C. National Frequency Management Procedures.<br />

1. Authorization. National authority from NTIA is required for<br />

any use of radio frequencies by federal government stations.<br />

NTIA has issued blanket authority for the use of designated<br />

frequency bands and discrete frequencies such as; certain<br />

low power devices, distress frequencies, experimental<br />

stations, aeronautical route frequencies etc, but most <strong>Coast</strong><br />

<strong>Guard</strong> use of radio frequencies requires an assignment from<br />

NTIA.<br />

2. FAS. Frequency assignment proposals from federal government<br />

agencies are submitted to the Frequency Assignment<br />

Subcommittee (FAS) of the IRAC by the agency's FAS<br />

representative. The FAS considers each frequency proposal<br />
