and recommends either approval or disapproval. Approved proposals are referred to NTIA for inclusion in the Government Master File (GMF) of authorized frequency assignments. 4.C.3. Authorized Frequencies. Coast Guard frequency assignments and blanket authorizations granted by NTIA are reflected in the appropriate circuits of this plan. Specific frequency assignments currently authorized in the GMF are provided to Area, District, and Headquarters units semi annually. This list constitutes the frequency authorization for Coast Guard units to operate.
D. International Frequency Management Procedures. 1. IFRB. National frequency assignments that could cause harmful interference to foreign administrations must be registered with the International Frequency Registration Board (IFRB) of the ITU. The Commandant (G-TTM) determines which assignments meet the criterion for international registration and submits notifications to the IFRB. The IFRB examines each notification to determine if the proposed assignment is in compliance with the ITU Radio Regulations and if its use will cause harmful interference to other assignments previously registered in the Master International Frequency Register (MIFR). Approved notifications are entered into the MIFR and have international status. Notifications that are not in compliance with the Radio Regulations or it is determined that they will cause harmful interference to previously registered assignments are returned for additional coordination by the submitting administration. 2. International Assignments. Frequency assignments obtained thru the JFP for stations outside the U.S. are registered with the IFRB by the host country or, in some instances, by the U.S. on behalf of the host country.
