LAUNCH OF THE ICN EHEALTH PROGRAMME<br />

ICN announced the launch of a new ICN<br />

eHealth Programme in May <strong>2011</strong>. This new<br />

programme encompasses the International<br />

Classification for Nursing Practice (ICNP ® ),<br />

the ICN Telenursing Network and other<br />

eHealth related ICN activities. The<br />

programme’s strategic vision is to transform<br />

nursing through the application of<br />

information and communication technology.<br />

The goals of the programme are (a) to<br />

support eHealth practice, (b) to have ICN<br />

recognised as an authority on eHealth, and<br />

(c) to have ICN positioned centrally in the<br />

eHealth Community. Specific programme<br />

goals address technology, professional<br />

practice and business processes,<br />

respectively.<br />

A new Strategic Advisory Group was formed,<br />

with its first meeting planned for September<br />

<strong>2011</strong> in Geneva. The ICN eHealth team is<br />

responsible for continuing the day-to-day<br />

work that advances projects, product<br />

development and information dissemination<br />

worldwide related to eHealth, including<br />

ICNP, the ICN Telenursing Network, and<br />

other related entities. The team consists of<br />

A press release for the ICN eHealth<br />

Programme during the ICN Conference in<br />

Malta (4-7 May <strong>2011</strong>) notified organisations<br />

and individuals about the new programme<br />

and the news was further disseminated via<br />

informational products and conference<br />

sessions. The one-page information<br />

documents briefly describe the eHealth<br />

Programme, ICNP, C-Space and the<br />

Telenursing Network. The ICN eHealth<br />

Programme will collaborate with other ICN<br />

programmes, ICN member associations and<br />

with global eHealth organisations and<br />

programmes to advance the vision and<br />

goals of the programme.<br />

ICN CONFERENCE IN MALTA<br />

About 2000 nurses met in Malta for the ICN<br />

Conference (4-7 May <strong>2011</strong>), “Nurses Driving<br />

Access, Quality and Health.” The Council of<br />

National Representatives held their<br />

business meeting 2-4 May <strong>2011</strong>.<br />

The ICN Telenursing Network held its<br />

second biennial meeting in Malta. Jennifer<br />

Chipps (South Africa), a Network Advisory<br />

Group member, provided a presentation<br />

about her efforts and accomplishments<br />

related to telenursing. The session allowed<br />

for networking among the participants and<br />

discussion of the ICN draft Position<br />

Statement on Telenursing. Anyone<br />

interested in participating in the Position<br />

Statement should contact Claudia Bartz<br />

(cbartz@uwm.edu). A main session on<br />

Tel<strong>ehealth</strong> was also held to inform<br />

participants about telenursing strategies and<br />

outcomes around the world. Speakers<br />

included Pirkko Kouri (Finland) and Angela<br />

Single (UK).<br />

The ICN-accredited ICNP Research and<br />

Development Centres Consortium held its<br />

fourth biennial meeting at the Grand Hotel<br />

Excelsior in Malta. About 35 people<br />

attended this meeting where seven of the<br />

nine Centre Directors, or their designees,<br />

presented information about their Centres.<br />

There was an enthusiastic discussion of<br />

how ICN Core Data Sets might be advanced<br />

through the Centres as well as how the<br />

Centres could collaborate on research and<br />

development, and use C-Space, to continue<br />

to implement and test the application of<br />

ICNP in care delivery settings.<br />

A Conference main session included<br />

presentations about the new ICN eHealth<br />

Programme and ICNP <strong>2011</strong> release (Nick<br />

Hardiker, UK); an example of ICNP EHR<br />

application from the vendor’s perspective<br />

(Ana Alves from ALERT, Portugal);<br />

considerations for policy and practice in an<br />

eHealth context (Kathy Mølstad, Norway);<br />

and the vision and reality of nurses working<br />

to translate and implement ICNP in care<br />

delivery settings (Dorota Kilanska and Beata<br />

Dobrowolska, Poland).<br />

In addition, there were a number of peerreviewed<br />

papers and posters presented that<br />

described nurses’ involvement with ICNP<br />

and tel<strong>ehealth</strong>. These provided exciting<br />

evidence of the importance of eHealth in<br />

nursing today. The next ICN Congress will<br />

be held in Melbourne Australia in 2013.<br />

ICNP <strong>2011</strong><br />

The next version of ICN’s terminology for<br />

nursing, ICNP <strong>2011</strong>, was released on 4 May<br />

<strong>2011</strong> at the ICN conference in Malta.<br />

Version <strong>2011</strong>, with a total of 5148 concepts,<br />

includes 454 new concepts, most of which<br />

are pre-coordinated diagnoses, outcomes<br />

and interventions. The collaboration with<br />

catalogue developers, such as the Scottish<br />

Community Nursing Catalogue working<br />

group and the Canadian C-HOBIC working<br />

group, generated many new ICNP concepts.<br />

As the number of pre-coordinated ICNP<br />

statements and clinically relevant subsets<br />

continues to increase, the terminology can<br />

more easily be implemented at the point of<br />

care. The electronic version of ICNP <strong>2011</strong> is<br />

available on ICN C-Space<br />

The multi-lingual browser on C-Space is<br />

intended to support translators and<br />

developers of applications. Congratulations<br />

to the German Speaking Centre and the<br />

Mandarin translator for their pre-release<br />

translations of ICNP Version <strong>2011</strong>. ICNP is


available in various formats or “views”,<br />

depending on the user’s purpose(s). The<br />

formats available for download include, for<br />

example, comma separated values (CSV),<br />

PDF and web ontology language (OWL).<br />

SPANISH AND CIPE (ICNP)<br />

It is a great pleasure for the Spanish<br />

General Council of Nursing to present the<br />

Spanish Version 2 of the International<br />

Classification for the Nursing Practice<br />

(ICNP ® ). The development of ICNP is<br />

without doubt a major project for the<br />

advancement of nursing promoted by the<br />

International Council of Nurses. ICNP is the<br />

contribution of international nursing to a<br />

universal language of the phenomena,<br />

actions and results of nursing practice. This<br />

is an indispensable tool for nurses to<br />

communicate their clinical practice, and<br />

promote education and research in nursing.<br />

It is also an essential tool for nursing training<br />

programmes and a guide for teaching<br />

nursing process at all levels, which enables<br />

the design of digital applications and<br />

advances for recording and reporting of<br />

nursing clinical practice.<br />

The translation process has been led and<br />

coordinated by the Spanish General Council<br />

of Nursing, through CGE Studies Office staff,<br />

including: Rafael Lletget, Alina de Almeida<br />

Souza, José Luis Cobos Serrano and<br />

Jerónimo Romero-Neiva Lozano. To<br />

establish consensus with the Spanishspeaking<br />

countries, the Spanish team has<br />

benefited from the collaboration of nurses in<br />

Latin America countries. The WHO Nursing<br />

Collaborating Center at the University of<br />

Concepción, Chile has played a major role<br />

since the beginning of this translation<br />

process, coordinating the Latin-American<br />

contacts through professors Verónica Behn<br />

and Julia Ramírez.<br />

This translation work has been ongoing<br />

across ICNP versions with the participation<br />

of professors Sandra Milena Velásquez<br />

Palacio and Luz Marina Alfonso Avila<br />

(Colombia), María Virginia Hernández<br />

Alonso (México), Teresa Estela Delgado<br />

González (Uruguay) and Maria Antonia<br />

Lopez Romero (Spain). ICNP translation<br />

efforts continued with the involvement of a<br />

group of fellow nurses from Latin America<br />

studying at the Spanish General Council of<br />

Nursing: María Esperanza Niño Álvarez<br />

(Colombia), Maritza Montero de Pachón<br />

(Panama), Sandra Maely Molina Nieto<br />

(Honduras), and Socorro Zuleyma Orellana<br />

Martínez (El Salvador) led by María Marcela<br />

Castro Méndez (Costa Rica). The ICNP<br />

Version 2 translation team was integrated by<br />

the previous participants from Latin America<br />

and the inclusion of two new members,<br />

professors María Figueroa (Chile) and María<br />

Antonia López Romero.<br />

We recognise the important contribution of<br />

all participants for reviewing terms and<br />

definitions of this classification, reflecting<br />

their experience with ICNP, and assisting in<br />

the search for the best nursing terminology<br />

to be shared across speakers of Spanish.<br />

This work has been an important effort of<br />

the General Council of Nursing provided by<br />

the interest in and commitment to the<br />

advancement of nursing by its president, Dr.<br />

Máximo A. González Jurado.<br />

C-SPACE<br />

ICN C-Space can be used for asynchronous<br />

communication among groups in eHealth<br />

activities, such as the ICNP Consortium<br />

group and the Telenursing Network group.<br />

C-Space also is used for ICNP catalogue or<br />

subset work. This web-based platform<br />

validates the collaboration of clinical experts<br />

in nursing practice with the ICNP and<br />

informatics experts in various projects, such<br />

as terminology subset development. C-<br />

Space also holds the ICNP browser and<br />

multilingual translations. We are always<br />

interested in new ideas for communication.<br />

ICN CORE DATA SETS<br />

A pilot test for ICN Core Data Sets (I-CDS)<br />

was completed in April <strong>2011</strong>. Using the<br />

ICNP pre-coordinated statements for<br />

nursing diagnoses, outcomes and<br />

interventions from the Palliative Care<br />

Catalogue; participants were asked to<br />

respond to an online survey. The purposes<br />

of the pilot test were to validate the<br />

diagnoses and interventions and to test the<br />

use of an online survey method for data<br />

collection. Using a snowball sampling<br />

technique, the final number of respondents<br />

was 35, representing 5 countries. Both the<br />

collection of information about the<br />

statements for palliative nursing care and<br />

the use of the online survey method were<br />

considered successful. Work is underway on<br />

the research question for the next I-CDS.<br />

ICN AND INTERNATIONAL HEALTH<br />

INFORMATION STANDARDS<br />

ICNP AND IHTSDO<br />

Work continues to map ICNP and<br />

SNOMED-CT. Plans are to incorporate<br />

ICNP <strong>2011</strong> into the NLM UMLS continuing<br />

the work started several years ago to ensure<br />

that ICNP concepts are harmonised with the<br />

UMLS structure.<br />

ICN AND WHO-FAMILY OF INTERNATIONAL<br />

CLASSIFICATIONS<br />

The WHO-FIC Family Development<br />

Committee (FDC) is continuing to develop<br />

and test the International Classification of<br />

Health Interventions (ICHI). Members of the<br />

ICNP team contribute to this work through<br />

committee participation. The 23-year<br />

experience with developing and<br />

disseminating ICNP brings substantial<br />

expertise to the WHO work. The next<br />

meeting of the FDC will be held in Sydney,<br />

Australia in July. The annual WHO-FIC<br />

conference will be held 29 October – 6<br />

November in Cape Town, South Africa.<br />

ICN AND ISO<br />

The ISO meeting was held in Kuopio,<br />

Finland 23-27 May <strong>2011</strong>. Work continues on<br />

ISO CD 18104:<strong>2011</strong> Health Informatics:<br />

Categorial Structures for Representation of<br />

Nursing Diagnoses and Nursing Actions in<br />

Terminological Systems. This standard will<br />

replace the 18104:2003 Health Informatics:<br />

Integration of a Reference Terminology for<br />

Nursing. While the models for nursing<br />

diagnoses and nursing actions are<br />

somewhat different between the 2003 and<br />

<strong>2011</strong> standards, the goal of the nursing<br />

working group has always been to clarify<br />

and make explicit the representation of<br />

diagnoses and actions. Existing nursing<br />

terminologies will continue to be in<br />

compliance with the proposed draft. This<br />

new standard was developed in response to<br />

the ISO requirement for regular and<br />

systematic review of standards. Since ISO is<br />

a country-membership organisation, any<br />

comments on the current draft standard (or<br />

any other standard in-progress) should be<br />

sent to the ISO Secretariat on the ISO<br />

Comment Form, via the ISO Technical<br />

Advisory Group of the country in which the<br />

respondent resides.<br />

Nurses throughout Europe need to be able<br />

to share and compare information about<br />

practice in order to research and improve<br />

care, to manage nursing resources<br />

effectively and to ensure that nursing is<br />

visible in local, national and European<br />

policy. On the 25-26 March <strong>2011</strong>, the<br />

Association for Common European Nursing<br />

Diagnoses, Interventions and Outcomes<br />

celebrated its eighth European Conference<br />

under the title eHealth and Nursing –<br />

Opportunities for better nursing care. How<br />

can e-Health promote patient safety?<br />

Important speakers attended and shared<br />

with the participants their experience and<br />

knowledge about eHealth and Nursing,


Standardisation, Cross-Border Electronic<br />

Health Records, and the Nurse's Role in<br />

Creating a Safe Environment for Patients.<br />

Keynote speakers included Heimar Marin,<br />

Abel Avelino de Paiva e Silva, Amy Coenen<br />

and Linda Aiken. The next conference will<br />

be in Dublin in March 2013.<br />

GLOBAL ICT PROGRAMMES<br />

Millennia 2015 - Women and eHealth<br />

(WeHealth)<br />

The membership/partnership organisation<br />

envisions movement from information<br />

transfer to an intelligence platform dedicated<br />

to women, with particular reference to<br />

MDGs 4 and 5, which concern women and<br />

girls. The objectives of this organisation are<br />

(1) to support women through ICT in, for<br />

example, communications with family and<br />

improvement in health care; (2) to support<br />

women and girls in ICT development,<br />

transforming them from users into active<br />

builders; and (3) to enable women and girls<br />

to encourage industry and telecom providers<br />

to adapt ICT to female needs and local<br />

constraints.<br />
