Special Election<br />

Shall the Charter of the City of St. Clair Shores be amended to authorize, for a period of three years, beginning<br />

July 1, 2014, the levy and collection of a new millage up to 2.0 mills per 1,000.00 of taxable valuation (2.0) of<br />

state taxable value which is estimated to produce $2,647,305.00 of collections in the first year to be exclusively<br />

used for the Police and Fire Department operations and guarantee that the City of St. Clair Shores employ no<br />

fewer than 90 personnel in the Police Department and no fewer than 50 personnel in the Fire Department?<br />

I, Mary Kotowski, City Clerk of the City of St. Clair Shores do hereby certify that the foregoing are the listing of City<br />

Council Candidates who have filed nominating petitions to appear on the August 6, 2013 City Primary Election<br />

Ballots which are on file in my office in compliance with MCLA 168.552 and the City Council proposed Charter<br />

Amendment Language for the Police and Fire Millage Special Election to be held at the same time. .<br />

Temporary Precinct Consolidation Resolution<br />

WHEREAS, Section 168.659 of the Michigan Election Law, Act 116 of 1954, states that, “If a<br />

county, city, ward, township, village or school district is divided into 2 or more election precincts,<br />

the county, city, ward, township, or village election commissioners may, by resolution,<br />

consolidate the election precincts for a particular election that is not a general November<br />

election, primary election immediately before a general November election, or other statewide or<br />

federal election”; and<br />

WHEREAS, by consolidating these 12 precincts down to 6 combined precincts voters will still be<br />

voting at their same voting location for the August 6, and November 5, 2013 City <strong>Elections</strong> as<br />

follows:<br />

Open file in Excel and delete unnecessary columns, leave last, first & middle name,<br />

DOB, street # and street name (columns A – F)<br />

In Column G, enter formula<br />

Worker Training Classes<br />

ONE WEEK BEFORE FIRST TRAINING CLASS:<br />

• Update Chair / Co-Chair, Field Rep. and Staff Election<br />

Manuals if needed.<br />

• Insert a list of inspectors for each precinct in the Chair and<br />

Co-Chair manuals, and lists for all precincts covered by each<br />

Field Rep. in their manuals.<br />

• Make copies of sample ballots for handouts, and copy other<br />

handouts as needed.<br />

• Label copies of precinct worker lists with large precinct<br />

number for posting on back wall of Council Chambers.<br />

• Prepare sign-in sheets for each class.<br />

• Prepare a cell phone contact list for verification by Chairs /<br />

Co-Chairs.<br />

• Prepare a list of workers for whom photos are needed for<br />

the election worker binders; make sure camera is available.<br />

• Set up ballot bag for Clerk with ballots to run through M100,<br />

test ballots for AutoMARK & directions, supply form and keys<br />

(just like a regular ballot bag for precinct). “Seal” bag with a<br />

blue pull-tite seal with ballot bag certificate attached.<br />

• Check Clerk supply box for all necessary materials (see<br />

supply kit list). Make sure it includes any new forms or<br />

supplies, pad of applications to vote, poll list, etc.<br />

• Make sure you can log in to computer in Council Chambers<br />

for power point presentation; check operation of overhead<br />

Test Team Duties<br />

Test Team Jobs to do:<br />

Voting Test Ballot:<br />

1. Stamp “test” and write ballot number on every ballot you use.<br />

2. Vote some with blue pen, black pen, rolling ball pens and pencil.<br />

3. Complete AV test decks FIRST!!<br />

4. Complete the entire first precinct and then run it through the M100 to insure the<br />

accuracy of the test’s logic. If you do not balance, verify ballots against test<br />

forms. If you still don’t balance, find Clerk.<br />

Preliminary Testing:<br />

1. Load memory card to that precinct’s M100 and run the test ballots through.<br />

2. Log on Preliminary test log date, time and your name.<br />

3. Verify results, sign tape and staple to Results test ballot back side.<br />

4. Note on error in ballot testing log the precinct, machine, error message and<br />

number of times it occurs.<br />

5. Leave results on Memory card so we can use for ERM accumulation.<br />

6. Test AV card the same way.<br />

After preliminary Testing & Before Public Accuracy Test:<br />

1. Clear out every memory card (this is all precinct cards and back up cards).<br />

2. Place all Pct cards into one Grey Transfer case and seal with tag.<br />

3. Place all AV cards into a different Grey Transfer case and seal with tag.<br />

4. All test ballots seal into one Grey Ballot box with results tape attached to one<br />

ballot with the results written on it and the Test sheets prepared by Clerk. Seal<br />

with tag and preliminary test sheets.<br />

You will need all the Precinct and AV Poll Books, the Memory Cards and seals:<br />

1. Make sure all memory cards used at the public accuracy test are zeroed out.<br />

2. You will seal the Memory Card into every M100.<br />

3. In the Poll book front inside cover you will complete the Optical Scan Clerk’s<br />

Preparation Certificate.<br />

4. Paper roll - make sure that the paper roll is a full roll for at State election and at<br />

least a half roll for a City election.<br />
