Q22.01 NON-COAST GUARD SHIPS - COAST GUARD LIAISON (2K8J3E/16KF3E)<br />

2671.4(2670) 157.1 MHz<br />

Note: The carrier frequency 2670 kHz and 157.1 MHz are designated as<br />

the <strong>Coast</strong> <strong>Guard</strong> and NON-Government (NG) ship stations liaison<br />

frequencies. They are available for use by ship stations to communicate<br />

with the <strong>Coast</strong> <strong>Guard</strong> and to receive marine information and certain<br />

weather broadcast information. Policy for public use is:<br />

1. The <strong>Coast</strong> <strong>Guard</strong> encourages NG MF and VHF-FM equipped ship<br />

stations to install these frequencies for communications<br />

with the <strong>Coast</strong> <strong>Guard</strong> only. In accordance with FCC Rules,<br />

2670 kHz and 157.1 MHz are available to ship stations when<br />

authorized by their station license. Concurrence from the<br />

<strong>Coast</strong> <strong>Guard</strong> is not required.<br />

2. The District Commanders may issue a letter of concurrence to<br />

support applications to the FCC for use of these<br />

frequencies by NG coast stations to communicate with <strong>Coast</strong><br />

<strong>Guard</strong> mobile units, when the NG coast station belongs to a<br />

government organization whose operations are closely allied<br />

to operations of the <strong>Coast</strong> <strong>Guard</strong> and, in the judgement of<br />

the District Commander, whose suport is frequently<br />

necessary to more effectively carry out <strong>Coast</strong> <strong>Guard</strong><br />

missions. When an agreement for NG coast station use is<br />

given it is subject to the following conditions which<br />

should be included in the letter of concurrence:<br />

a. Use shall by limited to communications with the <strong>Coast</strong><br />

guard on matters related to safety and emergencies.<br />

b. Use will be on a not-to-interfere basis with <strong>Coast</strong><br />

<strong>Guard</strong> usage of the frequency.<br />

c. Usage authorization is on a temporary basis for a<br />

period no longer than 5 years.<br />

d. Temporary periods are renewable and require a new<br />

letter of concurrence from the District Commander.<br />

e. Letters of concurrence are issued subject to acceptance<br />

by licensee of the condition that use of this frequency<br />

will be immediately terminated on request of the <strong>Coast</strong><br />

<strong>Guard</strong> operationsr require such action.<br />

f. The <strong>Coast</strong> <strong>Guard</strong> will not support any use of 2670 kHz<br />

and/or 157.1 MHz for communications between two<br />

NON-<strong>Coast</strong> <strong>Guard</strong> users. Whenever a District Commander<br />

authorizes a NG coast station use of 2670 kHz or 157.1<br />

MHz he will forward a copy of the letter of concurrence<br />

to Commandant (G-TTM).<br />
