Susan Deane
College Director and Principal
International College of Manitoba
Message from the President and
Vice-Chancellor of the University of Manitoba
I would like to welcome International
College of Manitoba (ICM) students to
Western Canada’s oldest university,
which celebrated its 130th anniversary
in 2007. Since 1877 the University of
Manitoba has been at the centre of
post-secondary education in our
province, and has adhered to its
core philosophy that access to the
best education must be available to
all who have the ability to benefit
by it, regardless of sex, race,
creed, language or nationality.
The partnership between ICM and the
University of Manitoba is designed
to offer eligible students a pathway
to university studies. I hope that you
will consider joining the University of
Manitoba after you have successfully
completed your studies with ICM.
I hope you achieve everything that you
hoped for when you decided to study
abroad. I wish you every success as
you embark on your studies at ICM.
Message from the College Director and Principal of ICM
students and with the added benefits
of smaller classes, receive more
personalized attention in a dynamic and
supportive learning environment that
better equips them for life at university.
year equivalent of the University of
Manitoba Bachelor degree programs.
In choosing to study at ICM, you will be
undertaking a program that is moderated
by the University of Manitoba to ensure
the highest academic quality.
Why choose ICM?
Study and learning support
At ICM, we understand the transition
to university level study can be difficult
for some students. To assist you in
developing the study skills necessary
to successfully complete your program
of study, ICM offers you a variety of
different study and learning support
services. Our Academic Advisor, in
conjunction with various teaching
staff, runs a number of information
sessions and workshops throughout
the semester for students who
want to develop their study skills
in areas such as time management
and examination techniques. The
Academic Advisor and other teaching
staff are also available for individual
or group appointments throughout
the semester if you need assistance
with assignment drafting, researching,
structuring, writing and referencing.
Student support
A free and confidential advising service
is available to all ICM students. Things
often do not go the way we had planned
or sometimes problems of a personal
nature arise. An Advisor is available
to meet with you to discuss a range of
problems or concerns that you may
have while you are at ICM. If anything
is preventing you from enjoying your
academic, social or personal life, then
seeing the ICM Advisor is often a very
good start in resolving these issues.
ICM students also have access to
the excellent health and counselling
services of the University of Manitoba.
Transition to the
University of Manitoba
ICM organizes special information
sessions for students who are due to
complete the UTP Stage II and transfer
to the University of Manitoba. In the
information sessions, you are provided
with advice and individual counsel
about the second year courses and
majors available, program structure
and application process for your
chosen degree. In addition, you will
attend specifically designed orientation
sessions to help you make a successful
transition to second year of your degree
program at the University of Manitoba.
Graduation ceremonies are held regularly
throughout the year for students who
successfully complete their studies at ICM.
Orientation
Please note: Attendance at Orientation is compulsory for all new students.
Orientation is a series of activities and
sessions which provide you with valuable
welcome you on arrival at the airport
and transfer you to your accommodation.
This service must be booked in
advance and at least two weeks
prior to your planned arrival.
Campus security
24-hour security is provided on all
University of Manitoba campuses to
and support to students. Security can
arrange an escort to take you to your
vehicle or on-campus accommodation,
particularly on weekends or after dark.
medical insurance while studying in
Canada. ICM will provide students
with twelve months of health coverage
upon arrival at the College.
Student activities
We understand that for students, the
main reason they are here is to study, but
participating in extra-curricular activities
and getting out and about is important
too. ICM encourages you to interact and
enjoy your experience at ICM by taking a
break from your studies and having some
fun. Being involved in non-academic
interests, while studying at ICM, helps
you to develop a network of friends and
to broaden your outlook and skills.
Helping students achieve their goals
Hyeon Woo Kim, South Korea
Scholarship recipient
My experience with ICM has been
great. Whenever I run into problems,
be it academic or personal, I
can rely on the staff to help me
through the whole situation and
can be relieved that there is always
someone to go to when I need
help. In addition, all of the students
are in the same situation - away
from their homes, families, on their
own - making the classrooms very
friendly helps to form a network
of support. The small number of
students in each class make it
possible for the students to work
closely with the teacher and to feel
encouraged to participate in class. I
have benefited from the small class
sizes, seeking personal help from
each professor whenever I need to.
ICM is growing in size and in the
variety of services they offer. I
hope that ICM will continue to
expand and grow with experience,
so that it will better prepare new
international students who come
to Canada for their years of study.
Sibeso Maswenyeho, Zambia
Scholarship recipient
My experience at ICM has been
nothing short of memorable. Having
taken the huge step of studying
with ICM has proved to be one
of the best choices I have made
in my life as it has been both fun
and challenging. The members of
staff and management team are
warm and receptive, not forgetting
the mixed cultures of students and
who make the environment special
where students feel at home.
Academically, the institution is
fantastic as each student receives
enough attention from the
qualified lecturers. As one of the
students who received the Navitas
scholarship I found this to be a great
encouragement and appreciation
of my academic performance. The
scholarship motivated me to work
even smarter and harder, always
striving to achieve excellence in
my academic and extra-curricular
activities. I thank Navitas for
rewarding my hard work.
Pakshaj Razdan, India
ICM is a great place to start your
studies abroad as it introduces the
way of university teaching overseas.
It helped me to get familiar with
the way of studying here in Canada
from a basic level so that I can do
well. The way of teaching here is
great. The teachers are really helpful
and understand the problems of
studying away from home. The
University of Manitoba campus is
in a great location. The people of
Winnipeg are really friendly and I
live in a very nice neighborhood.
Nevertheless, the best part of
ICM is the staff. They are really
helpful and sometimes it shocks
me that they remember each and
every one of the students. ICM is
a great place for Indian students
to start their university studies.

Before I came to Winnipeg, I was rather hesitant as I did not want to leave the
the staff of ICM in Singapore and was assured of a good experience in Canada.
Since my arrival and to date, every staff member of ICM has helped me and
others resolve problems we faced such as: settling in Winnipeg, looking for a
home, preparing for exams, planning for our future and getting to know one
another. ICM always strives to offer the maximum in student support and
services. Prospective students will be in good hands.
I really enjoy studying at ICM. The teachers are patient and they
are very well prepared for their lessons. The students often receive
many handouts for better understanding of course materials and
ICM offers extra tutorial lessons after classes where students can
ask questions. The teachers are very accessible by email and
with office hours and are always willing to help the students. I
believe that UTP Stage I can definitely help me in the future.
Homestay
For many students, the opportunity to
stay with a Canadian family, off-campus
and in the community, offers a special
appeal. As a homestay student, you
will have the chance to be a part of the
family, taking part in family activities
and celebrating special occasions. All
families are within commuting distance
of the University of Manitoba. Homestay
Off-campus accommodation
A wide range of off-campus
accommodation including private rentals
and shared accommodation is available
to ICM students. The best places to start
looking for off-campus accommodation
are classified advertisements in
Winnipeg newspapers including the
ICM provides good opportunities for international students, such as
myself, to study while taking introductory level courses. Moreover, ICM
provides exceptional help when I run into difficulties with my studies. The
teachers are very patient when trying to explain problems to students.
They also take the time out to know their students as it promotes
better studying environments. Studying in Winnipeg has allowed me to
experience different views of other cultures. Furthermore, the University
of Manitoba Fort Garry campus is a great location for exploring the
city. For these reasons I recommend other Turkish students study at the
UM, through ICM, as it is comfortable to study away from home.
Navitas bursary and scholarships
Navitas bursary
Navitas offers financial support in the
form of family bursaries. A bursary
applies where two or more students
from the same family study with
a Navitas member institution.
The first family member can be studying
with a Navitas member institution at
the same time as other family members
or may have previously studied with
any Navitas member institution. For
the purpose of this bursary, a family
member is defined as a husband,
wife, brother, sister, mother, father,
son, daughter or stepchildren.
The bursary is granted to the second and
subsequent family members who study
with a Navitas member institution. The
bursary is equivalent to 10% of the tuition
fee for one program only (ie. High School,
Certificate IV, Foundation, Diploma,
Bachelor degree or Master degree with
a Navitas member institution) and is
credited to the eligible student’s tuition
fee account each semester (the amount
being relevant to the number of units
undertaken in that semester). The bursary
does not apply to additional units or
repeat units that may also be undertaken.
Please note:
1. The Navitas bursary is not applicable to English
language programs or any component of an
English language program offered by Navitas
member institutions. Please contact the relevant
Navitas member institution for more information.
2. The Navitas bursary applies to students
studying at ACN, CIC, Curtin Sydney, Curtin
Singapore, CRIC, Eynesbury, FIC, HIBT, ICM,
ICWS, LIBT, Macquarie City Campus, MIBT,
MIBT Indonesia, PIBT, QIBT, SAIBT
and SIBT only.
Navitas academic
merit scholarships
Navitas is committed to helping students
achieve their career goals by offering
scholarships to outstanding students.
The scholarship applies to 50% of the
tuition fee for a Navitas Diploma^
program at a Navitas college or one
academic semester of undergraduate
studies at ACN, Curtin Sydney, Curtin
Singapore or Macquarie City Campus.
To be considered for the Navitas academic
merit scholarship, students must:
1. Have achieved a minimum average
of 70% in their high school final year
grades. Students who have completed
further studies, must have achieved
a minimum average of 70% in the
last 12 months of their most recent
studies to be eligible. Non-academic
subjects including physical education,
religion and languages are not
included in the assessment; and
2. Have achieved a minimum
English language proficiency of
IELTS 5.5 or equivalent; and
3. Have a Letter of Offer from a Navitas
college or Navitas operated university
campus (must hold an unconditional
offer by the application deadline); and
4. Be a new applicant (i.e. students who
are currently studying with a Navitas
member institution are not eligible).
Please note. Additional factors such as educational
disadvantage, membership of a specific equity group
and/or significantly adverse personal circumstances
may be taken into account where the committee must
differentiate between equally qualified applicants.
Students who are eligible to apply for a Navitas
academic merit scholarship will be sent the scholarship
application form with their Letter of Offer.
^ Diploma program may also be known or registered
as Diploma Stage II, 1st Year Degree Programme or
member institutions.

Study Permit/TRV information
Prospective international students intending to study in Canada must obtain a Study Permit from a Canadian
Diplomatic Mission in their home country before beginning their journey to Canada. Depending on your
citizenship or where you live, you may need a Temporary Resident Visa (TRV) as well as a study permit.
ICM has local representatives in most
countries. These representatives are
able to offer you support and assistance
when applying to study in Canada. For
further information on representatives
in your area contact the Admissions
Department - admissions@icmanitoba.ca
The main requirements for a
Study Permit application are:
• a Letter of Offer from ICM
• receipt of payment
• a Letter of Acceptance from ICM
• a medical check-up as
required by regulation
• proof of financial support as
required by regulation.
1. Check the application processing
times. This will give you an
idea of how long it will take to
process your application.
2. Obtain and print the
application package.
The package includes the application
guide and all the forms you need
to fill out. www.cic.gc.ca/english/
information/applications/student.asp
If you are from one of the designated
countries, a visa officer will process
your application for a temporary
resident visa at the same time. You
do not need a separate application.
3. Determine where you will submit
your application. You must submit
your application to the visa office
that is responsible for the country
or region where you live.
4. Collect the documents you need
to apply. You can find a list of the
documents you will need to apply
for a study permit in the Related
Links. You can find information on
fees and other local requirements
on the website of the visa office
serving your country or region.
5. Complete your application for
a study permit. Fill in the forms
carefully and completely.
• Type or print clearly, using black ink.
• Add appropriate characters for
languages that do not use the Latin
alphabet, such as Chinese, Arabic,
Cyrillic, Japanese, Hebrew, etc.
• Answer all questions carefully,
completely and truthfully.
Incomplete application packages
will not be processed, but
will be returned to you.
6. Pay the correct processing fee.
There is a fee to apply for a study
permit. In many countries, the
processing fee can be paid in the
local currency. You should check
the website of the Canadian visa
office serving the country or
region where you live for additional
information on fees, including how
to pay them. The processing fee
will not be refunded, even if your
application is not accepted.
7. Check your application. Make sure
your application is complete and that
you include the necessary documents.
Use the document checklist that is
included in the application kit. Consult
the website of the Canadian visa
office serving the country or region
where you live to determine if you
need to fill out any additional forms or
provide any additional documents.
8. Submit the application form. Sign
and date the application form, and
be sure you include the receipt
for the processing fee. Submit the
application form to the Canadian
visa office that serves the country
or region where you live.
9. Supply additional information
or documents.
After the visa office receives your
application, it might request more
information or documents. These
may include the following:
• Medical information
In most cases, you will need a
medical examination. A visa officer
will send you instructions if you
need a medical examination.
This may add more than three
months to the processing
time of your application.
• Security information
If you want to study in Canada,
you and any family members who
come to Canada with you, and who
are 18 years of age and over, may
have to provide police certificates.
More information can be obtained
from: www.cic.gc.ca
Policies and procedures
To comply with legislative requirements, ICM has a number of policies and procedures in place.
Privacy Act
ICM is bound by the Privacy Act which
regulates the way private sector
organizations can collect, use and
disclose personal information.
Code of Conduct
ICM plays an important role in the lives
of students. All students studying at ICM
have the right to be treated with respect
and courtesy by ICM staff and fellow
students in an environment free from
harassment and conducive to learning.
ICM expects you to abide by the Code
of Conduct by accepting responsibility
for your behavior and conducting
yourself in a professional manner at all
times, treating fellow students and staff
with respect, honesty and courtesy.
Grievance procedures,
appeals or complaints
ICM has policies and procedures
for dealing with student complaints,
grievances and appeals in a constructive
and timely manner. Independent
dispute resolution is available if
you feel that a grievance has not
been resolved satisfactorily.
Access and equity
ICM is committed to equal opportunity
for all students to ensure that no
student who has met the specified
academic and English language entry
requirements is denied access to a
program and that no student, once
enroled in a course, is disadvantaged.
All ICM staff, both academic and
administrative, are responsible for
ensuring that any students with
disabilities are treated with dignity and
courtesy, and given every opportunity to
reach their full educational potential.
Disability support
ICM is committed to providing equal
opportunities for students with
disabilities and promotes strategies to
develop a flexible teaching and learning
environment which is able to meet the
needs of a diverse range of students.
To facilitate the assessment of support
services which may be required for the
academic program to which you seek
entry, ICM encourages you to provide
information regarding the nature of
your disability and any special needs
you may have during ICM’s marketing,
admission and enrolment procedures.
ICM is always available to assist you
to ensure that you are able to succeed
in your chosen program of study.
It is important that you advise the
Academic Advisor of your disability as
early as possible so that arrangements
can be made to ensure that you
enjoy your experience at ICM.
of Manitoba. However, when students
do transfer to the University of
Manitoba, they can apply for additional
Conditions of enrolment
Fees
1. All fees, charges and accounts will be payable in advance as
determined by ICM. Students will not be permitted to commence
or continue their program at the beginning of any semester until all
outstanding fees, charges and accounts are paid.
2. Fees are correct at the time of printing. ICM reserves the right to
adjust its fees at any time.
3. Where a student studies less than or more than a full semester load
of four (4) courses in the UTP Stage I or five (5) courses in the UTP
Stage II, the student will pay the current per course fee for each
course undertaken.
4. Should it be necessary for the student to repeat a course, the full
amount is payable.
5. Any overpayment of fees will remain credited towards a student’s
account and applied against charges in a subsequent semester unless
the student has completed, cancelled or withdrawn from their program.
6. No refunds are given for tuition fees unless the student has
completed, cancelled or withdrawn from their program.
Study Permit conditions
1. International students are not permitted to undertake part-time
studies while at ICM.
2. Study permits are usually issued for the period of the program.
Students wishing to extend their study permit should first consult
ICM for assistance.
3. ICM will provide mandatory twelve (12) months of medical coverage
upon arrival in Canada. At the end of the twelve (12) months,
students will have the option to extend the initial coverage.
Other conditions
1. The student is expected to attend all classes, undertake all tests
and examinations during a program, and abide by all rules and
regulations of ICM that are in force at any time.
2. The contract between the applicant and ICM is governed by the laws
of Canada and the Province of Manitoba.
3. ICM may, by written notice, vary the conditions of enrolment as
may be necessary to comply with any law, regulation or amendment
thereof, of Canada or the Province of Manitoba.
4. In the event of circumstances requiring urgent medical care and
where it is not possible to contact the parent/guardian, ICM is
authorized as a matter of urgency to seek and provide appropriate
medical care. Students are responsible for any additional costs.
5. International students must meet the minimum English language
requirements for entry to the program. English proficiency will be
tested and if the test reveals insufficient English language skills, the
student will be required to include a bridging English course in the
first semester of study, or to enrol in an intensive English language
program prior to the commencement of studies.
Deferral
If a student wishes to defer their admission until a later semester, ICM
will hold the fees paid until commencement without levying a penalty. If
the student subsequently withdraws, the Fee Refund Policy will apply as
at the date ICM was advised in writing of their withdrawal. ICM reserves
the right to apply the Fee Refund Policy to the date of the initial deferral.
There is a C$200 deferral charge.
Leave of absence
If a student wishes to take a leave of absence from their program after
enrolment and within the first four (4) weeks of program commencement,
ICM will transfer any fees paid to the next semester. If the student
subsequently withdraws, the Fee Refund Policy applies from the date ICM
was advised of the leave of absence. If the student applies for a leave of
absence from the fifth week of the semester, their place will be held but
all tuition fees applicable to that semester will be forfeited by the student.
Leave of absence will only be approved for illness or compassionate
reasons for a maximum of one semester.
Fee Refund Policy
1. For the purposes of this Fee Refund Policy, semester fees are
defined as one full-time semester of study in any program at ICM.
2. If an applicant accepts a place offered by ICM and pays the fees, a
binding contract is created between the student and ICM.
3. Notification of cancellation or withdrawal from course(s), or withdrawal
or deferral from a program of study must be made in writing to ICM.
4. Students who dispute ICM’s decision regarding a refund have access
to an independent grievance resolution process. This does not
circumscribe the student’s right to pursue other legal remedies or
take further action under Canada’s consumer protection laws.
5. In case of cancellation or withdrawal, the cancellation fee (and
administration charge if relevant) will be calculated as shown in
the table below.
6. In case of deferral, the fees will be retained by ICM until
commencement of studies. If the student subsequently withdraws,
the Fee Refund Policy will apply as at the date ICM was advised in
writing of their withdrawal. ICM reserves the right to apply the Fee
Refund Policy to the date of the initial deferral.
7. Where a Study Permit renewal is rejected due to a breach in Study
Permit conditions, a student must withdraw from ICM and the
cancellation fee will be calculated as shown in the table below.
8. Students whose enrolment is terminated by ICM will not be entitled to
any refund of fees. Any fee refund is wholly at the discretion of ICM.
9. ICM reserves the right to withdraw a program or course(s) at its
discretion. If a student is unable to enrol in a similar program or
course(s) at ICM and the enrolment is cancelled, all fees will be
refunded with the exception of a C$235 administration fee.
10.All refunds under this Fee Refund Policy will be paid within four (4)
weeks of receiving a written claim from the student.
11.Refunds are to be paid to the person who enters into the contract
with ICM, unless the person gives a written directive to ICM to pay
the refund to another person.
Notification period Cancellation fee
Study Permit refusal (Proof of
refusal necessary, for example,
