H. Disaster Communications Service.
1. Disaster Communication Service. The Disaster Communications
Service, composed of both government and non-government
radio stations, has been established to provide communications
in connection with disaster and other incidents involving the
loss of communications facilities normally available or
demanding the establishment of communications facilities not
normally available.
2. Coordination With Local Authority. Government operations
in the Disaster Communications Service shall be in accordance
with plans formulated by competent local authorities (duly
designated Civil Defense officials will be considered a
competent local authority in the organization or operation
of disaster communications radio networks and stations).
