G. Certification of Spectrum Availability. Every major new
radiocommunications or radionavigation system must be certified for
availability of spectrum before any funds can be obligated for each
phase of system procurement: planning, development, pre-production,
and production (OMB Directive A-11). Certification is obtained from
the National Telecommunication and Information Administration (NTIA),
Dept of Commerce, through Commandant (G-TTM). System project
managers shall coordinate system procurements at as early a stage as
possible with Commandant (G-TTM) to meet this requirement.
