D. International Frequency Management Procedures.<br />

1. IFRB. National frequency assignments that could cause<br />

harmful interference to foreign administrations must be<br />

registered with the International Frequency Registration<br />

Board (IFRB) of the ITU. The Commandant (G-TTM) determines<br />

which assignments meet the criterion for international<br />

registration and submits notifications to the IFRB. The<br />

IFRB examines each notification to determine if the proposed<br />

assignment is in compliance with the ITU Radio Regulations<br />

and if its use will cause harmful interference to other<br />

assignments previously registered in the Master International<br />

Frequency Register (MIFR). Approved notifications are<br />

entered into the MIFR and have international status.<br />

Notifications that are not in compliance with the Radio<br />

Regulations or it is determined that they will cause<br />

harmful interference to previously registered assignments are<br />

returned for additional coordination by the submitting<br />

administration.<br />

2. International Assignments. Frequency assignments obtained<br />

thru the JFP for stations outside the U.S. are registered with<br />

the IFRB by the host country or, in some instances, by the<br />

U.S. on behalf of the host country.
