PREFACE<br />

Universiti Kuala Lumpur (UniKL) Rules and Regulations Handbook (7th edition)-<br />

the UniKL Rules and Regulations (URR) Handbook for Diploma and Bachelor’s<br />

(Honours) Degree programmes.<br />

The UniKL Rules and Regulations Handbook (URR) (7th edition) provides the<br />

framework for the conduct of academic activities and the code of conduct of<br />

students of UniKL.<br />

The URR was endorsed for adoption in the UniKL Senate Meeting No. 30 (3/2010<br />

meeting on 20 May 2010.<br />

The UniKL Rules and Regulations are implemented on the Diploma and Bachelor’s<br />

(Honours) Degree Programme students starting with the July 2010 academic<br />

session.<br />

STUDENT’S RESPONSIBILITY<br />

Students of Universiti Kuala Lumpur (UniKL) are bound to abide by all sections of<br />

the Academic Rules and Regulations and to observe the procedures that govern<br />

their relations with the University.<br />

STUDENT’S RESPONSIBILITY<br />

Each student of UniKL is required to:<br />

1. Understand, appreciate, and comply with all regulations stipulated in this<br />

University Rules and Regulations (URR) handbook.<br />

2. Be responsible and proactive in obtaining guidance and advice from the<br />

lecturers, Student Academic Advisors, Coordinators, Section Heads,<br />

administrative staff and the Administration of Institutes for any form of<br />

predicaments.<br />

3. Take appropriate actions pertaining to the stipulated regulations stated in<br />

this University Rules and Regulations (URR) handbook which are (and not<br />

limited to):<br />

a) to fulfill all the academic requirements stipulated in the curriculum of the<br />

Academic Programme enrolled at the UniKL;<br />

b) to attend lectures/practical training/industrial training/practicum/clinical<br />

training specified by the University.<br />

c) to complete the registration exercises in the course enrolled within the<br />

specified time;<br />

d) to pay the stipulated amount of the University’s fees within the stipulated<br />

time.<br />

4. Be responsible to fulfill all requirements of his diploma or bachelor’s degree<br />

programme and of his own progress towards the completion of those<br />

requirements.<br />

5. Avoid reproducing or imitating closely the work and/or opinion of others<br />

obtained through prints or electronic materials without acknowledging or<br />

disclosing their source(s).

GLOSSARY<br />

The ‘Universiti Kuala Lumpur (UniKL)’ was incorporated and established in 2002<br />

as a private institution of higher learning under the Private Higher Education Act<br />

1995 (Act 555).<br />

The ‘University’ is the Universiti Kuala Lumpur.<br />

The ‘Constitution’ refers to the Constitution of Universiti Kuala Lumpur.<br />

The ‘Senate’ refers to the Senate of Universiti Kuala Lumpur which is the highest<br />

authority on academic matters at the University constituted under Article 23 of the<br />

UniKL Constitution.<br />

The ‘President’ is the Chief Executive Officer or whomsoever who holds the office<br />

of the Chief Executive as per Article 10 of the UniKL Constitution. He is the highest<br />

executive appointed by the Board of Directors of UniKL to manage and administer<br />

the operations of UniKL<br />

The ‘Institute’ is the learning centre where the academic programmes of the<br />

Universiti are delivered.<br />

The ‘Dean’ is appointed by the Universiti as the head of academic at the institute.<br />

GLOSSARY<br />

An ‘Academic Programme’ is the programme of study specified by UniKL for the<br />

conferment of a diploma or a bachelor’s degree.<br />

An ‘Academic Staff’ is a teaching professional appointed by University. These<br />

include professors, associate professors, senior lecturers, lecturers, assistant<br />

lecturers, specialists, instructors and any person who is hired to teach at the<br />

Universiti.<br />

‘Credit Hours’ is a quantitative measure reflecting the volume and the learning load<br />

to attain the required learning outcome.<br />

‘Credit’ is the measure of students’ academic load in order to attain a set of learning<br />

outcomes. An academic load is a quantitative measure of all students learning<br />

time (SLT) which are guided and independent learning activities. The 40 hours of<br />

notional learning time is valued as 1 (one) credit.1<br />

The academic loading based on credit is applicable to the July semester 2010 intake of UniKL MIIT<br />

and will be applicable to all new intakes beginning January semester 2011 onwards.<br />

The ‘University Academic Committee’ is the committee elected by the Senate to<br />

manage issues pertaining to academic matters.<br />

The ‘University Examination Board Committee’ is the committee elected by the<br />

Senate to approve results and grades of the Universiti’s assessments.

The ‘Institute Examination Board’ refers to the committee formed by the Institute<br />

to handle all matters pertaining to examinations.<br />

A ‘Subject’ is a component of the programme structure which bears a unique code.<br />

A ‘course’ also refers to a subject.<br />

A student’s academic performance is evaluated in the form of coursework throughout<br />

a semester and a final examination at the end of the semester. However, in some<br />

subjects, the assessment, are based on coursework.<br />

‘Coursework’ refers to assignments that are assessed and evaluated in which the<br />

results contribute to the final grade.<br />

‘Examinations’ refer to form of evaluation based on a list of questions administered<br />

to students assess their academic achievement.<br />

GLOSSARY<br />

‘Students’ refer to those who are registered with the University for a particular<br />

academic programme.<br />

‘New students’ are students who are registered with the Universiti for the first time<br />

in a particular programme.<br />

‘Returning Students’ are students who are allowed to proceed to the next semester<br />

of their studies.<br />

He/Him/His<br />

The usage of these terms applies to male and female students/staff.<br />

One ‘Academic Year’ consists of two semesters of 17 academic weeks (14 weeks<br />

of classes, 2 weeks of examinations and 1 week of revision) and a semester of<br />

8 weeks (7 weeks of classes and 1 week for exams). However, certain academic<br />

programmes may follow different forms of the academic year.<br />

A ‘Semester’ is a study session allocated by the Universiti’s Senate for lectures,<br />

assessments and similar instructional activities.<br />

‘Semester Registration’ is the process to confirm the status of the student for the<br />

semester.<br />

‘GPA’ (Grade Point Average) is the average of grade points received in a particular<br />

semester.<br />

‘CGPA’ (Cumulative Grade Point Average) is the accumulated average of grade<br />

points received in all semesters attended.<br />

The ‘Academic Affairs’ manages the academic administration of students’<br />

admissions, records and examinations

ACADEMIC <strong>RULES</strong> <strong>AND</strong> REGULATION<br />

1.0 THE ACADEMIC YEAR<br />

1.1 The University’s Academic Year is divided into two semesters that are the<br />

January Semester and the July Semester and a short semester in May.<br />

1.2 The academic year is divided as illustrated in Table 1:<br />

2.0 STUDENT STATUS<br />

2.1 Student status is based on the following conditions:<br />

2.1.1 registered as a student with the University for the academic<br />

programme on the stipulated registration duration;<br />

2.1.2 registered for subjects stipulated in the study plan for the said<br />

semester within the specified duration; and<br />

2.1.3 paid for his tuition fees.<br />

3.0 SEMESTER REGISTRATION<br />

3.1 All students must register their academic semester online within the<br />

time indicated by the University but all related payments must be paid<br />

prior to registration.<br />

3.2 Registration Period<br />

3.2.1 Registrations are opened until the Friday of the first week of<br />

the new academic semester.<br />

3.3 Late Registration<br />

3.3.1 Late registrations are opened until the Friday of the second<br />

week of the new academic semester and will be subjected to a<br />

fine of RM50.<br />

3.4 If a student fails to register his academic semester within the specified<br />

period without any valid reasons given, his student status will be deferred<br />

or he will dismissed from the University.<br />

3.4.1 The deferred semester will be included in the duration of his<br />

study.<br />

3.5 Deferment and termination of study is provided for in item 20.9.<br />

4.0 SUBJECT REGISTRATION<br />

4.1 All students must register their subjects online before the academic<br />

semester begins. Students will not be allowed to attempt examinations<br />

forun registered subjects.<br />

4.1.1 A student’s semester registration will be revoked and<br />

his ‘student’ status will be deferred or terminated if he fails to<br />

register his subjects within the specified period, unless he<br />

provides valid reasons acceptable by the Dean.

4.2 Adding Subjects.<br />

Students may add subjects before the end of week 1 of an academic<br />

semester but the approval to do so is subject to the availability of places<br />

in the classes concerned.<br />

4.3 Dropping Subjects.<br />

4.3.1 Subjects may be dropped before the end of week 4 of an<br />

academic semester.<br />

4.3.2 Students must apply to drop their subjects; not attending<br />

lectures or tutorials or failure to submit coursework will not be<br />

considered as the subjects being dropped.<br />

4.4 Withdrawing Subjects (W).<br />

4.4.1 Applications to withdraw registered subjects must be made<br />

from week 5 to week 9 of an academic semester. Withdrawals<br />

are not allowed after week 9.<br />

4.4.2 Subjects withdrawn within the specified period will be<br />

recorded in the results slip as ‘W’, and this grade will not be<br />

calculated in the GPA for the respective semester.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

4.5 Repeat Subject for Grade Improvement.<br />

4.5.1 Students who received grade C- and D for a subject will be<br />

given ONE chance to improve those grades. For the purpose<br />

of CGPA calculation, the better grade will be counted.<br />

However, the new grade received will be taken in the GPA<br />

calculation for the current semester.<br />

4.6 Verification of Subject Registration<br />

4.6.1 Students are responsible to verify the correctness of<br />

their subject registration records by week 4 and to print a copy<br />

of their online subjects’ registration.<br />

4.6.2 After week 4, any corrections of subject registration record<br />

can only be done for:<br />

a) subjects registered with the wrong subject codes; or<br />

b) change of grouping<br />

4.6.3 Corrections in 4.6.2 must be done with the approval of the Dean<br />

based on the support by the lecturer concerned and students<br />

will be penalized RM50 for each request.

4.6.4 The Academic Affairs must be informed of any corrections.<br />

4.6.5 After week 9, no correction to the subject registration record is<br />

allowed.<br />

5.0 CHANGE OF ACADEMIC PROGRAMME<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

5.1 Students can only change their academic programme once and are<br />

only allowed to do so before the third admissions semester of their<br />

study in the current academic programme.<br />

5.2 The approval to change from one academic programme to another<br />

must be obtained from the Dean(s) of Institute(s) before the new<br />

semester begins.<br />

5.3 The student who applies for a change of his academic programme must<br />

be in good academic standing or pass.<br />

5.4 Students will be registered as a first semester student of the new<br />

academic programme or will join an advanced semester depending on<br />

the amount of credits allowed to be transferred for the same or equivalent<br />

subjects taken at the previous academic programme.<br />

5.5 Details of all subjects attempted (credits, grades, GPA and CGPA)<br />

in the former academic programme will be transferred to the new<br />

academic programme upon the approval of the change of academic<br />

programme by the Deans of Institutes.<br />

5.6 The receiving institute shall decide which subject which may be<br />

used to satisfy the relevant graduation requirements. Upon graduation,<br />

the student may have earned more credits than that required for<br />

graduation.<br />

5.7 The student will follow the same programme structure that is being<br />

followed by the cohort that he joined in the new academic programme.<br />

5.8 The maximum study duration is based on the new academic programme.<br />

6.0 TYPES OF SUBJECTS<br />

6.1 MQA Compulsory.<br />

6.1.1 Students are required to take these subjects as a condition<br />

to graduate. MQA Compulsory subjects are Bahasa<br />

Kebangsaan A (only for students who did not obtain credit<br />

in the subject at SPM level), Pengajian Malaysia and<br />

Pendidikan Islam / Moral.

<br />

6.1.2 International students are exempted from taking the Mata<br />

Pelajaran Wajib (MPW) MQA. However, they are required to<br />

take up other subjects to attain the minimum credit required for<br />

graduation.<br />

6.2 University Compulsory Subjects.<br />

6.2.1 These subjects are deemed compulsory by the University. All<br />

students are required to pass these subjects before they can<br />

be considered for graduation.<br />

6.3 Major Foundation.<br />

6.3.1 Major foundation subjects are designed to provide students<br />

with the basic knowledge in their areas of study and to<br />

enhance their understanding of the subjects which they will<br />

pursue in their academic programmes.<br />

6.4 Major Core<br />

6.5 Elective.<br />

6.4.1 Major subjects provide students with knowledge pertaining<br />

to their area of specialization. The knowledge will provide<br />

students with clearer understanding of their field of study.<br />

6.5.1 Elective subjects are related to the core subjects. The elective<br />

subjects enhance students’ understanding of their programme<br />

of study.<br />

7.0 CREDIT EVALUATION SCHEME<br />

7.1 The credit evaluation scheme below (from 7.2 to 7.4) is applicable to all<br />

UniKL students except the July semester 2010 intakes of UniKL City<br />

Campus MIIT.<br />

7.2 Credit Hours<br />

Each subject will carry a specific credit value.

7.3 Credit Evaluation<br />

With the exception of specific cases, the credit value for each subject is<br />

as outlined in Table 2.<br />

7.4 Credit Load per Semester<br />

Students are advised to register not more than 18 credit hours per<br />

semester. Students are only allowed to register more than 18 credit<br />

hours in specific situations where a written approval is obtained from<br />

the Dean responsible. The approval must then be produced during<br />

registration.<br />

7.5 Credit Scheme<br />

The credit scheme below (from 7.6 to 7.8) is applicable to the July<br />

semester 2010 intake of UniKL MIIT and will be applicable to all new<br />

intakes beginning January semester 2011 onwards.<br />

7.6 Credit.<br />

Each subject will carry a specific credit value.<br />

7.7 Credit Evaluation<br />

One (1) credit is equivalent to forty (40) notional hours of student’s<br />

learning time per subject. Student learning time is calculated based on<br />

all learning activities, face to face and non-face to face/independent<br />

student learning time. Examples of learning activities are shown in the list<br />

below:<br />

i) Face to face interaction/Guided Learning with lecturers/instructors for<br />

example:<br />

- tests / quizzes<br />

- examinations<br />

- seminars / invited speakers<br />

- tutorials<br />

- laboratory work<br />

- field work

- studio work / clinical work<br />

- project presentation<br />

- industrial placements<br />

Independent Student Learning Time, for example:<br />

- Preparing for lessons/ tutorials/ practical<br />

- Completing Assignments<br />

- Completing Project Work/ Final Year Project/ /Preparing for<br />

Presentation<br />

- Revising for Examination & Sitting for examination<br />

7.8 Credit Load per Semester<br />

Students are advised to register not more than 21 credits per semester.<br />

Students are only allowed to register more than 21 credits in specific<br />

situations where a written approval is obtained from the Dean responsible.<br />

The approval must then be produced during registration.<br />

7.9 Programme Credit Requirements.<br />

7.9.1 The number of minimum credits needed to complete a diploma<br />

or a bachelor’s degree depends on the requirement of each<br />

programme.<br />

7.10 The Maximum Period of Study<br />

7.10.1 The maximum period of study for students including<br />

those who have obtained credit exemptions /credit replacement<br />

is six (6) years for diploma and eight (8) years for<br />

bachelor’s degree programmes.<br />

8.0 CREDIT EXEMPTIONS<br />

8.1 A student may apply for credit exemptions for subjects already taken<br />

at another academic programme prior to his admission into UniKL, under<br />

the following conditions:<br />

a) subjects taken and passed in the previous academic<br />

programme of the same level without him completing or<br />

graduating from that programme; or<br />

b) subjects taken in a previous academic programme of a lower<br />

level provided he has completed and graduated in that<br />

previous programme.<br />

8.2 The value and grade of a subject eligible for credit exemption will not<br />

be calculated into the student’s GPA and CGPA in the new academic<br />

programme.

8.3 For a combination of subjects from the previous academic programme<br />

to be considered for credit exemptions to one (1) University subject,<br />

the student must have obtained a minimum of grade C in each of the<br />

subjects being combined.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

8.4 Credit exemptions will not be allowed for subjects taken at Foundation/<br />

Matriculation/STPM/A-level for bachelor‘s degree programmes, except<br />

for MQA compulsory subjects which have the same subject codes.<br />

9.0 CREDIT REPLACEMENTS<br />

9.1 Students may receive ‘Credit Replacements’ for certain subject(s)<br />

based on the results attained for a subject taken at another institution<br />

while still studying at the University. These subjects will be included in the<br />

GPA and CGPA calculations.<br />

9.2 Applications for Credit Replacement.<br />

9.2.1 Students wishing to undergo temporary studies in a different<br />

institution recognized by the University must obtain a prior<br />

written approval from the respective Deans.<br />

9.2.2 Applications for credit replacements must be done within the first<br />

semester after returning to the University.<br />

10.0 CREDIT TRANSFER<br />

10.1 Students may apply for credit transfer for all subjects attempted in<br />

earlier programmes which may have equivalency to the subjects offered<br />

in the new programmes.<br />

10.1.1 The credits, grades, GPA and CGPA will be transferred to<br />

the new programme. These subjects will be included in the<br />

CGPA calculations for graduation purposes. Credit transfer is<br />

common for a student who has successfully changed his<br />

academic programme.<br />

11.0 APPLICATION PROCEDURES FOR CREDIT EXEMPTIONS <strong>AND</strong><br />

CREDIT TRANSFER.<br />

11.1 All applications must be accompanied by the certified copies of the<br />

original transcript of examination results and syllabus or outline of the<br />

subjects at the relevant institutions.<br />

11.2 Applications must be made within the first semester at the University for<br />

new students or for a new programme.

12.0 THE PRINCIPLES OF TRANSFERRING <strong>AND</strong> EXEMPTING CREDITS.<br />

The credit of a subject may be transferred or exempted if:<br />

12.1 the subject(s) are of the same credit value or equivalent or more to<br />

the subject(s) in the new programme;<br />

12.2 the subjects must be equivalent/similar to 75% in content based on<br />

subject to subject comparison,<br />

12.3 the subject must affirm the achievement of similar learning outcomes<br />

12.6 The maximum amount of credit exempted is 30% of the total credit hours<br />

13.4 Passing Grade<br />

13.4.1 The general passing grade in all subjects is D and above,<br />

except for Industrial Training and Co-curriculum. However, in<br />

some UniKL programmes, the passing grade for each subject<br />

may depend on the requirements of the institute with<br />

approval from the Senate.<br />

13.4.2 The passing grade for all MQA Compulsory subjects is Grade<br />

C.<br />

13.5 Grade Points.<br />

13.5.1 The points are counted by taking the total credit for a<br />

particular subject and multiplying it with the grade received<br />

for a particular subject. For example a student who receives<br />

an A in Calculus which carries 3 credit hours/credit receives 12<br />

grade points for the subject (3 credit hours/credit x 4.00 point<br />

value for an A).<br />

13.5.2 The semester grade point is the total grade points from all<br />

subjects taken in one semester.<br />

13.6 Calculating the GPA and CGPA.<br />

13.6.1 The Grade Point Average (GPA) is defined as the total grade<br />

point received by a student in a semester divided by the number<br />

of credit hours/credit counted in that semester.<br />

13.7 Repeating Subjects.<br />

13.7.1 Students who failed a subject are required to repeat the failed<br />

subject during their study. For the purpose of calculating the<br />

CGPA, the failed subject will be replaced with the best grade<br />

received.<br />

13.7.2 Status Other Than Grades. Other than the A, B, C, D, F above,<br />

the following status are also used:<br />

13.7.2.1 I = Incomplete - this status is awarded to students who<br />

fail to sit for an examination or fail to complete assignments<br />

such as projects and such, in the time given, due to illness<br />

and supported by verifications by a medical doctor<br />

or a specialist or for other reasons with the approval<br />

of the Dean. The student is required to sit for a special<br />

examination as replacement for the initialexamination or<br />

complete the required assignment. An appropriate time<br />

extension will be considered but the grade for the<br />

subject must be available to be endorsed in the next Senate<br />

meeting.<br />

13.7.2.2 IP = In Progress. This status is given to students at the end of<br />

the first semester of their Final Year Project. This<br />

status indicates the work progress of the students<br />

before a final grade is awarded in the later semester. This<br />

grade is applicable to all bachelor degree students who<br />

register for WPB49806 Final Year Project.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

13.7.2.3 IS = Incomplete due to an alleged commission of an Academic<br />

Offence pending results of enquiries.<br />

13.7.2.4 CE/CR = Credit Exemptions/Replacements. This status is<br />

given to students who have been granted credit exemption/<br />

replacement for certain subjects in accordance to relevant<br />

regulations. In such cases, students will be regarded as having<br />

received the credit hours for the relevant University subjects.<br />

13.7.2.5 S = Satisfactory and F = Failed. This status is given to<br />

subjects such as Industrial Training and Co-Curriculum.<br />

S will be given to students who have fulfilled the requirements<br />

of the subjects satisfactorily. The S status is not calculated<br />

in the GPA and CGPA. A studentwho obtains an ‘F’ status is<br />

required to repeat the subject to qualify for an ‘S’ status.

13.7.2.6 M = Merit. This status is given to students who obtained ><br />

80%in the Industrial Training assessment. The status M will<br />

be given to students who have fulfilled the requirements<br />

excellently. The ‘M’ status is not calculated in the GPA and<br />

CGPA.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

13.7.2.7 W = Subject Withdrawal. This status is given to students who<br />

withdrew a registered subject within the allocated time, as<br />

provided for in 4.4. The subject will not be calculated in the<br />

GPA.<br />

13.7.2.8 AU = Audit. This status will be given to students who have<br />

registered for a subject but do not take part in the<br />

assessments as provided in the programme structure or study<br />

plan.<br />

13.7.2.9 XB = Bar from Assessments. This status will be<br />

given to students who fail to attend more than 80% of<br />

the total contact time per subject. Students with this status<br />

are considered to have failed in the final examination and<br />

also in the overall assessment of the subject.<br />

13.7.2.10 XA = Absent during Final Examination. This status will be<br />

given to students who fail to attend the final examination<br />

without medical reason or approval from the Dean.<br />

13.7.2.11 XM = Examination Misconduct/Academic Misconduct. This<br />

status is given to students who are failed due to examination<br />

misconduct or who have committed academic misconduct in<br />

their coursework.<br />

13.7.2.12 Students with Grade XB, XA and XM will be given grade point<br />

of 0.00<br />

13.7.2.13 The XB, XA and XM will appear in their examination results<br />

slips but will not appear in their academic transcript.<br />

14.0. ATTENDANCE<br />

14.1 Students must attend all classes and other instructional activities<br />

conducted by the University.<br />

14.2. Students with less than 80% attendance from the total contact hours for<br />

every subject without reasons acceptable by the Dean, will be barred from<br />

taking part in any forms of assessments. For subjects without final<br />

examinations, the coursework will not be evaluated. Students will be given<br />

Grade XB.

14.2.1 Some programmes conducted at UniKL may follow different<br />

percentage of attendance requirement.<br />

15.0 ELIGIBILITY TO SIT FOR EXAMINATIONS<br />

15.1 Students shall not be allowed to attempt the examination for subjects<br />

which they have not registered for.<br />

15.2 Students shall only be allowed to sit for the final examinations for the<br />

subjects that they have registered if they can produce the official<br />

Examination Entry Slips.<br />

15.3 Students must pay for their tuition fees prior to sitting for their<br />

examination. Otherwise, students will be barred from taking the<br />

examinations.<br />

16.0 EVALUATION SCHEME<br />

16.1 Subject Evaluation<br />

16.1.1 Assessments for each subject will be carried out<br />

periodically and continuously based on work done within<br />

the academic weeks in a semester in the manner determined<br />

by the Institute or in accordance with University’s approval.<br />

16.2 Types of Assessment<br />

Students’ performance is assessed in the following manner:<br />

16.2.1 Coursework through tests, assignments / project and quizzes.<br />

Contribution from coursework should not be more than 60%<br />

except for subjects which are assessed entirely based on<br />

coursework.<br />

16.2.2 Final Examinations will be held at the end of each semester<br />

for each subject taken. Not less than 40% from the total<br />

marks are to be allocated for the final examinations.<br />

16.2.3 Final examinations must be held within the allocated time<br />

and in modes approved by the University.<br />

16.2.4 All students, with the exception of barred students, are<br />

required to sit for subjects with final examination which they<br />

have registered for.

16.2.5 Students who failed to sit for the final examinations,<br />

a) with reasons acceptable to the Dean, will be given an ‘I’<br />

(Incomplete) grade for the subject that semester and is required<br />

to sit for a special examination session to change that status.<br />

b) without reasons or with reasons but not acceptable to the<br />

Dean, will be given an ‘XA’ for the subject that semester and is<br />

required to repeat the subject.<br />

c) due to poor attendance record and are barred from<br />

examinations, will be awarded with grade ‘XB’ for the subject<br />

that semester and is required to repeat the subject.<br />

16.3 Announcements of the Provisional Examination Results.<br />

16.3.1 Provisional Results of ‘Pass’ or ‘Fail’ may be released to<br />

students after the University Examination Board meeting.<br />

However the results are subject to the Senate’s approval.<br />

16.3.2 Students who wish to appeal against their academic standing<br />

may do so based on the Provisional Results.<br />

16.4 Announcement of the Official Examination Results.<br />

16.4.1 The Official Examination Results will be announced after the<br />

endorsement by the Senate of the University.<br />

16.4.2 The Official Examination Results can only be released to<br />

students concerned if he does not have any outstanding<br />

University fees.<br />

16.4.3 The student’s results may be released to a third party agreed<br />

by the student in writing and if the student has no outstanding<br />

University fees.<br />

17.0 ACADEMIC ST<strong>AND</strong>ING<br />

17.1 Students’ academic performance and standing are evaluated using the<br />

Grade Point Average (GPA).<br />

17.2 The term “Good Standing” (GS) or “Pass” is given to students with<br />

GPA >2.00.<br />

17.3 “Probation” (PB) is for students with GPA< 2.00.<br />

17.4 Students with PB status will be placed under Academic Probation Period<br />

in the following semester.

17.5 The Academic Probation Period will end when the student achieves<br />

GPA> 2.00.<br />

17.6 Status of Probation (PB) is divided into three (3) categories<br />

17.6.1 PB1- First Probation.<br />

The student has acquired a GPA of less than 2.00 in a semester<br />

for the first time.<br />

17.6.2 PB2- Second Probation.<br />

The student has acquired a GPA of less than 2.00 in the<br />

consecutive semester after he has obtained a PB1 status.<br />

17.6.3 PB3 -Third Probation.<br />

The student has acquired a GPA of less than 2.00 but<br />

maintained a CGPA above 2.0 after PB2. No appeal is allowed<br />

after PB3 status if he still attains GPA

17.10 Breach of the Examination Rules and Regulations<br />

The subject attempted by the student who has been reported to have<br />

breached the examination rules and regulations will be given the status<br />

of ‘IS’ pending the results of enquiries. If the reported breach is proven<br />

and the student is penalised, the grade ‘XM’ will be awarded to that<br />

subject.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

18.0 DEAN’S LIST<br />

18.1 Students with GPA > 3.50 and have not obtained less than C for any<br />

subjects in the current semester. Students must have registered for a<br />

subject load of not less than 12 credit hours/ credits.<br />

18.2 The respective Institute will issue a Dean’s List certificate to the students<br />

receiving the awards.<br />

18.3 Students’ results slips will carry the Dean’s List award notation.<br />

19.0 GRADUATING<br />

19.1 Graduation Requirements<br />

19.1.1 Students are awarded the Diploma/Bachelor’s Degree when<br />

they fulfill the following criteria:<br />

a) Passed all the required subjects and complete the minimum<br />

credit to graduate for the academic programme;<br />

b) Obtained an overall CGPA ≥2.00 ; and<br />

c) Fulfilled all academic requirements to graduate.<br />

19.2 Verifying study completion status<br />

19.2.1 Students in their final semester are required to verify their<br />

study completion status for graduation purposes.<br />

20.0 DEFERMENT OF STUDY<br />

20.1 Students with illness certified by a medical doctor and /or<br />

specialist can apply for study deferment. The deferment can only<br />

be for two semesters and will not be included in the duration of his<br />

study.<br />

20.2 Students who represent the University at an event at national or<br />

international level may defer their studies. The deferment can be for<br />

a maximum of two semesters and will not be included in the duration of<br />

their studies.

20.3 Application for deferment is allowed for reasons other than medical ground.<br />

The application can be made:<br />

a) before the beginning of the semester;<br />

b) before week 4 of the semester; or<br />

c) between week 5 to week 9<br />

20.3.1 Students who deferred in (b) will have to pay their tuition<br />

fees accordingly and the record of their subject registrations<br />

will be nullified.<br />

20.3.2 Students who deferred in (c) will have to pay the full tuition<br />

fees; and his subject grades will be recorded as ‘W’.<br />

20.4 Any applications to defer must not be based on:<br />

a) student performance;<br />

b) lack of preparation for examinations;<br />

c) dissatisfaction with the mode or method of delivery of<br />

lessons.<br />

20.5 Notwithstanding 20.3, first semester students are not allowed to defer<br />

their studies except for medical reasons.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

20.6 No application to defer shall be entertained when the examination<br />

sessions have commenced.<br />

20.7 The deferred semester will be included in the duration of a student’s<br />

study. The maximum duration allowed for each deferment is one year<br />

or two consecutive semesters provided that the student can still<br />

complete his academic programme within the total duration of study<br />

allowed. (Refer to 7.10 for maximum period of study)<br />

20.8 Students instructed to defer his studies or have been suspended due to<br />

disciplinary action will have the deferred or suspended semester included<br />

in his duration of study.<br />

20.9 Deferment for unregistered students.<br />

Students who did not register their semester and/or subjects can be<br />

deferred for a maximum of two consecutive semesters. If they still fail to<br />

register in the following semester, they will be dismissed from the<br />

University.

20.10 Change of Status from Deferment to Active in Study.<br />

Students may apply to re-activate their registration status from ‘Defer’<br />

to‘Active-In Study’.<br />

ACADEMIC <strong>RULES</strong> & <strong>REGULATIONS</strong><br />

20.10.1 Any requests to activate the student registration status from<br />

‘Defer’ to ‘Active-In Study’ within the same semester, must<br />

be made to the Dean of the institute. This must be done by<br />

week 4.<br />

20.10.2 For cases involving mental health, any requests to activate<br />

the student’s status from ‘Defer’ to ‘Active-In Study’ must be<br />

made to the Dean of the institute and must be accompanied<br />

with the certificate of mental healthiness.<br />

21.0 RE-ADMISSION AFTER WITHDRAWAL OR TERMINATION OF<br />

STUDIES<br />

21.1 Only ONE re-admission is allowed for students:<br />

21.1.1 who withdrew from an academic programme; or<br />

21.1.2 who have been terminated by the University on academic<br />

reasons.<br />

21.2 Students whose studies have been terminated based on academic<br />

reasons can appeal to the Dean of the respective institute within two<br />

weeks after the official announcement of the provisional results.<br />

21.3 A further appeal to the Senate may be possible. Decision made by<br />

the Senate on appeals is final.<br />

21.4 A student who has withdrawn or was terminated from an academic<br />

programme may apply for re-admission after a semester.<br />

22.0 GENERAL ALLOCATIONS<br />

22.1 Any mode and administrative procedure codes can be made to the<br />

University rules under this provision. Such modes and administrative<br />

procedures must be obeyed. However the Senate reserves the right to<br />

make amendments to them from time to time as deemed necessary.<br />

22.2 Provision to this rule is applicable to students entering University Kuala<br />

Lumpur in the period this edition is enforced. However the University<br />

reserves the right to require that the application of the terms amended<br />

from time to time, for acceptable reasons.

22.3 President/Chief Executive can consider appeals on any regulations<br />

provided for herein and on his / her discretion allows for exemptions<br />

ACADEMIC OFFENCE<br />

1.0 COMMISSION OF AN ACADEMIC OFFENCE<br />

1.1 Academic offence is actions which would have the effect of unfairly<br />

promoting or enhancing one’s academic standing within the entire<br />

community at an Institute of Universiti Kuala Lumpur.<br />

1.2 There are two categories of academic offences.<br />

1.2.1 Academic Misconduct<br />

1.2.2 Examination Misconduct<br />

1.3 The Academic Misconducts are as listed below, the list is however, not<br />

exhaustive.<br />

1.3.1 Plagiarism:<br />

Plagiarism consists of, but is not limited to, copying portions<br />

of the writing of others with only minor changes in wording,<br />

with (a) inadequate footnotes, quotes, or other reference forms<br />

of citation or (b) only a list of references. Paraphrasing without<br />

appropriate citation is also plagiarism.<br />

With group work, where individual members submit parts of<br />

the total assignment, each member of a group must take<br />

responsibility for checking the legitimacy of the work submitted<br />

in his/her name. If even one part of work contains plagiarised<br />

materials, penalties will normally be imposed on all group<br />

members, equally.<br />

1.3.2 Collusion<br />

Collusion is when a student or students collaborate with<br />

another student or students as an individual or group with the<br />

intention of cheating to gain a mark or grade to which they are<br />

not entitled. Students who allow another to copy their work<br />

are also committing collusion and both copier and the provider<br />

of the work are liable to be penalised.<br />

1.3.3 Fraud and forgery<br />

The commission of fraud and forgery include but not limited<br />

to falsification of University academic records, including<br />

attendance records, regarding oneself or others, forging the<br />

signature of academic officers on any official University forms,<br />

altering or changing an examination results or like document<br />

so as to mislead other or causing false information to be<br />

presented at an academic proceeding.

1.3.4 Abuse of Resources<br />

Infringing upon the right of other students to fair and equal<br />

access to any University library materials and comparable or<br />

related academic resources. This may include, but not limited<br />

to, theft, mutilation, unreasonably delayed responses when<br />

materials are requested by the University Library Management<br />

or not returning materials upon deadline.<br />

Attempting deliberately to prevent other user’s access to their<br />

work or to prevent other user’s access to the University’s<br />

computer system, depriving them of resources, and degrading<br />

the system’s performance, or copying or destroying files or<br />

programmes without consent.<br />

2.0 EXAMINATION <strong>RULES</strong> <strong>AND</strong> <strong>REGULATIONS</strong><br />

2.1 CONDUCT DURING EXAMINATION<br />

Students must adhere strictly to the examination rules and regulations as<br />

listed below<br />

2.1.1 Check the examination schedule and take note of examination<br />

serial number and dates well in advance.<br />

2.1.2 Bring the Identity Card, Student Card and the Examination<br />

Entry Slip to the examination venue. A student will not be<br />

allowed in if he did not bring any of these documents.<br />

EXAMINATIONS <strong>RULES</strong> <strong>AND</strong> <strong>REGULATIONS</strong><br />

2.1.3 Be present outside the Examination Hall or venue at least<br />

fifteen (15) minutes prior to the commencement of the<br />

examination.<br />

2.1.4 Enter the examination hall after the announcement made by<br />

the Chief Invigilator fifteen (15) minutes prior to the<br />

commencement of the examination. Candidates are required<br />

to enter the hall using the assigned entrance/s.<br />

2.1.5 Candidates who arrive within the first thirty (30) minutes<br />

after the examination has commenced, will be allowed to take<br />

the examination. However, no additional time will be given to<br />

this candidate.<br />

2.1.6 Candidates who arrives more than thirty (30) minutes after<br />

the examination has commenced will not be allowed to take<br />

the examination.<br />

2.1.7 Candidates are strictly prohibited from bringing into the<br />

examination hall any of the following: books, papers, pictures,<br />

notes, ‘programmable calculator’, and handbag, handphone

or any other devices or equipments, unless allowed by the<br />

Chief Invigilator.<br />

2.1.8 Candidates are not allowed to bring or consume food and<br />

drinks in the Examination Hall. Candidates are not allowed<br />

to drink, eat or smoke in the Examination Hall.<br />

2.1.9 Upon taking their seats in the examination hall, candidates are<br />

required to:<br />

2.1.9.1 Check their pockets, pencil case, calculator sleeve and their<br />

persons to ensure that they have not mistakenly brought in<br />

items which are not allowed to be brought into the<br />

examination hall; if there are such items, they have to be<br />

removed from the candidates by the invigilators.<br />

2.1.9.2 Switch off their handphones (if they had brought them in due<br />

to security reason); and<br />

2.1.9.3 Produce their Identity Card, Student Card and their<br />

Examination Entry Slip and place them on the top right hand<br />

corner of the table throughout duration of the examination<br />

for inspection by the invigilators.<br />

2.1.9.4 Candidates without a valid Identity Card/Student Card or<br />

Examination Entry Slip will not be allowed to take the<br />

examination unless they have a written approval from the<br />

Examination Unit, Academic Affairs Department.<br />

2.1.10 Ten (10) minutes prior to the commencement of the<br />

examination, candidates are allowed to:<br />

2.1.10.1 Read and follow the instructions on the COVER PAGE OF<br />

THE ANSWER BOOKLET SHEET only, write examination<br />

student number/serial number on the answer booklet,<br />

answer sheets and other attachments submitted as or part of<br />

the answer.<br />

2.1.10.2 fill-in particulars in the examination attendance slip on the<br />

cover of the examination answer booklet and other<br />

information as required or as advised by the Chief Invigilator.<br />

2.1.10.3 ensure that the correct question paper is supplied, with<br />

sufficient pages as stated before attempting to answer the<br />

questions.<br />

2.1.10.4 immediately inform the invigilators present in the event that<br />

the candidate has been supplied with an incorrect examination<br />

paper.

2.1.11 Candidates are strictly not allowed to either answer the<br />

questions before the announcement of the commencement<br />

of the examination nor to continue writing after the<br />

announcement made by the invigilators on the expiry of the<br />

examination duration.<br />

2.1.12 Candidates are not permitted to leave the examination<br />

hall within the first thirty (30) minutes after the commencement<br />

of the examination and fifteen (15) minutes before the<br />

completion of the examination.<br />

2.1.13 Candidates are not allowed to receive any books,<br />

papers, pictures, notes, ‘programmable calculator’ and other<br />

materials or devices through anyone unless the Invigilator<br />

authorizes them.<br />

2.1.14 Any form of communication among candidates as well as<br />

between candidates and other parties is strictly prohibited.<br />

2.1.15 Candidates are not permitted to render or receive any form<br />

of assistance on matters that pertain to the examination, when<br />

the examination is in progress.<br />

2.1.16 Candidates must adhere to the instructions of the invigilators.<br />

EXAMINATIONS <strong>RULES</strong> <strong>AND</strong> <strong>REGULATIONS</strong><br />

2.1.17 Candidates who fall ill or are not able to continue with the<br />

examination must report to the Invigilator.<br />

2.1.18 At the end of the examination period, the answer booklet<br />

cover sheet and/ or the answer scripts must be arranged and<br />

tied as instructed.<br />

2.1.19 Blank, used and spoiled answer sheets and/ or answer<br />

booklet cover sheet are not allowed to be brought out of the<br />

examination hall.<br />

2.1.20 Items that are loaned to students by the University for<br />

purpose of use during the examination must be returned to<br />

the invigilators at the end of the examination.<br />

2.1.21 Candidates must remain seated in the examination hall unless<br />

allowed otherwise by the Invigilator.<br />

2.1.22 Candidates must leave the examination hall in an orderly<br />

manner.

3.0 EXAMINATION MISCONDUCT<br />

EXAMINATIONS <strong>RULES</strong> <strong>AND</strong> <strong>REGULATIONS</strong><br />

3.1 An examination misconduct is any attempt to give or obtain assistance in a<br />

formal academic exercise (for example: an examination) without due<br />

acknowledgment by the organiser)<br />

3.2 A student is said to have committed a breach of the examination rules or<br />

regulations if he has committed any of these actions:<br />

3.2.1 Bringing in or possessing any unauthorised materials or<br />

devices in examination venue. These unauthorised materials<br />

or devices may include, but not limited to:<br />

a) Bringing a bag, writing paper, books, manuscript or other than<br />

the specified material;<br />

b) A mobile telephone or other communication devices or any<br />

type of playback devices, (If these are allowed into the<br />

examination hall due to safety reasons, such devices must<br />

be switched off and placed under the candidate’s seat for the<br />

duration of the examination);<br />

c) Written or printed notes of any kind or size;<br />

d) Writing on any part of the body or items of clothing;<br />

e) Writing on a ruler or any other instruments;<br />

f) A calculator or a hand-held computer where these are not<br />

permitted or where calculators are supplied by the University<br />

for the examination<br />

g) Use of stored memory capability of a calculator or other<br />

electronic devices where this is not permitted.<br />

3.2.2 Giving or receiving or possessing any material which is related<br />

to the examination questions during the conduct of<br />

examination.<br />

3.2.3 Referring and using any prohibited reference materials<br />

in or outside the Examination Hall/Room for the purpose of<br />

cheating during theexamination.<br />

3.2.4 Communicating to other candidates for the purpose of<br />

cheating during the examination.<br />

3.2.5 Soliciting, obtaining, possessing, or distributing to another<br />

person an examination document prior to or subsequent to the<br />

administration of the examination.

3.2.6 Altering or changing an examination or comparable<br />

document so as to mislead other users or the reader.<br />

3.2.7 Substituting for, arranging for substitution by another student,<br />

or otherwise representing oneself as another person during<br />

an examination session or comparable circumstances.<br />

3.2.8 The above list is not exhaustive and other instances of<br />

academic offence may occur. Their identification will require<br />

prudent review by the Academic Disciplinary Committee. The<br />

above definition and examples apply to all schools and<br />

institutes in Universiti Kuala Lumpur.<br />

3.3 Candidates who have been alleged to breach any part of the Examination<br />

Rules and Regulations will be referred to the Academic Disciplinary<br />

Committee.<br />

4.0 PENALTY<br />

4.1 For academic misconduct, the penalty can be any one or a combination<br />

of two or more of the following penalties ranging from:<br />

a) reprimanding students in writing;<br />

b) re-doing of assignment with reduced marks;<br />

c) Student’s work is given 0 mark;<br />

d) reducing 50% marks for student’s coursework;<br />

e) Suspension for one semester;<br />

f) Expulsion from the University<br />

4.2 For examination misconduct during examinations; if the student is<br />

found to have committed a breach of the examination rules and<br />

regulations, the student can be imposed with any of the following<br />

penalties<br />

(a)<br />

(b)<br />

Given ‘F’ grade for that particular subject and suspension from<br />

the University for one semester; or<br />

Expulsion from the University.<br />

4.3 If the penalty to be imposed is suspension or expulsion, the decision<br />

must be endorsed by Senate<br />

Approved with the latest revision on 20 May 2010 by the Universiti Kuala Lumpur Senate and shall<br />

apply to all UniKL students in the diploma and bachelor degree programmes from July 2010 semester<br />

onwards unless otherwise provided.

“Education in Malaysia is a continuous effort to further develop<br />

individual potentials in a general and integrated manner<br />

in order to create an intellectually, spiritually, physically and<br />

emotionally strong individual who believes in God and strictly<br />

adheres to her/his respective religious teachings. These<br />

efforts are meant to inculcate praiseworthy values such as<br />

being knowledgeable, skilled, morally strong and responsible.<br />

This will surely contribute to the well-being, racial harmony<br />

and prosperity of the country and nation.”<br />

1.2 The universal norms of national culture.<br />

1.3 The concept of emphasizing on the prevention of wrongdoing<br />

2.0 OBJECTIVES<br />

The Universiti Kuala Lumpur Students Code of Conduct (hereafter<br />

referred to as the Code) was formed with the following objectives:<br />

2.1 To provide a guideline to UniKL students as to how they should behave<br />

and to explain the type of disciplinary action that would be taken if they<br />

break the provisions of the code.<br />

2.2 To develop a disciplined community of students with high moral<br />

consciousness, that possesses qualities like compassion, high aims,<br />

mutual respect and a love for the environment.<br />

2.3 To instill a sense of harmony / peace among all residents of UniKL

3.0 THE USE OF THE CODE (APPLICATION)<br />

This code applies to students of UniKL, especially within the UniKL<br />

campus. It is not meant to replace the provisions made by the laws of<br />

the country. Whatever action that is taken under the provisions made by<br />

this Code is not meant to substitute the action that should be taken<br />

under the provisions made by the country’s law. Even though legal action<br />

has been taken in accordance with the country’s law, action can still be<br />

taken under the provisions of the Code.<br />

4.0 DEFINITION OF TERMS<br />

4.1 “President” refers to the President of the Universiti Kuala Lumpur<br />

4.2 “Dean” refers to an Officer appointed by the University as the head of<br />

Campus.<br />

4.3 “University/UniKL” refers to the Universiti Kuala Lumpur<br />

4.4 “IPTS” means Institusi Pengajian Tinggi Swasta<br />

4.5 “Code” refers to the UniKL Student Code of Conduct, inclusive of rules<br />

and regulations or present and future laws implemented by UniKL<br />

4.6 “Campus” refers to any area, or areas, developed or otherwise where<br />

UniKL operates, and which includes buildings and properties.<br />

STUDENT CODE OF CONDUCT<br />

4.7 “Student” refers to a local or foreign person who is officially registered<br />

to study in any UniKL Certificate, Diploma, Under Graduate or Post<br />

Graduate programmes that involve the application of this Code.<br />

4.8 “The Chief Registrar of IPTS” refers to the Chief Registrar of IPTS, who<br />

was appointed by the Minister of Education under the provisions of the<br />

IPTS Act 1996.<br />

4.9 “Disciplinary Action Committee” or DAC refers to a Committee appointed<br />

by the Dean and chaired by the Deputy Dean for Academic to handle<br />

students’ disciplinary cases and to make the relevant decisions<br />

pertaining to punishments and actions.<br />

4.10 “Disciplinary Council” or DC refers to a committee appointed by<br />

the President to manage issues pertaining to Disciplinary matters and to<br />

decide on dismissal cases recommended by the Disciplinary Action<br />

Committee.<br />

4.11 “Appeal Committee” refers to a committee at branch campus appointed<br />

by the Dean to manage any appeal issues by the student pertaining to the<br />

sanction decided by the DAC.

4.12 “Appeal Council” refers to a committee at Chancellery appointed<br />

by the President to manage any appeal issues by the student pertaining<br />

to the decision for dismissal referred by the DAC and sanctioned by the<br />

DC respectively.<br />

4.13 “Disciplinary Action Committee Secretariat” refers to the Head of Student<br />

Affairs Department to initiate disciplinary action and hearing for Major<br />

Offences and to handle cases for Minor Offences.<br />

STUDENT CODE OF CONDUCT<br />

4.14 “Disciplinary Council Secretariat” refers to the Head of Student Affairs<br />

Division to initiate disciplinary action for dismissal cases only.<br />

4.15 “Minor Offences” refer to offences whereby if a student is found guilty of<br />

the offence, the said student would receive a warning or reprimand or<br />

fine.<br />

4.16 “Major Offences” refer to serious offences, whereby, if a student is<br />

convicted he or she can be deprived of the use of UniKL facilities, or be<br />

suspended or even dismissed from the university.<br />

4.17 “Prima facie” refers to a case that appears to have some evidence in<br />

support of the allegation made against the offender.<br />

4.18 “UniKL Campus / Premises” refer to all UniKL campuses nationwide<br />

and UniKL branch campus shall refer to a specific branch campus of<br />

UniKL.<br />

4.19 “UniKL resident” refers to an individual whose activities involve learning<br />

or working in UniKL including students, course participants, trainers,<br />

UniKL staff and employees of other organizations who work in UniKL.<br />

4.20 “UniKL Staff” refers to the permanent employees of UniKL who are not<br />

students, contract employees or consultants.<br />

4.21 “UniKL authority/ies” refers to the following UniKL staff empowered to<br />

enforce this Code :-<br />

i. Management of UniKL;<br />

ii. DAC, DACS, DC and DCS<br />

iii. Dean, Deputy Dean, Heads of Department or Units or equivalent<br />

iv. Managers, Deputy Managers and Assistant Managers<br />

v. Executives<br />

vi. Lecturers, Assistant Lecturers and Tutors<br />

vii. Security consultant and staff<br />

4.22 “International Students” refer to students who are non Malaysian.

4.23 “Offensive items” refer to letters, pictures, remarks, words, prints,<br />

publications, writings, comments, things or items that may offend<br />

certain quarters of the public or any reasonable person.<br />

5.0 RESPONSIBILITIES<br />

5.1 The student should bear the responsibility to always observe good<br />

behaviours, concentrate fully on the programme of study, and attend all<br />

compulsory activities and abide by UniKL regulations.<br />

5.2 The student shall uphold UniKL’s name, goodwill and integrity at all times<br />

and shall subject to all the rules, regulations, codes, requirements and bylaws<br />

of UniKL.<br />

5.3 The student shall not act in any manner that constitutes or appears to<br />

constitute contempt of UniKL authority of an official body or an officer of<br />

UniKL.<br />

5.4 No student shall conduct himself, whether within or outside the UniKL<br />

campus, in any manner that is detrimental or prejudicial to the interests,<br />

well-being or good name of any of the students, staff, officers or<br />

employees of UniKL, or to public order, safety or security, or to morality,<br />

decency or discipline that may smear the good name of UniKL.<br />

5.5 No student nor organisation, body or group of students, shall make in<br />

relation to any matter pertaining to UniKL or to the staff in their capacity<br />

as such or to himself in his capacity as a student there of, any<br />

representation or other communication, whether orally or in writing or in<br />

any other manner, to any public officer or the press or the public in the<br />

course of any lecture, speech or public statement or in the course of any<br />

broadcast by sound or vision.<br />

STUDENT CODE OF CONDUCT<br />

6.0 AUTHORITY<br />

6.1 The President has the power to make final decisions pertaining to student<br />

discipline and conduct, including the enforcement of the code.<br />

6.2 Dean is an officer authorised to act on behalf of the President, empowered<br />

to make decisions pertaining to student discipline and conduct, including<br />

the enforcement of the code except decision to terminate student and<br />

decision on student’s appeal after dismissal.<br />

6.3 Any UniKL Authorities is authorised by the President to enforce the rules<br />

of this Code against any students who is caught or deemed or reported to<br />

breach or be in default or in violation of the Code or suspected to breach,<br />

disobey, default or contravene the Code.

7.0 ATTITUDE DESIRED IN A STUDENT<br />

In line with the principles outlined above, some of the traits or attitudes that<br />

are desired in a student are as given here:<br />

7.1 Strive to develop oneself<br />

Students shall strive to develop and improve their positive talents or<br />

abilities and to attain leadership abilities.<br />

STUDENT CODE OF CONDUCT<br />

7.2 Strive to become a balanced and harmonious individual<br />

Students shall strive to become balanced and harmonious individuals<br />

in terms of intellect, spiritual aspects, physical ability, philosophy of life<br />

and good behaviour.<br />

7.3 Strive to develop one’s intellectual capacity<br />

Students shall strive to develop their intellectual capacity, especially in the<br />

following aspects:<br />

a. Creative and innovative thinking<br />

b. Logical and analytical thinking<br />

7.4 Strive to widen one’s knowledge<br />

Students shall strive to widen their knowledge to bring about truth and<br />

benefit to society.<br />

7.5 Strive to develop spiritual capacities<br />

Students shall strive to become dutiful individuals with sense of<br />

responsibility towards religion, race and the country by observing the<br />

following:<br />

a) Faith in religion<br />

b) Integrity of the soul<br />

7.6 Strive to portray good behaviour/character<br />

Students shall strive to portray the best possible behaviour, which should<br />

display the following qualities:<br />

a) Observation of the norms and values of society<br />

b) Mutual respect<br />

c) Readiness to serve<br />

d) Polite and disciplined<br />

7.7 Strive to improve physical well-being<br />

Students shall strive to be physically fit and healthy to enable them to<br />

live independently in a society.

7.8 Strive to practise a matured and harmonious philosophy of life<br />

Students shall strive to practise a philosophy that is both matured and<br />

harmonious in nature. Students should always observe tolerance for<br />

others and have mutual respect for one another in order to achieve integrity<br />

in a multiethnic, multicultural and multi religious community.<br />

Students shall also observe the philosophy to enable them to live in<br />

peace, and ready to meet and overcome tests and challenges of life.<br />

7.9 Wealth Creation and Entrepreneurship<br />

In line with UniKL’s ideals, the students shall endeavour to create wealth<br />

by entrepreneurship.<br />

8.0 <strong>RULES</strong><br />

A. General Rules<br />

8.1 Obey the laws of the country<br />

8.1.1 Students are required to obey Malaysian laws at all times.<br />

8.1.2 In the event that a student shall be found guilty of a crime<br />

by any court of law in Malaysia or in any other country,<br />

regardless of the severity of the punishment as a result of<br />

such guilt, the student shall be considered to have breached<br />

the rules of UniKL and such breach shall be determined as a<br />

major offence.<br />

STUDENT CODE OF CONDUCT<br />

8.1.3 Any kind of work, business or similar activity whether full-time<br />

or part-time by an International Student which is prohibited by<br />

the Immigration Act 1959/63 or by any other statute.<br />

8.1.4 The student is also prohibited in participating in any kind of<br />

activity that could affect or jeopardize his or her study.<br />

8.2 Obey the UniKL code<br />

8.2.3 Students must obey all UniKL Codes that are being enforced<br />

now and hereinafter.<br />

8.2.4 It is an offence for a student to break any UniKL Code or act<br />

in contravention of the Code. An offence is deemed ‘major’ or<br />

‘minor’ depending on the seriousness of each offence and<br />

shall be determined by the DAC.<br />

8.2.5 Notwithstanding the discretion of the DAC to determine the<br />

nature of the offence, it is considered a major offence if a

student commits the same minor offence more than three<br />

times within six (6) months, or if the student commits three<br />

different minor offences within one (1) month.<br />

8.3 Cooperation with the UniKL authority(s) when disciplinary action is<br />

taken<br />

The Student shall :-<br />

8.3.1 cooperate with the UniKL Authorties in all kinds of<br />

disciplinary action, whether on behalf of one’s own self or<br />

others, when summoned, questioned,requested to provide<br />

evidence by the UniKL Authorities.<br />

8.3.2 obey the directives given by UniKL lecturers, executives or<br />

staff who are authorized with a particular duty.<br />

8.3.3 not obstruct, detain, interfere or prevent in any way, or cause<br />

a delay, interrupt, or hinder any UniKL staff or Authorities from<br />

carrying out their duties and responsibilities.<br />

8.3.4 not permitted (whether individually or in a group) to<br />

deliberately refuse to answer questions, or show a lack of<br />

cooperation in any other way, when UniKL Authorities carry<br />

out investigations or perform other duties related to student<br />

conduct and offences.<br />

8.3.5 not refuse to communicate with UniKL Authorities on matters<br />

pertaining to rules, guidelines or laws or anything of a similar<br />

nature that aims to safeguard the interests, peace and discipline<br />

in UniKL.<br />

8.3.6 not refuse to be checked or questioned by the security unit or<br />

by other parties acting under the directive of UniKL or any of<br />

UniKL’s Authorities.<br />

8.3.7 not make false confession during an investigation by UniKL<br />

Authorities or any false statement or evidence during<br />

examination in chief, cross examination or re-examination by<br />

the Disciplinary Prosecuting Officer.<br />

8.3.8 not cause any circumstances to exist or make any false entry<br />

in any book or record, or make any documents containing<br />

false statement for any reason whatsoever shall be in<br />

contravention with this Code and shall be said to fabricate<br />

false evidence.

8.3.9 not cause any evidence to disappear or be destroyed or<br />

be faked with the intention to screen the offender from any<br />

punishment or to be intended for a consequential punishment<br />

for an innocent person.<br />

8.3.10 be obligated to inform the UniKL Authorities of such offence<br />

in the event that he/she shall have information of any offence<br />

being made or shall be made by any student or UniKL staff.<br />

No student shall withhold any information of a crime or offence<br />

or any evidence.<br />

8.3.11 not refuse or contravene any legitimate order, instruction,<br />

direction or requirement given or made by any officer or<br />

employee of UniKL authorized to such instruction of the UniKL<br />

Campus.<br />

8.4 Reasonable Care and Safety<br />

8.4.2 Students are responsible for their own safety in all aspects<br />

whether they are inside or outside campus premises.<br />

Reasonable care shall be practised to ensure that personal<br />

items are not damaged, lost or stolen. UniKL shall not be<br />

responsible for any incidents or matters that arise out of<br />

students’ carelessness.<br />

STUDENT CODE OF CONDUCT<br />

8.4.3 Students shall exercise due care and are responsible for the<br />

safety of all UniKL properties when being used and are<br />

prohibited from damaging any property belonging to UniKL.<br />

8.4.4 No students shall use toolbar equipment that could cause<br />

danger to persons or properties in the campus.<br />

8.4.5 Negligence in handling machineries, toolbar, equipment,<br />

furniture or other property of UniKL that had been entrusted<br />

to him/her to the extend it results in a loss for UniKL or injury<br />

to any person or damage to any property belonging to UniKL<br />

or any other person shall tantamount to an offence under this<br />

Code.<br />

8.4.6 Failure to adhere to the safety rules or cause damages to<br />

safety equipment shall tantamount to an offence under this<br />

Code.<br />

8.4.7 Students shall not do anything within or outside campus<br />

premises that could ruin or cause damages to the interests,<br />

peace, safety or reputation of UniKL.

8.4.8 Students with access to poisonous material or substances<br />

as prescribed by UniKL for permitted usage, shall not act in<br />

any manner that may likely to cause hurt or injury to other<br />

person, or knowingly or negligently act or omits to handle the<br />

poisonous material or substance with reasonable care shall<br />

be in contravention with this Code as being negligent.<br />

STUDENT CODE OF CONDUCT<br />

8.4.9 Students who do, with fire and any other combustible matter<br />

including explosive substance, acting negligently or rashly as<br />

to endanger human life or property, or to be likely to cause<br />

hurt or injury to any person or being, negligently fails to guard<br />

against any probable danger shall be guilty of an offence<br />

under this Code.<br />

B. Appearance<br />

8.5 Attire<br />

8.5.1 Students must be decently dressed when in lecture halls,<br />

administration offices, labs, on practical trainings, library,<br />

religious places and any place within UniKL Campus<br />

compounds at all times.<br />

8.5.2 Students must be neatly attired and shall not wear indecent<br />

clothing, including attires that are flimsy, see-through, with<br />

slits, tight fitting or revealing.<br />

8.5.3 Students must always dress in a proper manner. No worn-out<br />

jeans or shirts, _ jeans length, miniskirts, shorts, slippers or<br />

display of offensive items are allowed.<br />

8.5.4 Female students must dress neatly and appropriately (e.g.<br />

wear long gowns, slacks with blouse) at all times in campus.<br />

8.5.5 Female students must dress in a manner that does not attract<br />

unwarranted attention or invite danger.<br />

8.5.6 Students must dress appropriately and wear shoes at all<br />

times while being in the dining area. Night dresses, sarong,<br />

“pelekat”, shorts and sleeveless attires are prohibited.<br />

8.5.7 Students shall observe modesty and decency in their attire<br />

and dress so as not to attract undue attention to themselves<br />

while in UniKL campus and premises.<br />

8.5.8 Without prejudice to the existing Rules, the Dean may issue<br />

orders, policies or directives as it deems fit for the purpose of<br />

ensuring the decency of the students and any orders, policies<br />

of directives shall be a continuance to this Code.

8.6 Personal hygiene and grooming<br />

8.6.1 Students must always maintain personal hygiene.<br />

8.6.2 Students’ hair must be neatly groomed.<br />

8.6.3 Male students should not keep long hair. As a guideline, the<br />

hair should not reach the collars.<br />

8.6.4 Students are prohibited to have strange or improper haircut<br />

or hairstyle including Mohican style, punk or skinhead except<br />

for tie-up or using hair bands.<br />

8.6.5 Students are prohibited to have extreme use of jewelry and<br />

accessory. The guidelines are as follows:<br />

a. Male students are PROHIBITED from wearing any kind of<br />

earrings or practice “body piercing” and having tattoos.<br />

b. Female students are PROHIBITED from wearing earrings on<br />

any other body parts except earlobes, practice “body piercing”<br />

or adorn themselves with tattoos. Nose rings are only allowed<br />

for Indian (female) students<br />

C. Indecent Behaviour<br />

STUDENT CODE OF CONDUCT<br />

8.7 Coupling<br />

A student is not allowed to be in a pair with a partner in a secluded or hidden<br />

place or behave in a manner that may cause suspicion of a possible sexual<br />

activity.<br />

8.8 Indecent Behaviour<br />

8.8.1 No student shall conduct himself, whether within or outside<br />

the Campus, in any manner that is detrimental or prejudicial<br />

to the interests, well-being or good name of any of the<br />

students, staff, officers or employees of the University, or to<br />

public order, safety or security, or to morality, decency or<br />

discipline that may smear the good name of the University.<br />

8.8.2 Students shall not act, display or perform any behaviour that<br />

can be categorized as indecent or perform sexual activities<br />

between students or between student and non-student of an<br />

opposite sex or be alone with a partner in a suspicious manner<br />

or in a discreet location out of wedlock.

8.8.3 Students shall not perform sexual activity between unmarried<br />

students or between student and non-student of same sex<br />

or co-habitation between students of different sexes or<br />

indulge in homosexual or lesbian or gay behaviour.<br />

8.8.4 Students shall not display behaviour that is deemed as<br />

indecent or lewd in public.<br />

STUDENT CODE OF CONDUCT<br />

8.8.5 Students are prohibited to be pregnant or cause pregnancy<br />

out of wedlock tantamount to a breach of the rules of this<br />

Code.<br />

8.8.6 Students shall not commit or behave indecently that may<br />

cause public nuisance including but not limited to utterance<br />

or act of obscenities or chaos that may embarrass UniKL or<br />

any of its staff and students.<br />

8.8.7 No Students shall be allowed to engage in a business or profit<br />

making by indecent manner.<br />

D. Specific Rules<br />

8.9 Behavioural<br />

8.9.1 Students must be well behaved and well mannered at all times<br />

towards all people.<br />

8.9.2 Students must never show disrespect, display or act or use<br />

words that are rude, impolite or vulgar to any party in UniKL.<br />

8.9.3 Students shall not do anything that endangers the life and<br />

safety of his/her own or others.<br />

8.9.4 Students shall not steal or attempt to steal, cheat or attempt to<br />

cheat, or conspire or attempt to conspire to steal any property<br />

of UniKL or properties belonging to any person.<br />

8.9.5 Students shall not do anything to a student or UniKL resident<br />

or behave in such a manner that could be interpreted as a<br />

deliberate attempt to defame the good name of the said<br />

student or to UniKL.<br />

8.9.6 Students shall not perform an act of fraud or forgery.<br />

8.9.7 Students shall not damage any property which is not his/her<br />

own.

8.9.8 Students should not be involved in any activity or displayed<br />

any behaviour within or outside UniKL campus that could ruin<br />

the good name of UniKL including attending political rallies<br />

or demonstration or involved in any group, legal or illegal., that<br />

may cause embarrassment to UniKL or any of its staff and<br />

students shall tantamount to an offence under this Code.<br />

8.9.9 Students shall not act in any manner that constitutes or<br />

appears to constitute a threat or intimidation or is injurious,<br />

physically or mentally, to the well-being and safety of any other<br />

students or any members of staff of UniKL or the security and<br />

harmony of Campus life in UniKL.<br />

8.9.10 Students should not disrupt or in any manner interfere with, or<br />

cause to be disrupted or in any manner interfered with, any<br />

teaching, study, research, administrative work, or any activity<br />

carried out by or under the direction of or with the permission<br />

of UniKL, or do any act which may cause such disruption or<br />

interference shall be an offence under this Code.<br />

8.9.11 Any prevention, obstruction, or interference with, or cause to<br />

be prevented, obstructed or interfered with, any officer or<br />

employee of UniKL or any person acting under the direction<br />

or permission of such officer or employee, from carrying out<br />

his work, duty or function, or do any act which may cause<br />

such prevention, obstruction or interference shall be an<br />

offence under this Code.<br />

STUDENT CODE OF CONDUCT<br />

8.9.12 Any prevention or obstruction, or cause to be prevented or<br />

obstructed, any student from attending any lecture, tutorial or<br />

class, or from engaging in any legitimate activity, or do any<br />

act which may cause such prevention or obstruction shall be an<br />

offence under this Code.<br />

8.9.13 Students shall not organize, incite or participate in the boycott<br />

of any examination, lecture, tutorial, class or other legitimate<br />

activities carried out by or under the direction or with the<br />

permission of UniKL or boycott any of he staff of UniKL.<br />

8.10 Making disturbances and nuisance<br />

The Students shall not :<br />

8.10.1 make any sound or noise or cause the sound or noise to be<br />

made that causes disturbance to any party in campus.<br />

8.10.2 do any act or illegal omission which causes injury, obstruction,

danger or annoyance to the public, or to the people in general<br />

within the vicinity of UniKL campus compound.<br />

8.10.3 voluntarily cause disturbances to any lawful assembly engaged<br />

in the performance of religious worship or ceremonies or<br />

destroy, damage or defile any places of worship or any object<br />

held sacred by any class of persons with knowledge that such<br />

damage or destruction shall be regarded as an insult to their<br />

religion.<br />

STUDENT CODE OF CONDUCT<br />

8.10.4 cause or promote to cause any disharmony, disunity or feelings<br />

of enmity, hatred or ill-will, or prejudice, by words or by writing<br />

or by conduct or by influence on any grounds.<br />

8.10.5 own or use or have in his or her possession, custody or control,<br />

any loudspeaker, loud-hailer, amplifier, or other similar<br />

appliance.<br />

8.10.5 invade the privacy of any party whether physically or<br />

electronically that may cause nuisance to the other party.<br />

8.11 Cleanliness on campus<br />

8.11.1 Students shall observe cleanliness and neatness of the<br />

campus including the hostels, lecture halls, buildings or other<br />

constructions, roads or any area within the campus.<br />

8.12 Smoking, Drunkenness and Intoxication<br />

8.12.1 A Student shall contravene this Code if the student:-<br />

8.12.1.1 is smoking cigarettes in UniKL campus.<br />

8.12.1.2 is in possession of cigarettes, lighters, matches or other<br />

inflammable materials within UniKL campus which is labeled<br />

as fire prone area.<br />

8.12.1.3 is in a state of intoxication or intoxicated in UniKL campus<br />

and premises.<br />

8.12.1.4 consumes liquor or any substance that shall intoxicate the<br />

student or injects or inserts any intoxicated substance in any<br />

manner into his/her own body or into the body of others<br />

anything that could cause paranoia, drunkenness, inebriation<br />

or any elements of intoxicated state. No student shall consume,<br />

drink or devour or possess or in his custody, any liquor or any<br />

drink with alcoholic substance within the campus.

8.12.1.5 is under the influence or consumes, by way of injection<br />

or smoking or in any other method of application into the<br />

student’s body, any intoxicating substances, poison or<br />

anything similar or addicted to prescribed drugs that may<br />

cause intoxication state stipulated in section 8.12.3 above.<br />

8.12.1.6 smokes pipes or any substance that is similar to smoking<br />

including but not limited to smoking opiums or cannabis or<br />

glue and adhesives sniffing or any other substances that may<br />

or may not cause disorientation and intoxication.<br />

8.12.2 Students are not allowed to possess, distribute, sell or<br />

consume liquor or other drinks that do/do not contain alcohol<br />

that could cause intoxication, while being in the campus<br />

premises.<br />

8.12.3 Students are not allowed to posses other substances that<br />

may caus hallucination, intoxication, delusion, delirium<br />

including but not limited to glue and adhesives, liquefied or<br />

solid substances which include hallucinating or intoxicating<br />

entity, or any other substances are prohibited and no<br />

students are allowed to own, possess, withhold, suppress,<br />

consume, sell, distribute or use such substances at any time<br />

without and outside UniKL campus.<br />

STUDENT CODE OF CONDUCT<br />

8.13 Gambling<br />

8.13.1 A student or an establishment, organisation body or student<br />

group organises, manages or conducts or helps to organize,<br />

manage or conduct or join in any gambling, betting or lottery<br />

activities within or outside UniKL shall be an offence under<br />

this Code.<br />

8.13.2 No Student shall purchase, abet to purchase or conspire to<br />

purchase any lottery tickets, lucky draw tickets, or tickets from<br />

any sources which promotes gambling or any element of<br />

gambling.<br />

8.13.3 No student and no organisation body or group of students<br />

shall organise, run or assist in organising, managing or running,<br />

or participating in any gaming wagering, lottery or betting<br />

within or outside UniKL campus.

8.14 Use of Violence<br />

The Students :-<br />

8.14.1 or any establishment, organisation body or student group is<br />

prohibited from performing, organising, managing or helping<br />

to conduct, or joining in any activity that involves violence,<br />

black-mail, molest, disturbance of peace and others towards<br />

any party, student or non-student, within or outside the<br />

campus.<br />

8.14.2 shall not involve directly or indirectly in any ragging or<br />

bullying or abusive activities or anything similar to it within or<br />

outside the campus.<br />

8.14.3 shall not employ violence, attack or threaten to attack or<br />

cause injury or threaten to cause injury to any UniKL residents<br />

or non-residents within the UniKL premises.<br />

8.14.4 shall not rioting or behaving wildly or quarrelling or fist fighting<br />

or fighting or using physical violence on any UniKL residents<br />

anywhere or on non-residents within UniKL premises.<br />

8.14.5 shall not outrage the modesty or attempt to outrage the<br />

modesty of, any party within campus premises or UniKL<br />

residents anywhere, or non-residents within the campus<br />

premises.<br />

8.14.6 shall not initiate, participate, conspire to initiate or participate<br />

or support any activity that may invite conflict, argument or<br />

hostility and a fight between any person or students.<br />

8.14.7 shall not cause any bodily pain, disease or infirmity to any<br />

person, whether grievous or otherwise, and whether caused<br />

with or without weapons or dangerous means or any<br />

instruments which is used as weapon of offence or by means<br />

of fire or corrosive substances or poison or explosive<br />

substance or other means that causes bodily pain, disease or<br />

infirmity to any person.<br />

8.15 Offences against Property<br />

8.15.1 Students shall not damage in any manner or cause to be<br />

damaged, or demolish, destroy, wreck or vandalise any<br />

property belonging to any person or UniKL or do any act which<br />

may cause such damage or tamper, interfere with, move,<br />

or in any manner deal with, any substance, object, article or

property whatsoever, or knowingly do any act or cause any act<br />

to be done in the UniKL Campus, so as to cause or be likely to<br />

cause any obstruction, inconvenience, annoyance, loss or<br />

damage to any person<br />

8.15.2 Students shall not disrupt, disturb, transfer, seize, steal or take<br />

or violate, vandalise or damage any object, article, things or<br />

properties which may cause obstruction, difficulty,<br />

inconvenience, trouble, mess or filth to any person or things.<br />

8.15.3 Students shall not dishonestly take or attempt to take, keep or<br />

attempt to keep or move any property of UniKL or belonging to<br />

persons or other parties in order to such taking in the campus<br />

without consent.<br />

E. Academic<br />

8.16 Academic Integrity<br />

8.16.1 A student must adhere to the academic integrity. Students<br />

are prohibited from indulging in any form of academic<br />

cheating like copying or allowing others to copy, plagiarism<br />

or similar activities and so on during examination, lab work,<br />

essay or research paper, thesis and so on. Please refer to the<br />

Academic Offence section<br />

STUDENT CODE OF CONDUCT<br />

8.17 Use of lecture materials<br />

8.17.1 A student can only use the lecture or teaching materials that<br />

had been given to him/her in UniKL for the purpose of his/her<br />

academic study. He /she is prohibited from copying in any<br />

form all or parts of the material for publication or distribution<br />

with or without payment unless a written consent has been<br />

obtained from the UniKL authorities.<br />

8.18 Attendance<br />

8.18.1 Where a student is required to attend any lecture, tutorial<br />

class or other instruction relating to his course of study, he<br />

shall not absent himself there from without the prior<br />

permission from the Head of Academic or its<br />

representative, as the case may be, unless the circumstances<br />

do not permit such prior permission to be obtained and there<br />

is reasonable cause or excuse for the absence, in which case<br />

the student shall, as soon as possible thereafter, satisfy the<br />

Head of Academic or its representative, as the case may be<br />

with regard to the absence and obtain approval in respect<br />

thereof.

8.18.2 Where a student’s course of study entails his appearance for<br />

an examination and he is not otherwise debarred from<br />

appearing for such examination, he shall not fail to appear for<br />

such examination without the prior permission from<br />

the Head of Academic or its representative, as the case may<br />

be, unless the circumstances do not permit such prior<br />

permission to be obtained and there is reasonable cause<br />

or excuse for the absence, in which case the student shall,<br />

as soon as possible thereafter, satisfy the Head of Academic<br />

or its representative, as the case may be with regard to the<br />

absence and obtain approval in respect thereof.<br />

8.18.2 Where a student’s course of study entails his appearance for<br />

an examination and he is not otherwise debarred from<br />

appearing for such examination, he shall not fail to appear for<br />

such examination without the prior permission from the Head<br />

of Academic or its representative, as the case may be unless<br />

the circumstances do not permit such prior permission to be<br />

obtained and there is reasonable cause or excuse for the nonappearance,<br />

in which case the student shall, as soon as<br />

possible there after satisfy the Head of Academic or its<br />

representative, as the case may be with regard to the absence<br />

and obtain approval in respect thereof.<br />

F. Prohibited Items<br />

8.19 Pornographic materials<br />

8.19.1 No student or any establishment, body or student group is<br />

allowed to possess, or supervise, or in control, let, hire,<br />

distribute, exhibit, circulate, produce, re-produce any<br />

pornographic or obscene materials that include any articles<br />

or materials which are considered objectionable by the public<br />

at large within campus or outside campus premises.<br />

8.19.2 No student or any establishment, body or student group is<br />

allowed to share, distribute, or display any pornographic<br />

materials in campus. No student is allowed to take part or to<br />

receive profits from any business in the course which he<br />

knows or has reason to believe that such is a pornographic or<br />

obscene objects or acts.<br />

8.19.3 No student is allowed to deliberately indulge in watching or<br />

listening or publicating any pornographic materials in campus.<br />

8.19.4 No student and no organisation body or group of students,<br />

shall distribute, circulate or exhibit, or cause to be distributed,

circulated or exhibited or be in any manner concerned with<br />

the distribution, circulation or exhibition of any obscene article<br />

within the UniKL campus. A student shall be deemed to<br />

distribute, circulate or exhibit an obscene article, regardless of<br />

whether such distribution, circulation or exhibition is to only<br />

one person or to more than one persons and regardless of<br />

whether or not such circulation, distribution or exhibition is for<br />

payment or for any other consideration.<br />

8.20 Drugs and poisons<br />

8.20.1 No student shall have in his possession or under his custody<br />

or control any dangerous or controlled drugs or poison without<br />

valid prescription from a medical officer.<br />

8.20.2 No student shall give, supply, provide or offer or propose to<br />

give, supply, provide or offer any controlled or dangerous drugs<br />

or poison to any person.<br />

8.20.3 No student shall consume orally or smoke or inhale, or<br />

introduce into his body by injection or in any other manner<br />

whatsoever, any dangerous drugs or poison.<br />

8.20.4 Nothing in this rule shall be deemed to prevent a student from<br />

undergoing any treatment by or under the prescription of a<br />

medical practitioner registered in the Medical Act, 1971.<br />

STUDENT CODE OF CONDUCT<br />

8.20.5 Any student who is found under the possession or influence<br />

of any dangerous drugs or poison shall be guilty of a disciplinary<br />

offence.<br />

8.20.6 The Head of Student Affairs may instruct and compel any<br />

student suspected of addiction or consumption of any<br />

substance within the definition of dangerous drugs and poison<br />

for a urinal test.<br />

8.20.7 Any students refusing or declining to undergo the test<br />

mentioned in sub-rule 8.20.6 above, shall be guilty of a<br />

disciplinary offence.<br />

8.21 Weapons and dangerous substances<br />

8.21.1 Students shall not possess, or supervise, or in control of any<br />

dangerous weapons or explosive substances. Weapons are<br />

defined according to the Fire Arms Act 1971.<br />

8.21.2 Notwithstanding the Fire Arms Act 1971, definitions of weapons<br />

and dangerous substances shall include any object that causes<br />

bodily harm and damage to properties.

G. UniKL Facilities Rules<br />

8.22 Prohibition to be in restricted areas on campus<br />

STUDENT CODE OF CONDUCT<br />

8.22.1 Students are prohibited to be or loiter in prohibited areas<br />

without valid official business including staff quarters,<br />

workshops or other lecture halls, UniKL security booths, dining<br />

hall kitchen, administration office, security office or other<br />

places unless under proper supervision by UniKL authorities or<br />

consent by UniKL authorities.<br />

8.22.2 Students are not allowed to intrude into equipment, places or<br />

buildings where they are prohibited from either physically or<br />

electronically.<br />

8.23 In-out Procedures<br />

8.23.1 Student must dress neatly and appropriately when going for<br />

outside visits.<br />

8.23.2 Main gate for all UniKL campus shall be closed at 12.00 p.m.<br />

and will be open at 06.00 a.m. daily. No vehicles are allowed<br />

to enter the campus within the said period except with the<br />

permission of the UniKL Authorities.<br />

8.23.3 For security purposes, visitors are only allowed to enter all<br />

UniKL premises between 06.00 a.m. to 09.00 p.m. daily.<br />

8.24 Student Pass<br />

8.24.1 Students must carry and display their student pass at all<br />

times while being in campus premises.<br />

8.24.2 Students are prohibited from wearing or using another<br />

person’s pass for any reason whatsoever. Likewise, no student<br />

shall be allowed to compel any other person to wear, use,<br />

utilize or exploit his student pass at any time.<br />

8.25 Road and Traffic Rules<br />

8.25.1 Written Authorisation for Students with Motor Vehicle in<br />

UniKL Campus<br />

(1) A student who intends to keep, has in his possession or<br />

owns any motor vehicle in UniKL Campus, shall in the first<br />

instance, apply for and obtain from the Head of Student<br />

Affairs a written authorisation in respect thereof the<br />

application and the written authorisation shall be in such form<br />

as the Head of Student Affairs may, subject to paragraph (2),<br />

determine.

(2) Application for such permission shall be made by the student<br />

in writing specifying the description of the motor vehicle<br />

and shall be accompanied by the current motor vehicle<br />

license and the current third party risks insurance policy in<br />

respect of the motor vehicle and a valid driving license in<br />

respect of the applicant; the application shall also set out any<br />

disciplinary offence in respect of which lie may have been<br />

found guilty at any time.<br />

(3) The written authorisation of the Head of Student Affairs<br />

shall be given in such form as he may direct and shall at all<br />

times be displayed conspicuously on the motor vehicle.<br />

(4) Such written authorisation shall be renewed annually and the<br />

provisions of paragraph (1) and (2) apply mutatis mutandis to<br />

an application for such renewal.<br />

(5) The Head of Student Affairs may refuse to grant authorisation<br />

under this rule or revoke any authorisation granted under this<br />

rule if he is satisfied that it would not be in the interest of the<br />

University for the student to hold such authorisation.<br />

8.25.2 Registration of the Motor Vehicle<br />

The Head of Student Affairs shall cause to be maintained a<br />

register of all motor vehicles kept, possessed or owned by<br />

students in the UniKL Campus in such form as the Head of<br />

Student Affairs may deem fit.<br />

STUDENT CODE OF CONDUCT<br />

8.25.3. Speed Limit<br />

No student shall drive a motor vehicle in UniKL Campus at a<br />

speed in excess of that indicated by a traffic sign.<br />

8.25.4 Motor Vehicle to be Driven on Authorised Motorway<br />

No student shall drive a motor vehicle on any place other<br />

than on that part of the road which is used as a carriageway<br />

for the passage of motor vehicles, in particular, no motor<br />

vehicle shall be driven by a student on the pavement, sidetable,<br />

grass verge, footpath or other place, whether alongside<br />

the carriageway or otherwise, which is not ordinarily intended<br />

or specifically provided for the passage of motor vehicles.<br />

8.25.5 Unauthorised Parking<br />

No student shall park any vehicle at any place or in any<br />

manner so as to cause danger, obstruction or inconvenience to<br />

any other person or vehicle.

8.25.6. Motor Vehicle Driven on Unauthorised Pathways<br />

8.25.7. Parking<br />

No student shall drive or ride any vehicle on any corridor,<br />

verandah, five-foot way, courtyard or in any part of any<br />

building.<br />

STUDENT CODE OF CONDUCT<br />

8.25.8. Pillion<br />

Where a parking bay is allotted for a particular motor vehicle<br />

no student shall park a different motor vehicle in such parking<br />

bay.<br />

(1) A student driving a two-wheeled motorcycle shall not carry<br />

more than one person on such motorcycle.<br />

(2) No student shall carry a person on a two-wheeled motorcycle<br />

unless such person is sitting astride the motorcycle behind<br />

the driver on a properly designed seat securely fixed to the<br />

motorcycle.<br />

(3) A student shall not allow himself to be carried on a twowheeled<br />

motorcycle driven by any person, whether a student<br />

of paragraph (1) or (2).<br />

8.25.9. Traffic Directions and Signs<br />

A student shall comply with all traffic directions and with all<br />

traffic signs.<br />

8.25.10 Production of License when requested<br />

Any student who is driving or is in charge or control of a<br />

vehicle shall carry with him a valid driving license issued to<br />

him under the Road Traffic Ordinance, 1958 and his<br />

matriculation card and shall produce same for inspection by<br />

an authorised person whenever required to do so.<br />

8.25.11 Obstruction to Traffic<br />

A student shall not conduct himself any manner, or do any act,<br />

which obstructs or interferes with the smooth and orderly<br />

movement of traffic within UniKL Campus.

8.25.12 Road Traffic Act, 1987 (Act 333)<br />

(1) The provisions of the Road Traffic Act, 1987 (Act 333) and all<br />

subsidiary legislation made hereunder shall apply to students<br />

within UniKL Campus irrespective of whether the roads within<br />

UniKL Campus are public or private.<br />

(2) Nothing is paragraph (1) shall derogate from the liability within<br />

UniKL Campus of any student or other person for any offence<br />

under the Road Traffic Act, 1987 or Road Traffic Ordinance,<br />

1958 or any subsidiary legislation made hereunder.<br />

8.26 Disciplinary Actions by the UniKL Authorities with regards<br />

to Traffic Offences<br />

(1) The UniKL Authorities may at its discretion in lieu of taking<br />

disciplinary proceedings under Part 10 of this Code, impose<br />

a summary disciplinary punishment of a disciplinary<br />

reprimand or a fine not exceeding Ringgit Malaysia Five<br />

Hundred only [RM500.00]authority upon any student who<br />

commits a traffic offence under this Part in the presence of or<br />

within the sight of such UniKL Authorities.<br />

Provided that before such punishment is imposed on the<br />

student, the UniKL Authorities shall inform him of the<br />

disciplinary offence committed by him and give him an<br />

opportunity to make, on the spot, oral representations thereon<br />

to such UniKL Authorities.<br />

STUDENT CODE OF CONDUCT<br />

(2) Upon imposition of the punishment referred to in paragraph (1),<br />

the UniKL Authorities shall forthwith deliver to the student a<br />

written notice of such imposition in such form as the Dean of<br />

Student Affairs may direct and where the punishment imposed<br />

is a fine, the provisions of the rules herein shall apply.<br />

(3) The provisions of this rule shall apply notwithstanding any<br />

other provisions to the contrary in these Rules.<br />

8.27 Accommodation Rules<br />

8.27.1 Students must obey UniKL accommodation rules.<br />

8.28 Dining Area Rules<br />

8.28.1 Students must wear appropriate attire while being in dining<br />

area.

being in the dining area.<br />

8.29 Library Rules<br />

8.29.1 Students must obey all UniKL library rules.<br />

H. Group Activities<br />

STUDENT CODE OF CONDUCT<br />

8.30 Gatherings<br />

8.30.1 All planned gatherings must obtain prior written approval from<br />

UniKL. The gathering must adhere to the rules and<br />

requirements set by UniKL and any planning, facilitating,<br />

organising, attending or joining any gatherings or meetings<br />

on campus premises that have not been granted approval<br />

by the UniKL or picketing or demonstrating without approval in<br />

UniKL Campus or premises shall tantamount to an offence.<br />

8.30.2 No student, and no organisation, body or group of students<br />

shall, without the prior permission of the Dean or of a person<br />

authorised in writing by the Dean to grant such permission,<br />

organise convene or call, or cause to be held, organised,<br />

convened or called, or be in manner involved in holding<br />

organising, convening or calling, or in causing to be held,<br />

organised, convened or called, or in doing any act towards<br />

holding, organising, convening, or calling , any assembly of<br />

more than five persons in any part of UniKL Campus on any<br />

land or in any building belonging to or under the possession or<br />

control of UniKL or used for the purposes of UniKL.<br />

8.30.3 In granting the permission referred to in paragraph 8.30.2 the<br />

Dean or the person authorised by him to grant such permission<br />

may impose such restrictions, terms or conditions in relation to<br />

the proposed assembly.<br />

8.30.4 No student shall knowingly attend or participate in an assembly<br />

held in contravention of paragraph 8.30.2 or 8.30.3.<br />

8.31 Student Activities<br />

8.31.1 All students’ group activities must originate through student<br />

organisations which are recognised by UniKL.<br />

8.31.2 Students are not allowed to facilitate, organise or join any off<br />

campus activities whether as groups or as student bodies<br />

without obtaining prior approval or written permission from<br />

UniKL, and shall adhere to all directives and rules imposed by<br />

UniKL.

8.31.3 Students are not allowed to facilitate, organise or join any<br />

student activities through any student bodies without prior<br />

written approval or directive from the relevant UniKL<br />

authorities.<br />

8.31.4 Students are not allowed to invite any outside participation<br />

into the UniKL Campus premises for any student body<br />

activities without obtaining written approval or directive from<br />

UniKL Authorities.<br />

8.31.5 Students are not allowed to manage, collect or help to collect<br />

any money or donation in campus for oneself or for others<br />

without obtaining written approval or directive from UniKL.<br />

8.31.6 Students are not allowed to participate in any anti-government<br />

activities or anti-UniKL activities.<br />

8.32 Relations with external bodies (not part of UniKL)<br />

8.32.1 Students must adhere to clause 47(1) of the IPTS (Private<br />

higher learning institutions) Act 1996 that prohibits:<br />

An individual, while being a student of a private higher<br />

learning institution, from becoming a member or having<br />

alliances with any political party, labour union, establishment,<br />

association, organisation, body or group, unless permission<br />

has been granted by the Chief Registrar of the IPTS:<br />

whether or not it was established under any law and<br />

whether in or out of Malaysia<br />

Establishments, associations, organisations, bodies or groups<br />

union, organisation, body or group, unless permission has<br />

been granted by the Chief Registrar of the IPTS:<br />

whether or not it was established under any law; and<br />

whether in or out of Malaysia.<br />

( c ) An individual, while being a student of a private higher learning<br />

institution, and any establishment, association, organisation,<br />

body or student group of private higher learning institutions<br />

that states or does anything that can be considered as:<br />

(i)<br />

showing support or sympathy to or objections against any<br />

political party or labour union or

(ii)<br />

showing support or sympathy to any illegal establishment,<br />

association, organisation, body or group.<br />

8.33 Illegal groups<br />

8.33.1 A student is not allowed to establish or become a member of<br />

or have alliances in any way with any illegal groups such as<br />

gangs or other groups of a similar nature within or outside the<br />

campus.<br />

I. Publications<br />

8.34 Document publication<br />

8.34.1 A student and an establishment, body or student group<br />

cannot publish, share or distribute any documents within or<br />

outside the campus without prior written approval from the<br />

UniKL.<br />

8.34.2 A student is not allowed to do live or recorded broadcasting<br />

illegally.<br />

8.34.3 A student or an establishment, body or student group IS<br />

NOT ALLOWED to publish, share or distribute any brochures,<br />

leaflets (pamphlets) or publications that contain slander,<br />

instigations or grievances, including but not limited to<br />

electronic publications in the internet, against UniKL or UniKL<br />

Residents.<br />

8.34.4 Dissemination of information through facilities such as e-mail<br />

and the Internet that are provided by UniKL must adhere to<br />

the UniKL Code.<br />

8.34.5 No student, and no organisation, body or group of students,<br />

shall:<br />

a) make or cause to be made or do any act towards making or<br />

causing to be made; or<br />

b) fly, exhibit, display or in any manner make use of or cause to<br />

be flown, exhibited, displayed or in any manner made use of, or,<br />

c) own or have in his or its possession, custody or control; any<br />

flag, banner, placard, poster, emblem or other device which is<br />

conducive to the promotion of immorality, indiscipline,<br />

disorder, disobedience or contravention of these Code.<br />

8.34.6 No student and no organisation, body or group of students<br />

shall publish distribute or circulate any document within or

outside UniKL Campus provided however the Dean or its<br />

representative authorised in writing, may give the consent for<br />

such publication subject only to the conditions that may be<br />

imposed as the Dean or its representative deems fit for such<br />

particular consent.<br />

The permission required under this rule shall be in addition to<br />

any license, permit or any other form of authorisation which<br />

may be required under any other written law.<br />

8.35 Other Matters<br />

8.35.1 Students are not allowed to conduct any business activities<br />

within campus premises without prior approval.<br />

8.35.2 Students are obligated to report an illness that is contagious<br />

and dangerous, to the Medical Officer of UniKL. Failure to do<br />

so shall tantamount to a breach of this Code.<br />

8.35.3 Students shall not hinder or disturb any teaching, learning,<br />

research, administration or any activities that are being<br />

conducted under the directive or with the approval of UniKL.<br />

8.35.4 Any act of contravention with any current laws of Malaysia<br />

including any by laws, enactments or statutes passed by the<br />

Malaysian Parliament or regulation imposed by the Malaysian<br />

authorities by any student shall tantamount to an offence<br />

under this Code. In furtherance thereof, any act by any<br />

student that may in any reasonable person’s opinion is<br />

uncommon with the natural act of any reasonable person<br />

shall also be determined as an offence under this Code.<br />

STUDENT CODE OF CONDUCT<br />

8.35.5 Any act of criminal in nature penalised under the Penal Code<br />

(F.M.S. Cap. 45) (Act 574) or the Dangerous Drugs Act, 1952<br />

shall tantamount to a major offence.<br />

8.36 Compoundable offences<br />

8.36.1 Violation of rules in the Student Code of Conduct that<br />

originates from committing offences under the following<br />

clauses:<br />

shall subject to a compoundable offence.<br />

STUDENT CODE OF CONDUCT<br />

8.36.2 UniKL Authorities is authorised to compound any student for<br />

breach of any of the offences relating to the above<br />

immediately in the event such breach is committed within the<br />

sight or hearing of the UniKL Authorities.<br />

8.36.3 For the purpose of immediate compounding by UniKL<br />

Authorities regulated under 8.36.2 above, all compounds<br />

issued by any of the UniKL Authorities shall be made via a<br />

prescribed form and upon issuance of such form containing<br />

details of the offender, nature of the offence, time and date,<br />

the student or offender so compounded shall acknowledge<br />

such form and pay to UniKL Authorities the prescribed fine.<br />

8.36.4 In the event the student shall be a repeat offender of any of<br />

the compoundable offences or that the student shall be an<br />

offender to any of the compoundable offences for more than 3<br />

times, the student shall be referred by UniKL Authorities to<br />

the DAC.<br />

9.0 PRINCIPLE FOR DETERMINING WRONGDOING<br />

In determining whether a wrongdoing has been proven or not, the<br />

principle of “innocent until proven guilty” is used.<br />

10.0 PROCEDURES FOR DISCIPLINARY ACTION<br />

When Chairman of the Disciplinary Action Committee (DAC) receives a<br />

report from any UniKL Authorities or Examination Secretariat or Police or<br />

others (incident report) regarding a disciplinary misconduct or a violation<br />

of any rule or finds that a student has committed an offence, the DAC<br />

shall immediately inform the Disciplinary Action Committee Secretariat<br />

(DACS) to record such report. DAC shall reside to ascertain the type of<br />

offence, whether minor or major or serious major.<br />

10.1 Disciplinary action procedures for misconduct<br />

10.1.1 When the DAC has established a prima facie for disciplinary<br />

misconduct case by a student, the DAC shall decide the<br />

category of the offence.<br />

10.1.2 In the event the offence is an offence compoundable under<br />

section 8.36.4 of this Code, the DAC may immediately decide<br />

or impose appropriate sanction, subject always to the guilty<br />

plea by the offender.

10.1.3 However, in the event the offence is such that it is not<br />

compoundable under Section 8.36, the DAC shall instruct the<br />

DACS to issue a letter to the said alleged offender and/or<br />

student to attend the DAC hearing. If the alleged offender<br />

shall plea guilty then an appropriate sanction will be imposed.<br />

If the said student shall plea not guilty then the case shall<br />

proceed to a trial.<br />

10.1.4 DACS shall notify the alleged offender the time and date for<br />

the trial and shall act as secretary and recording officer during<br />

the trial.<br />

10.1.5 If the accused/student does not attend the hearing or<br />

questioning session when asked to do so, the session will be<br />

proceeded without the student.<br />

10.1.6 In a DAC hearing session, the accused student has the right<br />

to bring any evidence, witness, a friend or a representative<br />

from the Student Representative Council to help him/her in<br />

the questioning session. The accused student or his/her<br />

assistant must be given the opportunity to question any<br />

witness on his/her own behalf or on behalf of the accused<br />

student. No documented testimonials can be used against<br />

the accused unless he/she had already been given a copy<br />

of the document or had already been granted access to it.<br />

The chairman of the Disciplinary Action Committee must<br />

ensure that the panel proceedings are conducted in an<br />

amicable manner.<br />

STUDENT CODE OF CONDUCT<br />

10.1.7 The accused student shall be granted a grace period of 2<br />

weeks after the decision made by the DAC to appeal<br />

regarding the matter to the Appeal Committee.<br />

10.1.8 The Appeal Committee may reconsider the decision made by<br />

the DAC to re-classify the misconduct from a minor to a major<br />

offence or vice-versa if there are valid reasons<br />

10.1.9 to do so and/or reconsider the decision for the punishment<br />

and/or the outcome of the trial.<br />

10.1.9 Notwithstanding herein stated, in the event the charge for<br />

the alleged offender indicates the punishment of suspension<br />

or dismissal, the findings by DAC of the trial shall be<br />

forwarded to the Disciplinary Council (DC) for decision. DC<br />

may proceed with the recommendation of the DAC or<br />

otherwise recall all proceeding records for examination and<br />

recall witnesses and the DACS for confirmation.

10.1.10 Upon satisfaction therefrom, the DC shall decide either to<br />

dismiss or to recommend other punishment to DAC. All of the<br />

DC’s findings and decision shall be recorded by the Disciplinary<br />

Council Secretariat (DCS).<br />

STUDENT CODE OF CONDUCT<br />

10.1.11 In the event DC shall endorse the recommendation of DAC or<br />

the DC is satisfied that the punishment for such offence by<br />

the alleged offender shall be dismissal, DC shall instruct DCS<br />

to immediately issue a suspension or dismissal and/or<br />

expulsion notice to the offender.<br />

10.1.12 The offender is given a grace period of 2 weeks after the<br />

decision made by the DAC to appeal regarding the matter to<br />

the Appeal Committee at UniKL branch campus level.<br />

(Excluding suspension and dismissal cases).<br />

10.1.13 The offender is given a grace period of 2 weeks after the<br />

decision made by the DC to appeal regarding the matter to<br />

the Appeal Council at the UniKL Chancellery. (Only for<br />

suspension and dismissal cases).<br />

10.2 Disciplinary action procedures for misconduct<br />

For the procedures for the offences stated below, the following steps will<br />

be taken in addition to the existing procedures for disciplinary action.<br />

When a student or DAC Secretariat receives a statement of<br />

acknowledgement from any UniKL authorities or Examination Secretariat<br />

or Police or others that there is strong evidence that the accused<br />

student had committed the offence, the university can immediately<br />

suspend the student from all activities for two (2) weeks, while waiting<br />

for the case to be brought to the DAC and for a decision to be made on<br />

the punishment. The DAC must convene and come to a decision as<br />

quickly as possible after the 2 weeks suspension period. If the student is<br />

convicted, the mandatory punishment which is expulsion from the<br />

university should be recommended or issued to The Disciplinary Council.<br />

The cases that fall under this category are:<br />

Indecent behaviour<br />

To be pregnant or cause pregnancy out of wedlock.<br />

Actions that endanger own life or life of others<br />

Does anything that endangers the life and safety of his/her own or others

Use of Violence<br />

A student in any establishment, body or student group is<br />

prohibited from performing, organising, managing or helping to<br />

conduct, or joining in any activity that involves violence, black-mail,<br />

molest, disturbance of peace and so on towards any party, student<br />

or non-student, within or outside the campus.<br />

Involved directly or indirectly in any ragging or bullying or abusive<br />

activities or anything similar to it within or outside the campus.<br />

Employ violence, attack or threaten to attack or cause injury or<br />

threaten to cause injury to any UniKL residents or non-residents<br />

Rioting or behaving wildly or quarrelling or fist fighting or fighting or<br />

using physical violence on any UniKL residents anywhere or on nonresidents<br />

within UniKL premises.<br />

Outrage the modesty or attempt to outrage the modesty of, any<br />

party within campus premises or UniKL residents anywhere, or nonresidents<br />

within the campus premises.<br />

Drugs and poisons<br />

Possesses, or supervises, or is control of any drugs or poisons. Drugs<br />

are defined according to the Dangerous Drugs Act 1952.<br />

Gives, supplies, distributes or offers or makes preparation to give,<br />

supply, distribute or offer any kind of drugs or poisons to any person.<br />

Weapons and dangerous substances<br />

Possesses, or supervises, or is control of any dangerous weapons<br />

or explosive substances. Weapons are defined according to the Fire<br />

Arms Act 1971.<br />

Demonstration<br />

Be involved in any activity or displaying any behaviour within or outside<br />

UniKL campus that could ruin the good name of UniKL including<br />

attending political rallies or demonstration or involve in any group, legal or<br />

illegal, that may cause embarrassment to UniKL or any of its staff and<br />

students

A student is not allowed to establish or become a member of or have<br />

Police Case<br />

Any act of criminal in nature penalised under the Penal Code (F.M.S.<br />

Cap. 45) (Act 574) or Dangerous Drug Act, 1952 shall tantamount to a<br />

major offence.<br />

11.0 DISCIPLINARY ACTION<br />

For misconduct classified as a minor offence:<br />

The DAC can issue the following actions:<br />

a. Warning or Final Warning<br />

Warning or Final Warning is defined as a verbal statement or<br />

admonition uttered or written to a student regarding his/her<br />

misconduct. A written statement of the warning will be issued<br />

to the student soon after.<br />

b. Reference to Counselor<br />

The DAC can refer the student to the Counselor for a counseling<br />

session if they fill that the student requires monitoring.<br />

c. Fine / Penalty<br />

The DAC can impose a penalty on a student according to the<br />

Penalty Amount which is approved by the UniKL. (Refer to<br />

Penalty System)<br />

d. Hostel Removal<br />

The DAC can revoke the student rights to use the residential<br />

facilities.<br />

For misconduct classified as a major offence:<br />

The DAC can impose on a student, any one of the following or a combination<br />

of any of the following punishments:<br />

a. Fine not exceeding five hundred Ringgit (RM500.00)<br />

If the punishment imposed on a student is in the form of a fine, then the<br />

DAC will state the amount of the fine, which the student should pay within<br />

the set period.

b. Payment for cost of damages caused to the university’s<br />

facilities or to a third party that is claiming from the<br />

university<br />

The DAC will decide on the compensation amount after examining the<br />

said damages.<br />

c. Withdrawal of usage rights to UniKL facilities<br />

The DAC will state the period and the terms of withdrawal of<br />

usage rights to any or all of the facilities provided by UniKL.<br />

d. Community Service not exceeding 100 hours<br />

The DAC will decide on the total number of service hours<br />

based on the degree of seriousness of the offence committed<br />

by the student.<br />

e. Suspension from the UniKL academic programme<br />

The DAC will decide on the period and type of suspension from<br />

the UniKL academic programme.<br />

f. Expulsion from UniKL<br />

STUDENT CODE OF CONDUCT<br />

Expulsion is defined as the complete removal from the UniKL<br />

academic programme, which means that the affected student<br />

can no longer continue with his/her study at UniKL or join in<br />

any activities that are conducted in UniKL. For this Dismissal<br />

and suspension cases, the DAC must recommend the case to<br />

the Disciplinary Council.<br />

12.0 APPEALS AGAINST DISCIPLINARY ACTION<br />

12.1 A student who is not satisfied with the disciplinary action or punishment<br />

served on him by DAC can appeal in writing to the Appeal Committee or<br />

the Dean within fourteen (14) days from the date of receipt of the letter<br />

conveying the decision.<br />

12.2 A student who is not satisfied with the disciplinary action or<br />

punishment (suspension and dismissal) served on him by DC can<br />

appeal in writing to the Appeal Council or the President of UniKL within<br />

fourteen (14) days from the date of receipt of the letter conveying the<br />

decision.<br />

12.3 When an appeal is received by the Dean, he/she must instruct the<br />

Appeal Committee to prepare all supporting documents related with the<br />

case and conduct the appeal meeting within 5 working days.

12.4 The Dean will make a decision based on the recommended review by<br />

the Appeal Committee on the previous punishment.<br />

12.5 When an appeal is received by the President, he/she must instruct the<br />

Appeal Council to prepare all supporting documents related with the<br />

suspension and dismissal case and conduct the appeal meeting within 5<br />

working days.<br />

STUDENT CODE OF CONDUCT<br />

12.6 The President will make a decision based on the recommended review<br />

by the Appeal Council on the previous punishment.<br />

12.7 The decision made by the Appeal Committee and Appeal Council are<br />

final.<br />
