The PCA provides for trade liberalisation and cooperation in a wide<br />

range of areas. Tacis is the main financial and technical assistance<br />

instrument supporting the implementation of the PCA and providing grant<br />

assistance for projects in priority areas that are defined on a biannual basis.<br />

The EU has an interest in Armenia developing in the context of a<br />

politically stable and economically prosperous southern Caucasus. In this<br />

respect, the conflict with the Republic of Azerbaijan over Nagorno-<br />

Karabakh (NK) remains the major impediment to development in Armenia<br />

and contributes to regional instability.<br />

Armenia has reiterated that its main target in foreign policy is<br />

"progressive integration into EU models and standards". A high-level interministerial<br />

commission on PCA implementation, under the aegis of the<br />

Ministry of Industry and Trade, has been established and meets regularly.<br />

The work of this commission is supported by technical assistance provided<br />

by TACIS.<br />

Internally, Armenia adopted two main priorities to guide the<br />

development of the country: resolution of the conflict with Azerbaijan over<br />

NK and the economic and social transformation of the country within the<br />

framework of the conflict.<br />

Armenia also wants to play a greater role in regional transport and<br />

energy corridors, an ambition which is frustrated by the unresolved conflict<br />

and by the fact that, as consequence, its borders with Azerbaijan and Turkey<br />

remain closed. Recent studies suggest that a reopening of Armenia's borders<br />

with Turkey and Azerbaijan would result in a potential reduction in<br />

transport costs of 30-50% with total benefits of up to more than € 300<br />

million.<br />

The Government declared the development of information<br />

technologies, a sector in which Armenia has developed considerable knowhow<br />

and expertise since Soviet times, as a main priority to foster the<br />

economy, create jobs and raise education standards.<br />

In response to locally identified needs, and in line with<br />

recommendations from the IFIs, Armenia has begun the process for the<br />

preparation and elaboration of a Poverty Reduction Strategy Paper (PRSP),<br />

which develops further the Government's economic policy disclosed at the<br />

beginning of 2000.<br />

The domestic political situation cannot be separated from its<br />

regional context. The war with Azerbaijan over NK has dominated<br />

Armenian politics since 1988, before independence from the Soviet Union.<br />

The cease fire declared in 1994 has held well, if seen from the perspective of<br />

major outbreaks of fighting, but soldiers and some civilians are killed every<br />

year along the line of contact. The international negotiations conducted in<br />

the framework of the OSCE/Minsk Group continue with ups and downs, as<br />

well as intensified face-to-face meetings between the two Presidents, but<br />

have so far failed to bring a peace agreement.<br />

Armenia's foreign policy is based on developing close co-operative<br />

relations with those neighbours who are not involved in the NK conflict.<br />

The Russian Federation is a close partner of Armenia in the region.<br />

Armenia's agreement with Russia includes provisions for mutual defence,<br />

and Russia maintains military bases in Armenia.<br />

The European Council welcomes enhanced dialogue with all ENP<br />

partners, east and south. It also welcomes the inclusion of Armenia,<br />

Azerbaijan and Georgia in the ENP. This gives the EU another important<br />

instrument to promote progress on the wider reform agenda in each of these<br />

countries [14].<br />

2. Relations between the European Union and Azerbaijan<br />

Azerbaijan is the EU’s largest trading partner in the Caucasus<br />

although this primarily relates to cotton, oil and gas. Since 1993 total trade<br />

with the EU has grown steadily [15].<br />

The Summit held in Luxembourg on 22 June 1999 marked the<br />

entry into force of the PCA. At that occasion it adopted a Joint Declaration<br />

on relations between the EU and the Caucasus countries including<br />

Azerbaijan. One of the key documents for the future will be the Partnership<br />

and Cooperation Agreement (PCA) which entered into force on 1 July 1999.<br />

The PCA covers cooperation in all non-military areas and its main elements<br />

are:<br />

The first Cooperation Council was held in Luxembourg on 12<br />

October 1999 and the first Cooperation Committee was held on 27 March<br />

2000. In total five Cooperation Councils have been held.<br />

In July 2003 the EU appointed a Special representative to the<br />

Southern Caucasus whose mandate is to (a) to assist the countries carry out<br />

political and economic reforms, notably in the fields of rule of law,<br />

democratisation, human rights, good governance, development and poverty<br />

reduction; (b) in accordance with existing mechanisms, to prevent conflicts<br />

in the region, to assist in the resolution of conflicts, and to prepare the return<br />

of peace, including through promoting the return of refugees and internally<br />

displaced persons (IDPs); (c) to engage constructively with key national<br />

actors neighbouring the region; (d) to encourage and to support further<br />

cooperation between States of the region, in particular between the States of<br />

the South Caucasus, including on economic, energy and transport issues; (e)<br />

to enhance EU effectiveness and visibility in the region.<br />
