1991-5, the number of malfunctioning hydraulic lift incidences has increased to 19 percent<br />
(1,366/7,121). This probably reflects increased public transit ridership and not a decrease in PTC<br />
lift safety. During the 1991-5 period, 71.6% of the lift injury incidences involved van/MPVs and<br />
19.5% involved buses. From 1973-91, five lift or ramp-related fatalities occurred. No fata1itit.s<br />
were recorded for lifts or ramps between 1991 and 1995. Of the lift-related incidences in whic h<br />
injury occurred in 1991-1995; 27.3% were minor, 69.5% were moderate, and 3.1% were serioiis<br />
and of those only 4.4% required hospitalization. The annual number of persons injured in lift-<br />
equipped bus and van incidences in NEISS is small - 248 [(1,238)/5] per year.’ The agency<br />
believes these were predominantly older persons. The agency notes that 73% percent of the<br />
NEISS wheelchair/motor vehicle incidences involved disabled persons at least 60 years. <strong>NHTSA</strong><br />
is very concerned about the safety of older and elderly persons.<br />
Based on Access Board performance and design guidelines, the agency has developed objectit e<br />
test specifications for the following items: a platform lift deflection test, a static load test, an<br />
inner roll stop test, a dynamic outer barrier test and a slip resistance test. These are considered<br />
<strong>NHTSA</strong> “value added” improvements.<br />
There are several areas where <strong>NHTSA</strong> developed performance requirements in direct support If<br />
the ADA guidelines or developed requirements undefined by the ADA (e.g., design load, the TVC<br />
