1. The revised scope of work tasked by the Administrative Contracting Officer’s e-mail dated<br />

July 2, 20<strong>09</strong> is hereby formally incorporated into the <strong>Task</strong> <strong>Order</strong>. This Modification transfers a<br />

portion of the effort from CLIN 3007 to CLIN 4007 to allow MMC to invoice for the added work<br />

at Price Period 4 labor rates.<br />

2. Optional Form 347, part 17(b), Supplies or Services, is hereby modified to read as follows:<br />

This <strong>Task</strong> <strong>Order</strong>, under IDIQ Contract <strong>HSCG23</strong>-06-D-ARB001, establishes a time period and<br />

Not-to-Exceed (NTE) value for Engine Room Intake Ventilation Baffle Prototype and Testing on<br />

Hull 45602 and 45613 in accordance with the attached revised Scope of Work.<br />

The total NTE amount for this order remains at $12,000.<br />

Time and Materials CLIN 3007, Technical Services NTE amount is hereby changed from<br />

$12,000 to $6,000.<br />

Time and Materials CLIN 4007, Technical Services NTE amount is hereby added in the amount<br />

of $6,000.<br />

After the establishment of final costs under this <strong>Task</strong> <strong>Order</strong>, a Modification will be issued to<br />

deobligate excess funds.<br />

Period of Performance is 8 June 20<strong>09</strong> – 30 September 20<strong>09</strong>.<br />

3. All other terms and conditions of the <strong>Task</strong> <strong>Order</strong> remain unchanged.<br />

Hull 45602 and 45613 Engine Room Intake Ventilation Baffle<br />

1.0 Background:<br />

1.1 Operational Testing and Evaluation (OT&E) of the RB-M has indicated<br />

that water intrusion into the Engine Room may occur through the intake<br />

demisters. Intrusion has been observed to occur through routine cleaning<br />

of demisters with fresh water hoses as well as in conditions of following<br />

seas when green water has been taken over the stern.<br />

1.2 The Government has developed a baffle concept that is approximately 5”<br />

high to capture any water that intrudes past the intake demisters prior to<br />

making it into the ducting on the RB-M. Photographs of the area and a<br />

concept design of this baffle have been provided as enclosure (1).<br />

1.3 The Government requests that the Contractor perform engineering design<br />

services to validate the baffle concept, recommend specific design<br />

configuration, and incorporate the baffle as a prototype on Hull 45602 in<br />

order to test any effect on engine performance.<br />

1.4 For any vendor support the Contractor intends to obtain as a material cost<br />

estimated to exceed $500 under this order, aside from prototype materials,<br />

Engine Original Equipment Manufacturer (OEM) performance testing,<br />

and Gas free testing for welding the Contractor shall obtain Contracting<br />

Officer’s approval in advance of the purchase.<br />

2.0 Requirements: The Contractor shall evaluate the prototype in the following methods.<br />

2.1 Technical Evaluation of Concept: The Contractor shall evaluate the<br />

concept design of this baffle to determine whether the height of the baffle<br />

will result in any adverse effects on engine performance.<br />

Recommendations to improve performance, such as increased height or<br />

fwd location shall be provided.<br />

2.2 Technical Design Review – At least 3 business days prior to the<br />

installation, a technical design review shall occur to present the baffle<br />

prototype design and available revised calculations. The review shall<br />

finalize Government and Contractor expectations of prototype baffle<br />

installation and testing.<br />

2.2.1 [<strong>A00001</strong>] Installation of the Baffle Prototype on Hull 45602: The<br />

Contractor shall install the prototype baffle on Hull 45602 during<br />

an upcoming availability<br />

2.2.2 The prototype shall be installed in accordance with all relevant<br />

requirements of the RB-M Production Contract, <strong>HSCG23</strong>-06-D-<br />

ARB001.<br />

2.2.3 Engine performance prior and after installation of the baffle will be<br />

tested to ensure engine performance is not significantly altered.<br />

Engine OEM representatives shall be present to perform these tests<br />

prior to and after baffle prototype installation to certify the engine<br />

performance.<br />

2.2.4 Air velocity at engine room side of the intake will be measured and<br />

recorded at 10 speeds to include idle, cruise speed (30 kts), and<br />

Max speed (42.5+ Kts) both prior to and after the installation of the<br />

baffle. Engine RPM shall be recorded for each speed.<br />

2.2.5 Engine room/Atmospheric differential pressure shall be measured<br />

and recorded with a manometer at 10 speeds to include idle, cruise<br />

speed (30 kts), and Max speed (42.5+ Kts) both prior to and after<br />

the installation of the baffle. Engine RPM will be recorded for each<br />

speed.<br />

2.3 [<strong>A00001</strong>] Installation of the Baffle Prototype on Hull 45613: The<br />

Contractor shall install the prototype baffle on Hull 45613 prior to<br />

Post-Construction Inspection.<br />

2.3.1 The prototype shall be installed in accordance with all relevant<br />

requirements of the RB-M Production Contract, <strong>HSCG23</strong>-06-<br />

D-ARB001.<br />

2.3.2 No additional testing shall be conducted on 45613. Engine<br />

performance data obtained during normal pre-delivery testing<br />

and trials shall be compared against the 45602 test results to<br />

verify prototype effectiveness.<br />

2.4 If the prototype baffle limits the performance of the engines resulting in<br />

failed OEM performance tests, the prototype shall be removed. All<br />

disturbed surfaces shall be returned to pre-installation conditions. This<br />

work shall be covered under a separate task order.<br />

2.5 Evaluation of Results – The Contractor shall present results of the<br />

prototype to the Government for evaluation within one week of<br />

completion of testing. The report shall document:<br />

2.5.1 The as-built configuration of the prototype using appropriate<br />

sketches and photographs.<br />

2.5.3 Data Table and plot of Engine Room Intake Air Velocity vs<br />

Engine RPM before and after install of baffle. RB-M speed and<br />

supply CFM shall also be presented in the table and the plot.<br />

2.5.4 Data Table and plot of differential pressure vs Engine RPM before<br />

and after install of baffle. RB-M speed shall also be presented in<br />

the plot.<br />

2.5.5 Data and Plots shall be available in Excel Format.<br />

2.5.6 The Government reviewed the Engine Room Ventilation<br />

Calculations (45RBM-514-003) submitted under CDRL 085-004<br />

as part of this prototype effort and identified areas that require<br />

revision. These issues are presented as Encl. (2) and were<br />

presented to MMC during an April 22 nd meeting and marked up<br />

spreadsheets were provided to the Contractor via email after the<br />

discussion.<br />
