B. Frequency Management Authority.<br />
1. International. International radio policy, procedures and<br />
frequency allocations are determined by periodic radio<br />
conferences and published as the ITU Radio Regulations.<br />
These regulations are applicable to the <strong>Coast</strong> <strong>Guard</strong> except as<br />
modified by national directives.<br />
2. National. National radio policy, procedures and frequency<br />
allocations for the federal governmant are determined by the<br />
NTIA thru the IRAC mechanism and by the FCC thru rule making<br />
procedures for the private sector. The authority for these<br />
agencies to regulate the use of radio is derived from the<br />
Communications Act of 1934 (as amended).<br />
3. NTIA Manual. NTIA promulgates radio policy for the federal<br />
government in the Manual of Regulations and Procedures for<br />
Federal Radio Frequency Management (commonly referred to as<br />
the "NTIA Manual"). These regulations are binding on the<br />
<strong>Coast</strong> <strong>Guard</strong> and take precedence over the ITU Radio<br />
Regulations where conflicts exist.<br />
4. FCC Rules. The FCC issues radio policy for the private<br />
sector in the FCC Rules and Regulations contained in Title 47<br />
of the code of Federal Regulations (commonly referred to as<br />
the "FCC Rules").<br />
5. MCEB. The MCEB issues radio policy for the armed forces<br />
thru appropriate service directives and publications. These<br />
regulations are binding on the <strong>Coast</strong> <strong>Guard</strong> when operating on<br />
joint or combined operations.<br />
6. Radio Policy. The Commandant(G-T) issues radio policy for<br />
the <strong>Coast</strong> <strong>Guard</strong> thru appropriate <strong>Coast</strong> <strong>Guard</strong> instructions,<br />
directives and publications.
