Coast Guard cutters may use these frequencies to communicate with Navy
harbor control officials when required. 2716 kHz is normally used by
the Navy as an MF warning net in or near established harbors. Unless
otherwise directed, all ships in harbor will guard or make guardship
arrangements for this frequency.

This circuit is available to all Coast Guard ships and aircraft for
ship-to-shore CW communications. Coast Guard Coast Stations (CALL),
and National or International coast stations guarding the ship calling
bands will reply on their authorized coast station working frequencies.
Coast Guard ships and aircraft shall shift to an authorized working
frequency after communications has been established on the calling
frequencies. Coast Guard coast station working frequencies are listed
in circuits A10 or A11.
