAPC, PFP<br />

and the development of the Mediterranean Dialog. We also focus our efforts<br />

on intensification of the partnership between NATO and Russia, and we<br />

support Euro-Atlantic aspirations of Ukraine.<br />

From today’s perspective one can assess that Poland’s accession to<br />

the European Union strengthened the foundations of Poland’s broadly<br />

conceived national security. Poland considers ESDP as a means of<br />

strengthening the identity of European members of NATO, not as an<br />

alternative to the Alliance. Our priority will also be to strive for the<br />

development of the EU directed into Eastern Dimension, with our<br />

simultaneous active involvement in other areas of the Union policy. In<br />

Poland's opinion, the EU efforts in the sphere of operational capabilities and<br />

the Prague Summit defence commitments to NATO, should be mutual,<br />

complementary, and synergetic.<br />

Poland is of the opinion that the UN should be responsible for the<br />

maintenance of the international peace and security, as stated in the UN<br />

Charter. However, any imperfections of the UN should be removed. Poland<br />

supports the appropriate initiatives and shares the efforts designed to adapt<br />

the Organisation to the new challenges and to counter related threats. We<br />

will act in favour of reforming the United Nations, promoted by, among<br />

others, the initiative to adopt UN New Political Act for the 21 st Century.<br />

Poland will continue its involvement in the work of the OSCE, Council of<br />

Europe, OECD and other multilateral organisations and institutions. We will<br />

take an active part in strengthening the international mechanisms preventing<br />

the proliferation of weapons of mass destruction and controlling the<br />

international trade both in arms and in dual-use materials. Poland develops<br />

co-operation with its neighbours and other states of the region. We shall pay<br />

particular attention to the relations with the states which have been invited<br />

to, or declare the will to, join NATO and the EU. Poland will actively seek<br />

to direct the sub-regional multilateral co-operation institutions towards the<br />

issues of democratic stability and security in Central and Eastern Europe. At<br />

the same time, we will be taking measures against any divisions in our part<br />

of Europe that might come in the wake of the EU and NATO enlargements.<br />

Poland wishes development of partnership-based relations with the Russian<br />

Federation, recognising also Ukraine’s European aspirations and its role in<br />

the European security arena.<br />
