BLOCK 14 – DESCRIPTION OF MODIFICATION (CONTINUED) 

A. REA-007 DEFINITIZATION: This Modification incorporates and definitizes REA-007, entitled, 

“Promotional Video” at the negotiated price of $31,083. A partial Direction to Proceed (DTP) 

was given on 5 June 2007 to MMC to immediately proceed with creating the storyboard only 

IAW SOW 099-4.3 for the REA-007 effort incorporated in 099-4.2. A Full DTP was issued on 11 

July 2007. 

B. REA-011 DEFINITIZATION: This Modification incorporates and definitizes REA-011, entitled, 

“MMC Display Model Shipment” at the negotiated price of $3,963. A DTP including the shipping 

information was issued on 25 October 2007. This DTP directed MMC to proceed with REA 011, 

entitled, ”MMC Display Model Shipment”, in accordance with SOW 099-2.2 Change Language. 

This REA covers MMC's packaging and shipping costs to send their display model to New 

Orleans for the USCG Innovation Expo and return it to Marinette. 

C. REA-013 DEFINITIZATION: This Modification incorporates and definitizes REA-013, entitled, 

“Commandant Visit to Mock-Up” at the negotiated price of $5,293. The USCG Commandant 

visited MMC’s subcontractor’s facility on 11 May 2007 to view the RB-M mock-up. This visit 

caused a plant shut down for approximately 60 minutes. This REA also included shop clean up 

and safety checks of the facility. 

D. INTERIM FUNDING OF PENDING ECPs/REAs: The Contracting Officer previously 

authorized work to proceed under specified Engineering Change Proposals (ECP) and 

Requests for Equitable Adjustment (REA). The Coast Guard determined that the work 

associated with these Changes be performed without delay. Priced proposals have been 

submitted by the Contractor for fourteen Changes and the technical and pricing aspects are 

currently under Government review. For equity considerations and pending the completion of 

Coast Guard review and subsequent negotiations, this Modification sets forth interim funding for 

these Changes, so that payments may be issued toward the progress made. It is the 

Government’s intent to adjust the value of CLIN 1009 by assigning a finalized nonrecurring 

amount for each Change upon completion of negotiations. The interim funding for nonrecurring 

costs associated with pending Changes under CLIN 1009 is established at an initial price of 

$340,000. 

E. PART I – THE SCHEDULE, SECTION B - SUPPLIES OR SERVICES AND PRICES: 

1. Section B.1.1.b, CLIN 1009, entitled, “Post Award Changes to RB-M Detailed Design” 

is increased by $340,000 from $206,308 to $546,308 for interim funding of pending REAs and 

ECPs. 

2. Section B.1.1.b, CLIN 1010, entitled, “Post Award Changes Other Than RB-M Detailed 

Design” is added in the amount of $40,339 for the definitization of REA-007, REA-011 and REA- 

013. 

3. Section B.1.1.b CLIN 1010 is added to list of inclusions for Program Management in

C.5 [A00003] DETAILED DESIGN OF RESPONSE BOAT - MEDIUM (CLIN 1002, 1009) 

The Contractor shall complete a detailed design of the Response Boat – Medium 

described in Attachment 2 to Section J, the Specification. The detailed design shall 

include developing and populating the Integrated Systems Model (ISM) described in 

section 041-5 of the Statement of Work, developing a configuration management system 

and the configuration baselines described in section 068-2 of the Statement of Work, 

developing mock-ups required by section 098-2 of the Statement of Work, conducting 

any additional testing required under section 092 and 097 of the Statement of Work, 

developing and providing the initial material required by section 099 of the Statement of 

Work, and developing and submitting all related data requirements found in the CDRLs. 

The scope of this item may include additional efforts associated with establishing project 

management and contract administration requirements found elsewhere in the 

solicitation. This CLIN must be ordered before orders for CLINs x003 (where x equals a 

price period) may be placed.

[Orig] Performance-Based Payments CLINs 1002 and x003 (where x equals the

Budgeted Cost for Work Performed (BCWP) Earned Value Management System 

(EVMS) reporting information in support of the request for payment or contract

[Orig] Computation of amounts. The Contractor shall not be entitled to payment 

of a request for performance-based payment prior to Contracting Officer’s 

acceptance of all components of the evidence/basis of payment for a milestone 

identified in paragraph G.4. Unless the Contractor requests a smaller amount, 

the Government will compute each performance-based payment as 90 percent of 

the value of the completed milestones identified in paragraph G.4, less the sum 

of all previous performance payments made by the Government under this 

contract. Any amount computed as earned but not paid is defined as retention. 

[Orig] Liquidation. Except as provided in the Termination for Convenience of the 

Government clause, all performance-based payments shall be liquidated by 

deducting from any payment under this contract the unliquidated performancebased 

payments, or 90 percent of the amount invoiced, whichever is less. The 

Contractor shall repay to the Government any amounts required by a retroactive 

price reduction, after computing liquidations and payments on past invoices at 

the reduced prices and adjusting the unliquidated performance-based payments 

accordingly. The Government reserves the right to unilaterally change from the 

ordinary liquidation rate to an alternate rate when deemed appropriate for proper 

contract financing. 

[Orig] Retention. Unless otherwise determined by the Contracting Officer, the

068-2.2 [Orig] Configuration Baselines 

068-2.2.1 [Orig] The Functional Configuration Baseline (FCB) consists of the RB-M’s 

technical, mission, operational (including availability) and functional 

requirements, interoperability and interface characteristics, and design 

constraints as contained in the RB-M Contract and those specific items or 

capabilities that the contractor offered and were included in the contract. The 

FCB will be established at contract award. 

068-2.2.2 [Orig] The Allocated Configuration Baseline (ACB) formally breaks out the 

functional requirements identified in the FCB into more detailed functional 

requirements and interface characteristics that are allocated from those of the 

higher level Configuration Item (CI) for the System and major subsystems. 

The ACB shall represent the performance-oriented requirements from the 

FCB, how the contractor allocates their design characteristics to these 

performance-oriented requirements, and the verification required to 

demonstrate achievement of those specified characteristics. The contractor 

shall prepare the ACB in accordance with CDRL 068-003. The ACB is 

established when the deliverable has been approved by the Contracting 

Officer. 

068-2.2.3 [Orig] The Development Configuration Baseline (DCB) represents the 

approved “build to” technical data package for the initial RB-Ms. The technical 

data package includes all the information that defines the configuration of the 

RB-M. The DCB will be established, in phases, as a result of a detailed 

design review of the technical data package by CG personnel. When the 

Contracting Officer has approved a deliverable, its contents become part of 

the DCB. The DCB is established when all deliverables associated with the 

detailed design review, paragraph 068-3, have been approved. 

068-2.2.4 [A00019] A preliminary Product Configuration Baseline (p-PCB) will be 

established upon approval of a Physical Configuration Audit (PCA) on the 

RB-M designated by the Contracting Officer for the first PCA. 

068-2.2.5 [Orig] A finalized Product Configuration Baseline (PCB) will be established 

upon approval of a Physical Configuration Audit (PCA) on the RB-M 

designated by the Contracting Officer as the first production boat. 

068-2.2.6 [Orig] Physical Configuration Audit (PCA). The Government will conduct a 

Physical Configuration Audit of the technical data as the last phase of the 

Preliminary Acceptance Trials on the first RB-M, and again on the RB-M 

designated by the Contracting Officer as the first production boat. PAT is not 

complete for these boats until all discrepancies resulting from the PCA have 

been resolved to the satisfaction of the Contracting Officer. The contractor 

shall make provisions for and support this effort, which is expected to last two 

calendar weeks. Minimum provisions for the audit include staging the boat out 

of water and sheltered from the weather, with an adjacent enclosed area large 

enough for at least two full size Validation Drawings to be laid out for review 

and marking. The contractor shall make the material storage area (parts / 

storeroom) available to the Government representatives in order that material, 

components and equipment can be validated prior to installation in the 

remaining boats. The contractor shall provide personnel, as required, to 

resolve questions arising during the review and to demonstrate equipment 

operation, maintenance accessibility, removal and installation. The contractor 

shall record the minutes of the audit and report the results in accordance with

normally be permitted due to the effect they would have on operational 

availability. 

080-2.3.3 [Orig] Correction of Defects – On the occasions that the Contracting Officer 

makes a warranty claim upon the initial receipt of a support request, the 

contractor shall correct the defects in accordance with contract requirements 

and the following response times: 

080-2.3.3.1 [Orig] contractor repair of defects, inclusive of all necessary parts and 

supplies, shall be completed within 72 hours of notification.

expertise in repair of the equipment that is the subject of the request. The 

technical support shall be completed within 4 hours of notification, 

provided notification is received during the contractor’s normal working 

hours. If notification is received after normal working hours, completion 

shall be prior to noon the following day. 

080-2.3.4 [Orig] If the contractor is unable to meet the required response time, he shall 

provide written notification to the Contracting Officer requesting an extension 

of time. If the Contracting Officer approves the request a written approval will 

be provided with a new response deadline. 

080-2.3.5 [A00019] Minor Defects - In cases where a defect is categorized as a “minor 

defect”, the Coast Guard may affect repairs prior to warranty determination 

and without notification to the Contractor. “Minor Defect” means a defect 

that can be corrected by Unit level Coast Guard personnel without 

requiring OEM certification, purchase of special tools, or use of 

unavailable facilities AND that will not void any OEM or builder’s 

warranty. Typically this includes removal and replacement of 

components, troubleshooting, or minor adjustments while the vessel 

remains in the water. Upon correction of the defect the Contracting 

Officer shall provide written notification to the contractor detailing the 

corrective action and the contractor shall provide replacement parts in 

accordance with this section. The Contractor shall provide the 

Government with a list of all work items considered as “major defects” 

(CDRL 080-005). When Coast Guard personnel, for operational or other 

reasons, perform corrective maintenance for items on this list without 

first contacting the Field Support Desk, the Government and Contractor 

shall jointly determine any potential impacts to the warranty. 

080-2.3.6 [Orig] For warranty services physically performed OCONUS (defined as 

locations outside of the continental United States), the provisions of 080-2.1.2 

may be required, at the discretion of the Contracting Officer. The Government 

will be responsible and provide payment for the increased costs associated 

with the difference in OCONUS performance location(s) and the original 

CONUS (defined as within the contiguous continental United States) delivery 

and acceptance location.

099-2.1 [Orig] The contractor shall develop, prepare, and provide media showcasing the 

Response Boat – Medium for display at trade shows and conferences, such as the 

USCG Innovation Expo, the NAVSEA Warfare Center Multi-Agency Craft 

Conference (MACC), and the International BoatBuilders’ Exhibition and 

Conference (IBEX). The media, artwork, layout, text, and digital files associated 

with creating and producing the media shall be the property of the Government. 

The media shall be compatible with portable displays typically authorized for use at 

these types of events, and shall be mountable on a standard 10’ fabric popup 

display. Initial media shall be developed as a part of CLIN 1002, Detailed Design, 

and be ready for use during the trades shows schedule for the spring of 2006. 

Subsequent requirements for revised or updated media, and requests to showcase 

the media on behalf of the Coast Guard, may be the subject of a task order under 

CLIN x006, Technical Support, or CLIN x007, Technical Service, as appropriate. 

099-2.2 [A00019] The Contractor shall package, ship, and display a Contractor 

owned RB-M Display Model on behalf of the Coast Guard at the 2007 USCG 

Innovation Expo in New Orleans. 

099-3 [Orig] Brochures 

099-3.1 [Orig] The contractor shall develop, prepare, and provide 8 ½” x 11” double-sided 

glossy brochures suitable for public relations efforts. The brochures shall include 

an underway photo of the Response Boat – Medium on one side, and descriptive 

information of the RB-M, its mission, and principal technical characteristics on the 

reverse. The artwork, layout, text, and digital files associated with creating and 

producing the brochures shall be the property of the Government. 500 initial 

brochures shall be developed and delivered as part of CLIN 1002, Detailed Design, 

and be ready for distribution in conjunction with the trade shows scheduled for the 

spring of 2006. Subsequent requirements for additional quantities, or revised or 

updated brochures, may be the subject of a task order under CLIN x006, Technical 

Support. 

099-3.2 [Orig] The contractor shall develop, prepare, and provide 8 ½” x 11” double-sided

Utility Boat and the Response Boat – Medium, highlighting the increased 

capabilities. 

099-4.2 [Orig] The initial video shall be developed and delivered as part of CLIN 1002, 

Detailed Design, and cover the period of time from contract award until the delivery 

of the first RB-M. An abbreviated, three to five minute promotional video 

suitable for use in showcasing the progressive design development process 

being used on the RB-M (particularly the test boat, the 3D Technical Data 

Package, the mock-up, and the IETP, and how these combine to produce an 

design that reduces overall risk to performance, schedule, and cost) shall be 

due as early in the design process as is practicable, but not later than the 

final design review. Subsequent requirements for additional videos, or revised or 

updated videos, may be the subject of a task order under CLIN x006, Technical 

Support, or CLIN x007, Technical Service, as appropriate. 

099-4.3 [Orig] Prior to beginning production of the video, the Contractor shall prepare and 

deliver for Government review and approval a draft storyboard and script depicting 

the concept and describing the intended production. Allow thirty days for 

Government response. If not approved, the Contractor shall revise the storyboard 

and script based on Government comments and resubmit it for approval. 

099-4.4 [Orig] The video shall be produced according to the approved storyboard and 

script using BetacamSp or DVcam format. 

099-4.4.1 [Orig] A draft version of the video shall be delivered via the IPDE for 

Government review and approval. Allow thirty days for Government response. 

If not approved, the Contractor shall revise the draft video based on 

Government comments and resubmit it for approval.

320-6 [Orig] Over-current Protection 

320-6.1 [Orig] The RB-M shall have over-current and short circuit protective devices for all 

electrical power distribution circuits. Circuit breakers shall be used in lieu of fuses 

for primary circuit protection. As a minimum, double-pole circuit breakers shall be 

used for the main AC shore power breaker and the main breaker provided at each 

24 VDC, 12 VDC or 120 VAC distribution panel. Circuit breakers shall be of the 

18mm mini-breaker thermal magnetic type and shall be DIN rail mounted within the 

enclosure. Circuit breakers shall be UL approved and designed to withstand the 

marine environment. 

320-7 [Orig] Shore Power Facility 

320-7.1 [Orig] A shore power system shall be provided to supply the craft 120 VAC 

distribution system when pierside. Electrical service available at the pier will be 

120 VAC, single phase, 60 Hz, 100 amps, three wire. 

320-7.2 [Orig] The shore power system shall be installed in accordance with ABYC E-11, 

Diagram No. 6 or 7. The craft shall have a 100-amp shore power inlet receptacle, 

Hubbell catalog number M4100B12R or equal, electrically insulated from the boat 

and centrally-mounted to facilitate shore power connection from either side. The 

receptacle shall have a cover. The shore power inlet shall feed the craft 120 VAC 

distribution system via an isolation transformer (Section 314-1) and double-pole 

shore power circuit breaker. 

320-7.3 [Orig] A portable cable shall be provided to connect the craft’s shore power inlet 

receptacle to the pier station. Portable shore power cable shall be 50 feet in length 

and rated for 100 Amps. The shore power cable shall be an oil and moisture 

resistant, flexible, portable shore power cable with a reinforced jacket designed for 

withstanding heavy abuse. The cable shall have Midland Ross/Russelstoll p/n JPS 

1023H plug or equal on the pier end. The plug on the boat end shall be a Hubbel 

Inc., catalog number M4100C12R or equal. In this 120V application the plug shall 

be wired with the following color code: black for power, white for neutral, green for 

ground, red unused. Onboard storage for this cable is not required. 

320-8 [Orig] Portable Equipment Power Outlets 

320-8.1 [A00019] The RB-M shall be provided with four 12 VDC watertight 

auxiliary/accessory power outlets. One shall be provided adjacent to each of the 

following locations: the navigator, crew and alternate crew seats; and the galley. If 

cigarette style outlets are not provided, a pigtail cable shall be provided for each 

outlet to adapt a standard cigarette lighter-style connector to the outlet mating plug. 

If required, stowage shall be provided for outlet pigtail cables. 

320-8.2 [Orig] The RB-M shall have two 120 VAC GFCI watertight duplex marine grade 

outlets, one each in the engine space and in the pilothouse. These outlets shall be 

on a 15 amp circuit that is not shared with any other outfit item such as the 

microwave.

635 [Orig] THERMAL INSULATION AND ACOUSTIC ABSORPTIVE TREATMENT

635-1.1 [Orig] Insulation shall be selected to provide the thermal and acoustic properties 

necessary to meet the requirements of this specification with the minimum practical 

weight and maximum practical resistance to damage from water, vibration and 

other causes throughout the boat’s service life. 

635-1.2 [Orig] Insulation shall be installed over watertight boundaries only after all 

specified tightness tests have been completed. 

635-1.3 [Orig] Fastenings shall not crush or otherwise reduce the insulating value of the 

insulation. 

635-1.4 [Orig] Vapor barriers shall be applied to all insulation as necessary to prevent 

penetration of moisture, shall remain intact and continuous over the area protected 

by means of sealed joints and edges and shall not have any holes or voids in any 

single coat of vapor barrier coating.
