Am flwyddyn i fod yn Gadeirydd Plaid Cymru!<br />

Yn gyntaf, hoffwn ddiolch i’n Prif Weithredwr, Rhuanedd<br />

Richards, a’i thîm. Mae wedi arwain ein staff ymroddgar<br />

mewn ffordd egwyddorol, hyderus a deallus. Rydym yn<br />

ffodus i’w cael i gyd.<br />

Dewisom Arweinydd newydd. Diolch i’r tri ymgeisydd<br />

am ymgyrchoedd cadarnhaol oedd yn edrych tuag at<br />

y dyfodol. Croesawyd y cyfle gan aelodau i drafod ein<br />

dyfodol a dyfodol ein cenedl. Roedd yn ysbrydoledig, ac<br />

rydym i gyd yn edrych ymlaen at ddyfodol cyffrous, o dan<br />

gyfarwyddiaeth ein harweinydd newydd, Leanne Wood.<br />

Llongyfarchiadau!<br />

Roeddem yn gwybod y byddai etholiadau lleol Mai<br />

yn anodd. Ar ran y Blaid gyfan hoffwn ddiolch i bob<br />

ymgeisydd, a’u cefnogwyr, am ymgyrch bositif a<br />

chadarnhaol. Dan amgylchiadau heriol ac amodol<br />

collwyd cynrychiolwyr cymuned gwerthfawr. Ond hefyd<br />

enillwyd peth tir newydd. Ers hynny, rydym wedi ennill<br />

isetholiadau yn y Barri ac Ynys Môn. Ein prawf nesaf<br />

bydd etholiadau lleol Ynys Môn yn 2013. Byddwn yn<br />

barod am yr her!<br />

Mae wedi bod yn gyfnod o adlewyrchu yn ogystal â<br />

gweithredu. Rydym wedi cymryd golwg hir a chaled ar<br />

ein hunain. Rydym yn gwybod ein bod angen newid,<br />

ac rydym yn gwybod sut. Rydym wedi croesawu<br />

argymhellion adroddiad Camu Mlaen/Moving Forward.<br />

Bydd newidiadau mawr. Bydd cynhadledd arbennig ym<br />

mis Tachwedd yn newid ein strwythurau, eu hadnewyddu<br />

ar gyfer y 21ain Ganrif.<br />

Yr her nawr yw cryfhau ar lawr gwlad. Rydym angen<br />

arian. Rydym angen aelodau, 24% o gynnydd ers<br />

llynedd, ond dim ond dechrau yw hyn! Rydym angen<br />

arwyr ardal i fynd a’r frwydr dros ddyfodol Cymru i bob<br />

stryd. Wrth i ni baratoi am ein cynhadledd gyntaf a<br />

ysbrydolir gan Leanne fel ein harweinydd newydd rydym<br />

yn croesawu’r her. Rydym yn barod.<br />

What a year to Chair Plaid Cymru!<br />

First, my thanks to our Chief Executive, Rhuanedd<br />

Richards, and her team. She’s led our dedicated,<br />

committed staff with integrity, courage and intelligence.<br />

We are lucky to have them all.<br />

We chose a new Leader. Thank you to all three<br />

candidates for positive, forward looking campaigns.<br />

The opportunity to debate our future and the future of<br />

our nation was seized by members. It was inspiring,<br />

and we are all looking forward to an exciting future,<br />

guided and directed by our new Leader, Leanne Wood.<br />

Congratulations!<br />

May’s local elections were always going to be tough.<br />

On behalf of the whole Party I’d like to thank every<br />

candidate, and their supporters, for a good fight well<br />

fought. In the face of a tide there was little we could do;<br />

we lost some irreplaceable community representatives.<br />

But we also gained some new ground. Since then we’ve<br />

won by-elections in Barry and in Ynys Mon. Our next test<br />

will be Ynys Mon local elections, 2013. We will be ready!<br />

It’s been a period of reflection as well as action. We’ve<br />

taken a long, hard look at ourselves. We know we need<br />

to change, and we know how. We have embraced the<br />

recommendations of the Camu’n Ymlaen / Moving<br />

Forward report. There will be big changes. A special<br />

conference in November will transform our structures,<br />

getting them fit for the 21st Century.<br />

Now the challenge is strength on the ground. We need<br />

cash. We need members. 24% up on last year, but that’s<br />

just a start! We need community champions to take the<br />

fight for the future of Wales to every street corner. As<br />

we look forward to our first full conference inspired by<br />

Leanne as our new Leader we embrace the challenge.<br />

EUROPEAN PARLIAMENT<br />

GROUP REPORT<br />

Mae dwy agwedd i fy swydd. Fel ASE yn gweithio ar<br />

draws yr ‘etholaeth’ gyfan ac yn y senedd, ac fel Llywydd<br />

ASE EFA yn hyrwyddo polisïau’r Blaid, yn enwedig<br />

Annibyniaeth yn Ewrop.<br />

Mae’r flwyddyn ddiwethaf wedi cael ei goruchafu gan<br />

yr argyfwng economaidd. Cyhoeddais “Argyfwng Parth<br />

yr Ewro: Papur Safle Plaid Cymru”. Siaradais yn y ddadl<br />

seneddol arbennig yn beirniadu methiant mesurau llymder,<br />

gan amlygu twf diweithdra ymysg pobl ifanc yma, a<br />

chynnydd mewn colli gwaith, yn enwedig ymysg merched.<br />

Rwyf yn parhau gyda fy ngwaith hir-sefydlog ar Gronfeydd<br />

Strwythurol. Mae hwn wedi bod yn flwyddyn allweddol<br />

gan fod deddfwriaeth ar gyfer 2014-2020 yn cael ei<br />

gytuno. Rwy’n chwarae rhan lawn, yn seiliedig ar fy<br />

mhrofiad, yn hyrwyddo’r rhaglen hanfodol yma.<br />

Siaradais yn y digwyddiad trawsbleidiol yn y Cynulliad<br />

Cenedlaethol i hyrwyddo’r Dreth ar drafodion cyfnewid<br />

(‘Treth Robin Hood’) a phleidleisio o’i blaid yn y senedd<br />

lle cafodd ei gymeradwyo. Bydd yr incwm ychwanegol a<br />

gynhyrchir yn gadarnhaol i’n heconomi cenedlaethol.<br />

Hefyd o ran swyddi, rwy’n cymryd rhan flaenllaw yn<br />

ymgyrchu dros gaffael lleol o nwyddau a gwasanaethau.<br />

Rwy’n llefarydd Gr ŵp ar y Gyfarwyddiaeth newydd.<br />

Lansiais “Ymgyrch Prynu’n Lleol” yn y Sioe Frenhinol, gan<br />

alw ar 75% o gaffael cyhoeddus i gael ei darfu o fewn y<br />

wlad hon.<br />

Mae Cynlluniau Datblygu’n Lleol (CDL) yn parhau i fod yn<br />

ddadleuol yn genedlaethol. Rwy’n gweithio gyda nifer o<br />

grwpiau ymgyrchu, cynghorwyr ac aelodau pryderus am yr<br />

effeithiau ar eu cymunedau lleol a’r iaith Gymraeg. Rwy’n<br />

herio’r Prif Weinidog i gyfiawnhau’r amcanestyniadau<br />

poblogaeth enfawr a thargedau tai, ac ailraddio tir<br />

amaethyddol i gynnwys datblygiadau o’r fath. Comisiynais<br />

asesiad effaith iaith a chymuned ac rwyf wedi tynnu sylw’r<br />

Comisiynydd Iaith i’r risgiau cynhenid mewn CDL ar hyn o<br />

bryd.<br />

Rwyf wedi parhau i bwyso am adolygiad o’r ddeddfwriaeth<br />

Tagio Defaid yn Electroneg (TDE). Rwyf hefyd yn<br />

gweithio’n agos gyda’n hundebau ffermio a sefydliadau<br />

gwledig ar drafodaethau Polisi Amaeth Cyffredin (PAC)<br />

cyfredol.<br />

Rwy’n cefnogi cytundebau gorfodol rhwng ffermwyr<br />

a chynhyrchwyr llaeth ac rwy’n llefarydd Gr ŵp ar<br />

strategaeth lles anifeiliaid ar y pwyllgor amaethyddiaeth.<br />

Rwy’n aelod o’r gr ŵp ymgyrchu GMO.<br />

Ym mhob agwedd o fy ngwaith, rwy’n hyrwyddo’r genedl,<br />

anghenion y bobl ac egwyddorion ein Plaid.<br />

Jill Evans ASE<br />

There are two aspects to my role, as MEP working across<br />

in the whole ‘constituency’ and in parliament, and as<br />

President of the EFA MEPs promoting party policies,<br />

especially Independence in Europe.<br />

The past year has been dominated by the economic crisis.<br />

I published “The Eurozone Crisis: A Plaid Cymru Position<br />

Paper”. I spoke in the special parliamentary debate<br />

criticising the failure of austerity measures, highlighting<br />

growing youth unemployment here, and increasing job<br />

losses, especially amongst women.<br />

I continue my long-standing work on Structural Funds.<br />

This has been a key year as legislation for 2014-2020 is<br />

being agreed. I play a full part, based on long experience,<br />

promoting this essential programme.<br />

I spoke at the cross-party event in the National Assembly<br />

to promote the Financial Transaction Tax (‘Robin Hood<br />

Tax’) and voted for it in parliament where it was approved.<br />

The extra income generated will be positive for our<br />

national economy.<br />

Also on the jobs front, I’m heavily involved in campaigning<br />

for local procurement of goods and services. I’m a Group<br />

spokesperson on the new Directive. I launched a ‘Buy<br />

Local Campaign’ at the Royal Welsh Show, calling for 75%<br />

of public procurement to be sourced within this country.<br />

Local Development Plans (LDP) continue to be<br />

contentious nationally. I work with several campaign<br />

groups, councillors and members concerned about<br />

impacts on their local communities and the Welsh<br />

language. I am challenging the First Minister to justify the<br />

enormous population projections and housing targets,<br />

and the regrading of agricultural land to accommodate<br />

such developments. I commissioned a language and<br />

community impact assessment and have drawn the<br />

Language Commissioner’s attention to the risks inherent in<br />

current LDPs.<br />

I have continued to press for a review of the Electronic<br />

Sheep Tagging (EID) legislation. I am also working closely<br />

with the our farming unions and rural organisations on<br />

current Common Agriculture Policy (CAP) negotiations.<br />

I support mandatory contracts between farmers and dairy<br />

producers and am Group spokesperson on animal welfare<br />

strategy on the agriculture committee. I am a member of<br />

the GMO campaign group.<br />

In all my work, I promote the nation, the people’s needs<br />

and our party’s principles.<br />

report<br />

Croeso i Aberhonddu ac i Gynhadledd Flynyddol Plaid<br />

Cymru 2012. Mae’n rhoi pleser mawr i mi fod yn rhan<br />

o’r ymdrechion i ddod a’r gynhadledd i’r dref farchnad<br />

hanesyddol hon ar odre Bannau Brycheiniog. Gobeithiaf<br />

y bydd hwn yn gyfle i greu perthynas gryfach rhwng Plaid<br />

Cymru a’r ardal yma o Dde Powys.<br />

Un o brif nodweddion fy mlwyddyn gyntaf fel Prif<br />

Weithredwr oedd i ddysgu o’r gorffennol er mwyn<br />

adeiladu ar gyfer y dyfodol. Efallai bod dadansoddiad<br />

gonest Dr Eurfyl ap Gwilym a’r tîm yn adroddiad Camu<br />

Mlaen sy’n esbonio pam,13 mlynedd ar ôl datganoli, yr<br />

ydym yn wrthblaid a ddim y blaid fwyaf yng Nghymru,<br />

wedi bod yn ddigon i’n difrifoli, ond roedd yn gatalydd<br />

arbennig hefyd ar gyfer ysgogi syniadau newydd a<br />

derbyn nad ydy ‘busnes fel yr arfer’ yn ddewis i ni.<br />

Bydd argymhellion yr adroddiad yn cymryd amser i’w<br />

gweithredu ac i ddwyn y ffrwyth etholiadol yr ydym yn<br />

dymuno gweld. Mae gwaith ar ran fwyaf yr argymhellion<br />

eisoes ar droed, ac er byddwn yn ddiamynedd gyda<br />

chyflymder y newid, yn enwedig yn dilyn canlyniad<br />

etholiad Llywodraeth Leol, mae’n rhaid i ni ei gael e’n<br />

iawn.<br />

Rhaid mai ein nod, yn strategol, yw i safleoli’r Blaid<br />

yn y fath fodd lle y gallwn ymgorffori’r dyfodol sydd ei<br />

angen ar Gymru, ac rwy’n falch o ddweud y bu nifer<br />

o ddatblygiadau pwysig yn hyn o beth. Mae’r Fforwm<br />

Polisi newydd eisoes yn cynhyrchu gwaith a fydd yn<br />

ffurfio rhan o’n rhaglen gadarnhaol yn y dyfodol ac rwy’n<br />

edrych ymlaen at glywed canlyniadau’r comisiynau polisi<br />

newydd hefyd. Mae ein trefniadaeth ar lawr gwlad yn<br />

cael ei hailwampio, ac mae ein hymdrechion i wella a<br />

moderneiddio ein hymgyrchu hyd yma wedi arwain at<br />

enillion pwysig mewn isetholiadau diweddar.<br />

Mae Academi’r Blaid yn cael ei ddatblygu gyda<br />

hyfforddiant yn cael ei drefnu i swyddogion etholaethol<br />

yn nes ymlaen eleni. Bydd hefyd hyfforddiant lefel uchel<br />

ar gyfer cyfathrebwyr allweddol y Blaid yn ystod yr<br />

wythnosau nesaf.<br />

Tra bod cyllid yn parhau i fod yn anodd, rydym wedi<br />

mwy na haneru dyledion a gafwyd yn ystod etholiadau<br />

diwethaf y Cynulliad a San Steffan, ac mae ein hincwm<br />

aelodaeth fisol wedi cynyddu o 16% ers yr adeg yma y<br />

llynedd.<br />

Rwy’n ddiolchgar iawn i bawb sydd wedi gweithio<br />

gyda staff T ŷ Gwynfor yn ystod y flwyddyn- mae eich<br />

cefnogaeth wedi bod yn aruthrol.<br />

Gobeithiaf y bydd y gynhadledd hon yn gyfraniad pwysig<br />

arall i ddatblygiad Plaid Cymru.<br />

Welcome to Brecon and to Plaid Cymru’s Annual<br />

Conference 2012. It gives me enormous pleasure to<br />

have been a part of the effort to bring our conference to<br />

this historic market town in the foothills of the Brecon<br />

Beacons. I sincerely hope this will be an opportunity to<br />

forge a strengthened relationship between our party and<br />

this area of South Powys.<br />

A key feature of my first year as Chief Executive has been<br />

to examine the past in order to build for the future. Dr<br />

Eurfyl ap Gwilym and the team’s honest analysis in the<br />

Moving Forward report of why, 13 years after devolution,<br />

we are in opposition and not the biggest party, may have<br />

been sobering reading for many, but it was an important<br />

catalyst for motivating new thinking and accepting<br />

that ‘business as usual’ is not an option. The report’s<br />

recommendations will take time to implement and to bear<br />

the electoral fruit that we desire. Work on the majority<br />

of the recommendations is however underway, and<br />

whilst we shall be impatient with the speed of change,<br />

particularly following the Local Government election<br />

result, we must get it right.<br />

Our collective aim must be to position the party<br />

strategically in such a way that we can embody the future<br />

that Wales wants and I am delighted to say that there<br />

have been a number of important developments in this<br />

respect. The newly established Policy Forum is already<br />

generating work which will form a part of our positive<br />

programme for the future and I look forward to hearing<br />

the outcomes of the new policy commissions too. Our<br />

organisation at grass roots level is being overhauled, and<br />

our efforts to improve and modernise our campaigning<br />

have so far resulted in some important, recent byelection<br />

gains.<br />

The new Plaid Academy is being developed with<br />

training being planned for constituency officials later<br />

this year. There will also be high level training for our key<br />

communicators during the next few weeks.<br />

Whilst finances remain difficult, we have more than<br />

halved the debts incurred during the last Assembly and<br />

Westminster elections, and our monthly membership<br />

income has increased by 16%.<br />

I am very grateful to all those who have worked with the<br />

T ŷ Gwynfor staff throughout the year - your support has<br />

been tremendous.<br />

I hope this conference will be another important<br />

contribution to the progress of our party.<br />

Assembly Report<br />

Bu’n flwyddyn gyffrous ac arwyddocaol i’r grwp wrth i<br />

gyfnod Ieuan ddod i ben fel Arweinydd ac i ni groesawu<br />

Leanne yn ei le. Ni fu newidiadau sylweddol yng<br />

nghyfrifoldebau’r aelodau er mwyn sicrhau parhad a<br />

sefydlogrwydd. Gallwn ymfalchïo fel grwp ac fel Plaid bod<br />

ein gwaith yn Llywodraeth Cymru’n Un yn dwyn ffrwyth.<br />

Mae Comisiwn Silk yn dangos cynnydd addawol iawn a<br />

all weddnewid gwleidyddiaeth Cymru ac o ran y Gymraeg<br />

mae’r Strategaeth ar waith, a’r Comisiynydd wedi<br />

cyhoeddi cyfres o safonau heriol, diolch i’r Blaid.<br />

Ers dechrau tymor y pedwerydd Cynulliad mae’r grwp<br />

wedi blaenori cefnogi’r economi er mwyn gwarchod<br />

ein cymunedau a’n pobl ifanc rhag canlyniadau<br />

gwaetha’r wasgfa ariannol a’r dirwasgiad cyffredinol<br />

yng ngwledydd y Gorllewin. Bu’r grwp, dan arweiniad<br />

Ieuan ac Alun Ffred yn pwyso ar y Llywodraeth i ddod a<br />

rhaglen gyfalaf gynhwysfawr ymlaen i roi hyder i’r sector<br />

adeiladu a chreu cyfleon gwaith. Bu’r grwp hefyd yn<br />

annog y Llywodraeth i geisio ffyrdd amgen o godi arian er<br />

mwyn ychwanegu at y rhaglen gyfalaf a datblygu seilwaith<br />

ddiffygiol Cymru. Araf a di fflach oedd yr ymateb. Aeth<br />

blwyddyn heibio cyn i raglen gyfalaf ymddangos a does<br />

dim manylion am ymdrechion Llywodraeth Cymru i gael<br />

pwerau benthyg tebyg i’r rhai a gyhoeddwyd ar gyfer yr<br />

Alban a Gogledd Iwerddon. Slogan ddiystyr oedd addewid<br />

Llafur i ‘sefyll I fyny dros Gymru.’<br />

Mae Elin Jones a Simon Thomas wedi herio’r Gweinidog<br />

Iechyd yn gyson ar raglen drawsnewid y Gwasanaeth<br />

Iechyd ac addewid Llafur i beidio israddio ysbytai<br />

cyffredinol. Profodd datganiadau diweddar y Byrddau<br />

Iechyd mai addewidion gwag oedd rhai’r Llywodraeth.<br />

Bu Llyr Huws Gruffydd ar flaen y gad yn beirniadu tro<br />

pedol Llafur ar raglen gwaredu’r diciau mewn da byw, a bu<br />

ef a Rhodri yn ymladd ar ran buddiannau’r cynhyrchwyr<br />

llaeth. A bu nifer o’n haelodau yn amddiffyn buddiannau<br />

pysgotwyr y glannau rhag cynllun y Llywodraeth i wahardd<br />

pysgota a gweithgareddau eraill oddi ar arfordir Cymru<br />

a threfnwyd lobi effeithiol gan Elin ar ran y pysgotwyr. O<br />

dan gadeiryddiaeth Dafydd Elis Thomas mae’r pwyllgor<br />

wedi cynhyrchu adroddiadau effeithiol ac arwyddocaol i<br />

hyrwyddo cynaliadwyedd yng Nghymru.<br />

Dim ond cipolwg sydd yma ar weithgarwch manwl<br />

a thrwyadl yr aelodau yn y Cynulliad a dim ond trwy<br />

gydweithio’n effeithiol gallwn brofi i bobl Cymru ein bod yn<br />

Blaid sy’n haeddu eu ffydd a’u cefnogaeth.<br />

Alun Ffred Jones - Cadeirydd<br />

It has proved to be an exciting and significant year as<br />

Ieuan’s term came to an end and Leanne took his place.<br />

There were no major changes in members’ responsibilities<br />

to ensure continuity and stability.<br />

As a group and as a party we should be proud that our<br />

work in the One Wales Government is bearing fruit. The<br />

Silk Commission is making encouraging progress which<br />

may lead to far ranging changes to Welsh politics. In terms<br />

of the Welsh language the Strategy is being implemented<br />

and the Commissioner has announced challenging<br />

Standards, thanks to Plaid’s efforts.<br />

Since the beginning of the fourth assembly the group<br />

has prioritised supporting the economy to protect our<br />

communities and young people from the ravages of<br />

the fiscal belt tightening and the general recession in<br />

the Western economies. Ieuan and Alun Ffred have<br />

consistently pressed the Government to bring forward<br />

a comprehensive capital programme to give confidence<br />

to the construction sector and create job and training<br />

opportunities. As a group we have also encouraged the<br />

Government to seek alternative funding mechanisms to<br />

supplement the capital programme and improve Wales’<br />

poor infrastructure. The response has been slow and<br />

uninspiring. A year passed before an infrastructure plan<br />

was put forward and no details are forthcoming on the<br />

Welsh Government’s attempts to obtain borrowing powers<br />

similar to those in place for Scotland and Northern Ireland.<br />

Labour’s slogan to ‘Stand up for Wales’ was meaningless.<br />

Elin Jones and Simon Thomas have consistently<br />

challenged the Health Minister on the transformation<br />

programme in the health sector and Labour’s election<br />

promise not to downgrade District Hospitals. Recent<br />

announcements by the Health Boards prove how<br />

misleading these promises were.<br />

Llyr Huws Gruffydd led the charge in condemning<br />

Labour’s u-turn on the programme to get rid of TB in<br />

cattle and both he and Rhodri have been very active in<br />

protecting milk producers in their battle with processors.<br />

A number of members have been active in defending<br />

inshore fishermen from the Government’s proposals to set<br />

up Highly Protected Marine Conservation zones and Elin<br />

arranged an extremely effective lobby on their behalf in<br />

the Assembly. Under Dafydd Elis Thomas the Environment<br />

Committee has produced effective and significant reports<br />

to promote sustainability in Wales.<br />

This is only a snapshot of the detailed and rigorous work<br />

of our members in the Assembly but by working together<br />

effectively we can prove to the people of Wales that we<br />

are a party which deserves their faith and support.<br />

Mae Plaid Cymru eto wedi dangos ei gryn ddylanwad yn<br />

Senedd y DG dros y flwyddyn diwethaf.<br />

Plaid Cymru have again punched well above their weight<br />

in the UK Parliament in the last year.<br />

• Arweiniodd ymchwiliad Elfyn Llwyd i’r gyfraith stelcian<br />

at Lywodraeth y DG yn cynnwys ei argymhellion yn<br />

y Protection of Freedoms Act 2012 a dderbyniodd<br />

Gydsyniad Brenhinol fis Ebrill 2012. Derbyniodd yr<br />

ymchwiliad ganmoliaeth helaeth a chryn sylw yn y<br />

wasg.<br />

• Roedd Araith ddiweddar y Frenhines yn cynnwys<br />

polisiau hirsefydlog Plaid Cymru megis cyflwyniad<br />

Ombwdsman Groseri a diwygio’r sector bancio.<br />

Bydd ASau Plaid Cymru yn brwydro i sicrhau fod y<br />

Yn y sesiwn nesaf, bydd Plaid Cymru yn parhau i geisio<br />

dadleuon pellach ar faterion Cymreig yn Senedd y DG, a<br />

pharhau i gynyrchioli diddordebau Cymreig yna.<br />

• Elfyn Llwyd’s inquiry into stalking led to the UK<br />

government including his recommendations in the<br />

Protection of Freedoms Act 2012 which received<br />

Royal Assent in April 2012. The inquiry was widely<br />

praised and received significant press coverage.<br />

• The recent Queen’s Speech included long standing<br />

Plaid Cymru policies including the introduction of a<br />

Groceries Ombudsman and reform of the banking<br />

sector. Plaid MPs will fight to ensure that these<br />

policies are not watered down.<br />

• Plaid’s criticism of the UK’s austerity economic policy<br />

carried out by the Conservatives and Labour has<br />

been proved correct by official statistics showing that<br />

the UK had entered a ‘double dip’ recession.<br />

• Plaid Cymru have called for a Barnett consequential<br />

on the £33bn investment on High Speed 2 rail in<br />

England, worth £1.9bn to Wales.<br />

• Dafydd Wigley has spoken out frequently about the<br />

problems with the Welfare Reform Bill, including the<br />

impact upon disabled people and changes in housing<br />

rules, and spoke in crucial debates where the Con-<br />

Dems were defeated in three votes.<br />

• Hywel Williams led the joint Plaid Cymru/SNP debate<br />

on public sector pensions, following the party’s<br />

strong support for the N30 strike.<br />

• Plaid Cymru opened 2012 by hosting a debate<br />

against Con-Dem government proposals on regional<br />

pay.<br />

• Plaid Cymru have continued to make the argument<br />

for devolving powers to Wales, particularly through<br />

the Silk Commission.<br />

• Jonathan Edwards hosted a debate on devolving<br />

energy powers to Wales, where Labour voted against.<br />

In the coming session, Plaid Cymru will seek further<br />

debates on Welsh affairs in the UK Parliament and will<br />

continue to stand up for Welsh interests<br />

Mae’n bleser gen i adrodd fod Datganiadau Ariannol<br />

Blynyddol Plaid Cymru ar gyfer y flwyddyn 2011 wedi<br />

eu cyflwyno i’r Comisiwn Etholiadol a gellir eu darllen ar<br />

wefan y Comisiwn: www.electoralcommission.org.uk.<br />

Tra bod sail asedau’r Blaid yn dal yn weddol gryf, dengys<br />

y cyfrifon hyn rai o’r heriau ariannol mawr sy’n wynebu<br />

Plaid Cymru.<br />

Yn y tymor byr, rhaid i gyfrifon y Blaid ddychwelyd i<br />

fod yn wastad er mwyn adeiladu “cist ymgyrch” cyn<br />

Etholiadau Cynulliad Cenedlaethol 2016. Mae angen<br />

buddsoddi o’r newydd yn ein sustemau ymgyrchu<br />

a chyfathrebu gan gymryd mantais lawn o botensial<br />

technoleg newydd - ond mae angen adnoddau er mwyn<br />

gwneud hynny.<br />

Rhaid i ni hefyd ystyried strwythur ariannol y Blaid ar<br />

lefel leol. Rhaid i ni fod mewn sefyllfa i ddeall pam fod<br />

Etholaethau gydag aelodaeth debyg mor wahanol eu<br />

perfformiad ariannol. Mae rhai yn cyfrannu’n hael at y<br />

blaid yn genedlaethol ac yn gallu ymgyrchu’n effeithiol<br />

trwy gydol y flwyddyn. Nid oes gan eraill, mewn meysydd<br />

lle’r ydym yn etholiadol gryf, y gallu ariannol i ymladd<br />

ymgyrchoedd etholiadol effeithiol. Rwy’n awyddus iawn<br />

i dderbyn ymateb gan etholaethau a changhennau ar sut<br />

mae’r drefn newydd o drosglwyddo arian i etholaethau yn<br />

hytrach na changhennau yn gweithio.<br />

Mae’n dda gennyf ddweud fod y penderfyniadau ariannol<br />

anodd a gymerwyd yn ail hanner 2011 wedi dechrau<br />

dwyn ffrwyth. Rwy’n hynod ddiolchgar i Geraint Day am<br />

ei gyfraniad wth lywio’r broses anodd hynny, ac mae’r<br />

penderfyniadau a wnaed, wedi gosod sail i’r disgyblaeth<br />

newydd sydd i’w gweld yn ngweithrediadau’r Swyddfa<br />

Genedlaethol ers penodi Rhuanedd Richards. Mae<br />

disgyblaeth ariannol yn her i ni gyd - yn enwedig i’r sawl<br />

ohonom sy’n ymladd etholiadau; ond rwy’n siwr y bydd<br />

y cyfeillion sy’n ymladd yr etholiadau Ewropeaidd a San<br />

Steffan nesaf yn deall fod yn rhaid i etholiadau 2016 fod<br />

yn flaenoriaeth.<br />

Yr wyf yn arbennig o ddyledus i aelodau Pwyllgor Cyllid<br />

ac Adnoddau’r Blaid, sydd yn parhau i chwarae rhan<br />

lawn a gweithgar yn rheoli cyllid y Blaid o fis i fis. Carwn<br />

nodi fy niolchgarwch i aelodau’r Pwyllgor: Richard Grigg,<br />

Janet Davies, Glyn Erasmus, Peter Fenner, Chris Franks,<br />

Mererid Jones ac Ian Titherington.<br />

I am pleased to report that Plaid Cymru’s Annual<br />

Financial Statements for the year 2011 have been<br />

presented to the Electoral Commission which can be<br />

viewed on the Commission’s website:<br />

www.electoralcommission.org.uk.<br />

While the Party retains a relatively strong asset base,<br />

these accounts demonstrate some of the major financial<br />

challenges facing Plaid Cymru.<br />

In the short term, the Party’s accounts must return to<br />

balance so that an appropriate “campaign chest” can<br />

be rebuilt in advance of the 2016 National Assembly<br />

Elections. We need new investment in our campaigning<br />

and communication systems, taking full advantage of the<br />

potential of new technology- but we need resources to<br />

do so.<br />

We must also consider the financial structure of the Party<br />

at a local level. We must be in a position to understand<br />

why Constituencies with similar memberships have such<br />

widely varying financial performance. Others, in areas<br />

of electoral strength, do not have the financial capacity<br />

to fight effective election campaigns. I am very keen<br />

to receive feedback from constituencies and branches<br />

on how the new system of transferring money to<br />

constituencies rather than branches works.<br />

I am pleased to say that the difficult financial decisions<br />

made in the second half of 2011 have started to<br />

take effect. I am extremely grateful for Geraint Day’s<br />

contribution in shaping the difficult process, and the<br />

decisions made, have provided a basis for the new<br />

discipline that can be seen in the National Office’s work<br />

since the appointment of Rhuanedd Richards. Financial<br />

discipline is a challenge for us all- especially for those<br />

of us that fight elections; however I’m sure our friends<br />

fighting the next European and Westminster elections<br />

understand that the 2016 elections must be a priority.<br />

I am especially grateful to members of the Finance and<br />

Resources Committee, which continues to play a full<br />

and active part in managing the finances of the Party<br />

from month to month. I wish to note my gratitude to the<br />

members of the Committee: Richard Grigg, Janet Davies,<br />

Glyn Erasmus, Peter Fenner, Chris Franks, Mererid Jones<br />

and Ian Titherington.<br />

Conference resolves to create the Hydrogen economy in Wales with all haste, and the utilization of other green house<br />

gases like methane, from a variety of sources e.g. Landfill gas, etc, to utilize the power of the Fuel Cell invented by Sir<br />

William Robert Groves QC from Swansea, some 200 years ago.<br />

Conference recommends that all renewable spare capacity created by wind, sea, solar, hydro, and anaerobic digesters<br />

or landfill bio-reactors (sites), as well as base load production from fossil and nuclear fuels to be usefully stored, (through<br />

hydrogen storage tanks) for use when needed.<br />

Conference recommends the use of Hydrogen and or methane powered fuel cells in municipal fleet vehicles. Also,<br />

Conference encourages the creation of a distribution fuel network throughout Wales, as envisaged by the University of<br />

Glamorgan study.<br />

Conference welcomes the Tata infrastructure investment that captures Hydrogen from the steel making process and<br />

encourages the surplus sale of these gasses to municipal vehicles, or to assist with the reduction of internal energy<br />

costs of steel making.<br />

Conference believes and supports a massive shift to hydrogen production to feed vehicular transport, and take Wales<br />

out of the dependence on OIL as a transport or heating fuel medium.<br />

Conference notes that there is no independent body that can make judgements on sharing expenditure between the<br />

four countries in Britain according to the Barnett Formula when disputes arise. Discussions take place, but, in the end,<br />

the Treasury in London has the final say. Often, decisions are made which are not fair to all parties regarding expenditure<br />

which is considered ‘U.K. spend’. Expenditure on the Olympic Games is an obvious example.<br />

1. Friends of the Earth’s finding that in order to meet the target of cutting Wales’ emissions by 40% by 2020, 400,000<br />

houses, or a third of the current stock, must be refurbished in the next ten years to a level that cuts their carbon<br />

emissions by over 60%.<br />

2. The Welsh Government’s Programme for Government Annual Report which forecasts that approximately 1500 homes<br />

are expected to benefit from the second stage of its energy efficiency scheme, Arbed.<br />

Conference calls upon the Welsh Government to upscale its home energy efficiency schemes in order to cut emissions,<br />

create jobs and combat fuel poverty.<br />

Conference further calls upon the Welsh Government to initiate a National Programme of installing solar panels, other<br />

Conference notes:<br />

1. The current cycle of Structural Funds programmes will come to an end in 2013. The new cycle will begin in 2014 and<br />

will end in 2020.<br />

2. Latest GDP figures suggest that West Wales and the Valleys will be eligible for another round of Convergence funding<br />

(70.1% of EU average).<br />

3. East Wales will probably qualify for funding under the Regional Competitiveness and Employment objective (102.7%<br />

of EU27 GDP).<br />

Conference regrets:<br />

1. That even after 2 two rounds of Structural Funds, Wales is relatively poor compared to the rest of Europe.<br />

Conference further notes:<br />

1. That the European Commission wants all future Structural Fund investments to be focused on the Europe 2020 goals:<br />

‘More Jobs and Better Lives – through Smart, Sustainable and Inclusive economic growth’. These goals include:<br />

• 75% of the EU population aged 20-64 in employment<br />

• Europe 2020 targets on climate change/energy to be met<br />

• 20 million fewer people to be at risk of poverty<br />

2. That the European Commission’s proposals include the introduction of ‘Partnership Agreements’. These Partnership<br />

Agreements will set out the Member State’s specific development needs and how each of the funds will be used to<br />

address these.<br />

3. The introduction of macro-economic conditionalities. This is to ensure that Member States don’t run up “excessive<br />

deficits”. Where Member States fail to meet agreed macroeconomic targets the European Commission will have the<br />

power to amend Member States’ Partnership Contract or to suspend and even cancel funds.<br />

4. The new proposals specify a ring-fencing of 5% of structural fund allocations to support integrated actions for<br />

sustainable urban development. The European Commission has stated that it is up to Member States to qualify what<br />

constitutes “urban”.<br />

5. The new proposals emphasise that when funds are widely dispersed, money ends up being wasted. So funds will<br />

need to be focused more on flagship initiatives and bigger projects.<br />

1. Expresses concern regarding Estyn’s finding that less than 40% of pupils eligible for free school meals achieve 5 or<br />

more GCSEs at A* to C compared with around 70% of non-FSM pupils.<br />

2. Notes the Welsh Government’s introduction of banding for secondary schools in Wales and its intention to introduce<br />

banding for primary schools in Wales.<br />

3. Believes that banding does not provide a complete view of a school’s performance and its use should be limited to<br />

securing the necessary support for any school to improve in those areas measured by banding.<br />

4. Calls upon the Welsh Government to use schools as community assets to hold lifelong learning classes to improve<br />

communities’ skills.<br />

1. That no publicly owned rail track in Wales will be electrified before 2017.<br />

2. That the main railway line between London and Glasgow was electrified in 1974.<br />

3. That 40% of UK rail lines are electrified.<br />

4. That, irrespective of decisions on electrifying track on the Great Western Main Line and the Valleys Lines, Wales is<br />

well behind many countries in Europe and the rest of the UK in terms of electrification.<br />

5. That the UK Government are proposing to spend more than £30bn on High Speed 2 (HS2) linking London with<br />

Birmingham, Manchester and Leeds with minimal positive impact upon Wales and possibly serious negative<br />

consequences for the economy of some parts of Wales.<br />

6. That precedents have been established by the Olympic Games and Crossrail, where non-devolved spending<br />

projects eventually generated funding consequentials for Wales following negotiations between the Welsh and UK<br />

Government.<br />

7. That the Barnett consequential for HS2 for Wales would be £1.9bn.<br />

Conference reaffirms:<br />

1. That a modern, advanced transport network is vital to the economic and social viability of Wales.<br />

2. That Welsh transport policy should be determined by the Welsh Government.<br />

Conference calls:<br />

1. On the UK Government to recognise that HS2 is a scheme which should generate a Barnett consequential for Wales.<br />

2. On the Welsh Government to fully make the case for a fair share of rail investment for Wales, as a result of Wales<br />

being economically disadvantaged by the development of HS2 in England.<br />

3. On the Welsh Government to use this money prudently to invest in Welsh transport infrastructure to develop<br />

quality public transport networks throughout all parts of Wales to improve our economy and social links, with this<br />

infrastructure investment creating jobs in the construction sector and assisting a long-term all-Wales economic<br />

4. On the Welsh Government to begin developing a feasibility study for the eventual electrification of the North Wales<br />

Second Homes and New Housing<br />

(Newport Branches / Carmarthen West and South Pembrokeshire Constituency)<br />

Conference notes:<br />

1. The current decline in population within the Pembrokeshire national park. Recent data from statistics Wales states<br />

that the population could drop to a low of 19,600 by 2031, a decline of 12% compared to an all-Wales rise of 11%<br />

over the same period. Recent statistics also show that 40% of houses within Tenby’s town walls are second homes,<br />

which are usually left empty during the winter months.<br />

Conference is concerned:<br />

1. That with the increasing age of the population within the park and the lack of opportunities for young people to<br />

purchase houses. And that Pembrokeshire’s population aged under 16 is projected to decrease throughout the<br />

projection period from 3,600 in 2006 to 2,600 in 2031, a decrease of almost a third (29.1%), this coincides with an<br />

increase in the over-65’s.<br />

Conference further notes:<br />

1. The inadequacy of unitary and local authority LDP and UDPs in regard to new housing provision, particularly<br />

affordable housing, and that new housing developments often fail to address the needs of both Wales and the<br />

local community. Furthermore local community and Welsh businesses often see little benefit as new houses are<br />

constructed and sold.<br />

Conference condemns:<br />

1. Developers’ and councils’ failure to utilise local business and Welsh enterprise when constructing and selling new<br />

homes.<br />

Conference calls:<br />

1. For The Welsh Assembly to legislate if necessary so that all councils and developers are ensuring that Welsh<br />

business benefits from new LDP and UDP housing as much as possible.<br />

2. For sustainable local procurement of both labour and materials to be weighted favourably in the tendering process,<br />

and for the Welsh government to educate procurement authorities in the sympathetic interpretation of procurement<br />

legislation to ensure maximum benefit for Welsh business.<br />

3. For Plaid Cymru to oppose the exclusive promotion of new LDP and UDP housing developments to the public<br />

outside of Wales, and to urge the Welsh government to legislate if necessary to ensure houses built in Wales are<br />

promoted in Wales.<br />

4. For special planning permission to be introduced in order to convert a property from a main home to a second home.<br />

Conference believes that local planning authorities should have the power to determine the suitable level of second<br />

homes in a particular area, and determine when saturation point for second homes as been reached.<br />

Council Tax Benefits<br />

National Assembly Group<br />

Conference regrets:<br />

1. That the UK coalition Government has implemented cuts to council tax benefit as part of its welfare reform agenda.<br />

And notes:<br />

1. That as of April 1st 2013 council tax benefits will be devolved to Wales, Scotland and to English local authorities<br />

following a 10% budget cut.<br />

2. That the Scottish Government has already signalled its intention to make up the 10% budget cut in order to<br />

safeguard the most vulnerable people in society.<br />

Conference deplores:<br />

1. That the Labour Welsh Government has refused to make up the 10% budget cut from their own resources.<br />

2. That the Labour Welsh Government has already stated in writing that it will pass these cuts on to local authorities.<br />

3. That Labour has abandoned its pre-election commitment to “stand up against the Tory cuts”.<br />

4. That Labour has directly contradicted its Programme of Government commitment to reduce poverty in Wales.<br />

Conference therefore:<br />

1. Calls on the Welsh Government to make up the 10% budget cut in Wales for at least a period of one year, in order<br />

to give the Government, National Assembly and local authorities a further year’s breathing space to develop a<br />

sustainable and fair Welsh council tax benefit system.<br />

1. According to the latest statistics from the Office for National Statistics, youth unemployment in Wales stands at<br />

23.4% – some 50,110 people between the ages of 16 and 24 who are not employed but are available and looking for<br />

work;<br />

2. The percentage of young people in Wales who are currently unemployed is higher than the UK figure of 21.9%;<br />

3. The Labour Welsh Government’s ‘Growth Wales’ project will support a maximum of 4,000 people a year, each being<br />

supported for only 6 months, without explanation of further support after this period;<br />

Conference further notes that:<br />

1. 19 out of 22 local authorities in Wales are youth unemployment hotspots, as identified by the Commission on Youth<br />

Unemployment ;<br />

2. The Commission report published in February 2012 stated that youth unemployment would cost the exchequer £4.8<br />

billion and cost the economy £10.7 billion in lost output, and that the more long term effects of youth unemployment<br />

at its current levels will ‘ratchet up further future costs of £2.9 billion and £6.3 billion p.a. for the economy in lost<br />

output’. It also stated that ‘the net present value of the cost to the Treasury, even looking only a decade ahead, is<br />

approximately £28 billion’.<br />

Conference therefore believes that:<br />

1. Tackling youth unemployment is key to ensuring Wales’s long-term recovery from the current economic downturn;<br />

2. In order to secure real, sustainable recovery, we must see investment not austerity;<br />

Conference recognises:<br />

1. That Plaid Cymru councils have supported young people, particularly in Caerphilly and Gwynedd by investing in new<br />

training schemes for young people and supporting those setting up their own companies and social enterprises, in<br />

addition to supporting small and medium size businesses with loans.<br />

Conference resolves to call on the Welsh Government to:<br />

1. Provide an urgent update on talks about unlocking borrowing powers inherited from the abolition of the WDA;<br />

2. Pursue the Treasury’s agreement to launch a Build for Wales investment vehicle;<br />

3. Commit to revise and expand the local authority borrowing scheme and aim to double it to £350 million;<br />

4. Create a similar programme for tapping into Housing Association borrowing powers to generate around £150million,<br />

thereby potentially financing a £1 billion investment programme to support the Welsh economy for the next few<br />

years, safeguarding and creating new jobs;<br />

5. Make the case for devolving powers over job-search provision including JobCentrePlus in order to develop a Welsh<br />

solution to employment issues;<br />

6. Create a scheme to support 30,000 apprenticeships, and extend the Young Recruits programme which would<br />

provide a wage subsidy to employers taking on additional apprentices;<br />

7. Develop a modern, high value in-work training programme to increase the employability of young people to prepare<br />

them for work like the scheme created in Caerphilly under Plaid Cymru’s leadership;<br />

8. Support small and medium enterprises with ‘local loans funds’, as in Gwynedd under Plaid Cymru’s leadership.<br />

The Future of Afghanistan<br />

Conference expresses its concerns regarding AWEMA, the Ethnic Minority Support Charity which has now been<br />

wound up. Conference believes there needs to be far more transparency given the fact that the officers at AWEMA<br />

were high profile supporters of the Welsh Government party and there appear to have been no checks and balances in<br />

monitoring their activities, resulting in a massive loss of public money. Conference believes a Charity Commissioner for<br />

Wales should be appointed. The Charity Commission for England & Wales has seen a number of charities fail in Wales.<br />

Conference condemns a lack of transparency regarding how charities in Wales have been monitored and audited from<br />

Liverpool.<br />

The future of the University of Wales<br />

(Caernarfon Branch)<br />

Conference notes:<br />

1. Its sadness at the enormous problems at the University of Wales which have brought shame on the whole university<br />

sector in Wales and which led to the remarkable decision by the University Council on 21 October 2011 to dissolve<br />

the University whilst at the same time to unite with the University of Wales Trinity Saint David.<br />

2. That no independent enquiry has been conducted to identify the weaknesses in the internal management of the<br />

University which led to the disaster and also into the ineffective manner in which the University Council regulated the<br />

way in which the University conducted itself..<br />

Conference calls:<br />

1. On the Welsh Government to establish an independent inquiry into what happened at the University of Wales with<br />

the objective of learning lessons in order to ensure that this type of situation will not happen again in any of our<br />

universities.<br />

2. Upon Plaid Cymru Assembly Members to reject any measure that would unite the University of Wales with Trinity<br />

Saint David University but to press the Welsh Government to work with others to establish a new independent trust<br />

to take responsibility for all the current assets of the University of Wales in order that they be used to ensure the<br />

future of the University of Wales Press, the University of Wales Dictionary, the Centre for Advanced Celtic Studies<br />

and Gregynog and to promote relevant research.<br />

Devolution of Broadcasting<br />

(National Assembly Group)<br />

Conference calls on the Welsh Government:<br />

1. To press the UK Government to devolve responsibilities for broadcasting to the National Assembly for Wales, to<br />

allow BBC Wales to administer its own budget, but with regulatory and other overview responsibilities to rest with<br />

our national legislature, to ensure that BBC Wales puts the interest of Wales first, and in reflecting our culture, our<br />

concerns and our aspirations, it is not distracted by funding issues decided in London.<br />

2. To note with concern the long-term funding position for S4/C beyond 2016, and to take responsibility for finding a<br />

solution that ensures the viability of the channel in perpetuity, including the establishment of a transparent liaison<br />

committee between the channel and the National Assembly, and to provide support where required in allowing it to<br />

grow from a channel into a hub for the language, providing services online and to the curriculum.<br />

3. To note with concern ongoing cuts to the BBC in Wales and its potential impact on reporting on Welsh life,<br />

particularly to its political unit, and to make representations to the BBC to ensure that its coverage reflects and<br />

scrutinises our devolved settlement.<br />

4. To take steps to provide the right business environments in which indigenous news organisations can be created<br />

and prosper while taking advantage of the opportunities offered by digital media, to recognise that print media faces<br />

an extremely adverse future, and to ensure that journalists’ skills are not lost if the organisations they work for cease<br />

to operate, to press for digital inclusion so that no one in Wales is excluded from accessing the internet because of<br />

location or inability to pay for it.<br />

Community Renewable Energy<br />

contribute up to 63,000Kw of renewable energy in Wales.<br />

Conference notes that students who have successfully obtained a degree in their subject of choice, cannot under the<br />

current WG rules of funding for University students, obtain any further WG funding if they wish to continue to study for a<br />

PhD. Conference further notes that funding is available for students who wish to continue to study for a PGCE teaching<br />

qualification, but not for a student who wishes to lecture in Higher education, or specialise in a research field for which a<br />

PhD is a requirement.<br />

Conference believes that this policy hinders the development of a pool of highly educated personnel in Wales that will in<br />

turn harm the prospects of Wales in the 21st century economy.<br />

Conference therefore calls on the WG to introduce regulations that will enable all students to access funding to further<br />

their studies beyond degree level.<br />

The Eurozone Crisis<br />

Conference notes:<br />

1. The Financial Crisis and the Sovereign Debt Crisis in Europe have led to the near economic collapse of many<br />

member states of the European Union, particularly within the Eurozone.<br />

2. The reaction to these crises has been an attempt to entrench neo-liberal economics into the EU, especially through<br />

the Fiscal Pact.<br />

3. The outcome of austerity has been a dramatic rise in unemployment and homelessness. The young and women have<br />

been particularly badly affected by this, including in Wales.<br />

Conference believes:<br />

1. It was the speculative actions of a de-regulated banking sector that was the primary cause of the economic crises<br />

that Wales and Europe now face.<br />

2. Ordinary citizens and the most vulnerable in society should not be the ones who pay for the mistakes of the financial<br />

elite.<br />

3. Further public spending cuts in Wales will lead to further poverty. This is unacceptable given that West Wales and the<br />

Valleys already have a GDP below 75% of the EU average, meaning the area qualifies for the maximum level of EU<br />

aid, and Wales as a whole already suffers from the lowest GDP in the UK.<br />

4. Major imbalances in wealth in the EU were a further cause of the current crises and must be tackled.<br />

Conference resolves:<br />

1. Not to entrench austerity into the EU. The emphasis must shift to creating jobs, stimulating growth and the drive<br />

towards a low-carbon, sustainable economy.<br />

2. To create a truly central bank for Europe where the European Central Bank (ECB) becomes the lender of last resort<br />

for government debt, up to a fixed threshold, and widens its policy goals to include financial stability and long-term<br />

economic growth.<br />

3. To enact a strengthened Cohesion Fund that will tackle the pernicious imbalances of development and growth in the<br />

EU, with increased use of the European Investment Bank as a means of investment and development.<br />

4. To bring about a Financial Transaction Tax so that those who caused the crises through their speculative, and often<br />

damaging, transactions begin to pay tax on those speculative transactions. We also call for proper regulation of the<br />

financial sector, as laid out in the Vickers Independent Commission on Banking Report.<br />

5. That greater democratisation of the EU must take place. The EU is now taking very difficult economic decisions that<br />

have a very real impact on citizens in Europe and further afield. These decisions must be seen to have democratic<br />

legitimacy and must be made with the full inclusion of the directly elected European Parliament.<br />

6. Given the current crises to defer any decision on joining the Euro until the end of the decade, whilst maintaining the<br />

Party’s criteria for Eurozone entry after such time. This means retaining Sterling as the currency for Wales for the<br />

foreseeable future.<br />

Young People’s Political Participation<br />

(Preseli Pembrokeshire Constituency)<br />

Conference reaffirms that it is Plaid Cymru policy to support a reduction in the age of voting and eligibility for political<br />

office, at all levels of representation (local, national and European).<br />

Conference believes that in particular, young people should be entitled to take part in decisions about the future of their<br />

nation.<br />

Conference therefore calls for young people aged 16 and over to be included in any referendum on independence for<br />

Wales.<br />

Conference calls on the Government of Wales and the Plaid group in the National Assembly to explore the possibility of<br />

allowing young people to take part in local elections in Wales.<br />

Conference also reaffirms Plaid’s support for the Votes at 16 campaign, and calls on all members of the Plaid group in<br />

Protection of District General Hospitals<br />

1. The current plans of the Welsh Government to downgrade services from some District General Hospitals in Wales.<br />

2. The University of Sheffield study into distance and mortality in 2007 that found that each additional 10km of straight line<br />

distance from hospital increased mortality by 1%, and that other studies have confirmed the link between time taken to<br />

receive treatment and poorer outcomes<br />

3. That the removal of A+E and other emergency services from District General Hospitals will increase the risk to patients.<br />

4. That one of the justifications used by the Welsh Government for the removal of these services is the alleged difficulty of<br />

recruiting staff. Conference notes that this justification is in itself an indictment of the Labour Party’s record of managing<br />

the NHS over the past 15 years.<br />

1. To rebuild the NHS in Wales to provide a modern 21st century health service that meets the needs of all people in<br />

Wales, without discrimination against patients in rural areas.<br />

3. To ensure that where clinical evidence conclusively demonstrates the need for centralising treatment into a specialist<br />

centre, that patients do not suffer financially, and that good transport and transfer arrangements are in place.<br />

4. To ensure that the health service fully utilises ICT (telemedicine), DGHS, Community hospitals, specialist nurses, and<br />

mobile diagnostic and treatment centres to ensure that treatment is provided as close to patients’ homes as possible<br />

and travelling is minimised.<br />

Conference condemns the austerity policies of the London Coalition Government and the effect that it is having on<br />

1. Scrapping the nursing bursary will reduce the supply of nurses into the profession and restrict nursing as a career<br />

option for people on low incomes.<br />

1. Establishing facilities in Swansea and Bangor for the training of doctors and other health professionals<br />

2. Providing finance for young people from Wales from low income backgrounds to study and train to become doctors<br />

in Wales in exchange for them guaranteeing an agreed number of years service in the Welsh NHS<br />

3. Increasing the share of medical research that comes to Wales<br />

4. Investing in the training and ‘upskilling’ of existing staff in order to improve the quality of care<br />

5. Undertaking long term work force planning and recruiting the doctors and consultants necessary to provide a 21st<br />

century NHS throughout Wales.<br />
