A. REA-007 DEFINITIZATION: This Modification incorporates and definitizes REA-007, entitled,<br />

“Promotional Video” at the negotiated price of $31,083. A partial Direction to Proceed (DTP)<br />

was given on 5 June 2007 to MMC to immediately proceed with creating the storyboard only<br />

IAW SOW 099-4.3 for the REA-007 effort incorporated in 099-4.2. A Full DTP was issued on 11<br />

July 2007.<br />

B. REA-011 DEFINITIZATION: This Modification incorporates and definitizes REA-011, entitled,<br />

“MMC Display Model Shipment” at the negotiated price of $3,963. A DTP including the shipping<br />

information was issued on 25 October 2007. This DTP directed MMC to proceed with REA 011,<br />

entitled, ”MMC Display Model Shipment”, in accordance with SOW 099-2.2 Change Language.<br />

This REA covers MMC's packaging and shipping costs to send their display model to New<br />

Orleans for the <strong>US</strong>CG Innovation Expo and return it to Marinette.<br />

C. REA-013 DEFINITIZATION: This Modification incorporates and definitizes REA-013, entitled,<br />

“Commandant Visit to Mock-Up” at the negotiated price of $5,293. The <strong>US</strong>CG Commandant<br />

visited MMC’s subcontractor’s facility on 11 May 2007 to view the RB-M mock-up. This visit<br />

caused a plant shut down for approximately 60 minutes. This REA also included shop clean up<br />

and safety checks of the facility.<br />

D. INTERIM FUNDING OF PENDING ECPs/REAs: The Contracting Officer previously<br />

authorized work to proceed under specified Engineering Change Proposals (ECP) and<br />

Requests for Equitable Adjustment (REA). The <strong>Coast</strong> <strong>Guard</strong> determined that the work<br />

associated with these Changes be performed without delay. Priced proposals have been<br />

submitted by the Contractor for fourteen Changes and the technical and pricing aspects are<br />

currently under Government review. For equity considerations and pending the completion of<br />

<strong>Coast</strong> <strong>Guard</strong> review and subsequent negotiations, this Modification sets forth interim funding for<br />

these Changes, so that payments may be issued toward the progress made. It is the<br />

Government’s intent to adjust the value of CLIN 1009 by assigning a finalized nonrecurring<br />

amount for each Change upon completion of negotiations. The interim funding for nonrecurring<br />

costs associated with pending Changes under CLIN 1009 is established at an initial price of<br />

$340,000.<br />

E. PART I – THE SCHEDULE, SECTION B - SUPPLIES OR SERVICES AND PRICES:<br />

1. Section B.1.1.b, CLIN 1009, entitled, “Post Award Changes to RB-M Detailed Design”<br />

is increased by $340,000 from $206,308 to $546,308 for interim funding of pending REAs and<br />

ECPs.<br />

2. Section B.1.1.b, CLIN 1010, entitled, “Post Award Changes Other Than RB-M Detailed<br />

Design” is added in the amount of $40,339 for the definitization of REA-007, REA-011 and REA-<br />

013.<br />

3. Section B.1.1.b CLIN 1010 is added to list of inclusions for Program Management in<br />

The Contractor shall provide project management in support of the requirements found<br />

in this contract, including providing the PRO Facilities described in section 087-1 of the<br />

C.5 [A00003] DETAILED DESIGN OF RESPONSE BOAT - MEDIUM (CLIN 1002, 1009)<br />

The Contractor shall complete a detailed design of the <strong>Response</strong> <strong>Boat</strong> – <strong>Medium</strong><br />

described in Attachment 2 to Section J, the Specification. The detailed design shall<br />

include developing and populating the Integrated Systems Model (ISM) described in<br />

section 041-5 of the Statement of Work, developing a configuration management system<br />

and the configuration baselines described in section 068-2 of the Statement of Work,<br />

developing mock-ups required by section 098-2 of the Statement of Work, conducting<br />

any additional testing required under section 092 and 097 of the Statement of Work,<br />

developing and providing the initial material required by section 099 of the Statement of<br />

Work, and developing and submitting all related data requirements found in the CDRLs.<br />

The scope of this item may include additional efforts associated with establishing project<br />

management and contract administration requirements found elsewhere in the<br />

solicitation. This CLIN must be ordered before orders for CLINs x003 (where x equals a<br />

price period) may be placed.<br />

068-2.2 [Orig] Configuration Baselines<br />

068-2.2.1 [Orig] The Functional Configuration Baseline (FCB) consists of the RB-M’s<br />

technical, mission, operational (including availability) and functional<br />

requirements, interoperability and interface characteristics, and design<br />

constraints as contained in the RB-M Contract and those specific items or<br />

capabilities that the contractor offered and were included in the contract. The<br />

FCB will be established at contract award.<br />

068-2.2.2 [Orig] The Allocated Configuration Baseline (ACB) formally breaks out the<br />

functional requirements identified in the FCB into more detailed functional<br />

requirements and interface characteristics that are allocated from those of the<br />

higher level Configuration Item (CI) for the System and major subsystems.<br />

The ACB shall represent the performance-oriented requirements from the<br />

FCB, how the contractor allocates their design characteristics to these<br />

performance-oriented requirements, and the verification required to<br />

demonstrate achievement of those specified characteristics. The contractor<br />

shall prepare the ACB in accordance with CDRL 068-003. The ACB is<br />

established when the deliverable has been approved by the Contracting<br />

068-2.2.3 [Orig] The Development Configuration Baseline (DCB) represents the<br />

approved “build to” technical data package for the initial RB-Ms. The technical<br />

data package includes all the information that defines the configuration of the<br />

RB-M. The DCB will be established, in phases, as a result of a detailed<br />

design review of the technical data package by CG personnel. When the<br />

Contracting Officer has approved a deliverable, its contents become part of<br />

the DCB. The DCB is established when all deliverables associated with the<br />

detailed design review, paragraph 068-3, have been approved.<br />

068-2.2.4 [<strong>A00019</strong>] A preliminary Product Configuration Baseline (p-PCB) will be<br />

established upon approval of a Physical Configuration Audit (PCA) on the<br />

RB-M designated by the Contracting Officer for the first PCA.<br />

068-2.2.5 [Orig] A finalized Product Configuration Baseline (PCB) will be established<br />

upon approval of a Physical Configuration Audit (PCA) on the RB-M<br />

designated by the Contracting Officer as the first production boat.<br />

Physical Configuration Audit of the technical data as the last phase of the<br />

Preliminary Acceptance Trials on the first RB-M, and again on the RB-M<br />

complete for these boats until all discrepancies resulting from the PCA have<br />

been resolved to the satisfaction of the Contracting Officer. The contractor<br />

shall make provisions for and support this effort, which is expected to last two<br />

calendar weeks. Minimum provisions for the audit include staging the boat out<br />

of water and sheltered from the weather, with an adjacent enclosed area large<br />

enough for at least two full size Validation Drawings to be laid out for review<br />

and marking. The contractor shall make the material storage area (parts /<br />

storeroom) available to the Government representatives in order that material,<br />

components and equipment can be validated prior to installation in the<br />

remaining boats. The contractor shall provide personnel, as required, to<br />

resolve questions arising during the review and to demonstrate equipment<br />

operation, maintenance accessibility, removal and installation. The contractor<br />

shall record the minutes of the audit and report the results in accordance with<br />

PART III, SECTION J, Attachment 1, <strong>A00019</strong> Page 15 of 21 STATEMENT OF WORK

080-2.3.3 [Orig] Correction of Defects – On the occasions that the Contracting Officer<br />

makes a warranty claim upon the initial receipt of a support request, the<br />

contractor shall correct the defects in accordance with contract requirements<br />

and the following response times:<br />

080-2.3.3.1 [Orig] contractor repair of defects, inclusive of all necessary parts and<br />

supplies, shall be completed within 72 hours of notification.<br />

080-2.3.3.2 [Orig] if replacement parts for stock are necessary, they shall be received<br />

by the operational unit within 72 hours of notification.<br />

080-2.3.3.3 [Orig] if only repair parts are necessary, they shall be shipped by the end<br />

of the following day, exclusive of Sunday and Federal Holidays, utilizing<br />

next day delivery.<br />

080-2.3.3.4 [Orig] if over the phone technical support is necessary, it shall be<br />

performed by a technical expert who has demonstrated technical<br />

expertise in repair of the equipment that is the subject of the request. The<br />

technical support shall be completed within 4 hours of notification,<br />

provided notification is received during the contractor’s normal working<br />

hours. If notification is received after normal working hours, completion<br />

shall be prior to noon the following day.<br />

080-2.3.4 [Orig] If the contractor is unable to meet the required response time, he shall<br />

provide written notification to the Contracting Officer requesting an extension<br />

of time. If the Contracting Officer approves the request a written approval will<br />

be provided with a new response deadline.<br />

080-2.3.5 [<strong>A00019</strong>] Minor Defects - In cases where a defect is categorized as a “minor<br />

defect”, the <strong>Coast</strong> <strong>Guard</strong> may affect repairs prior to warranty determination<br />

and without notification to the Contractor. “Minor Defect” means a defect<br />

that can be corrected by Unit level <strong>Coast</strong> <strong>Guard</strong> personnel without<br />

requiring OEM certification, purchase of special tools, or use of<br />

unavailable facilities AND that will not void any OEM or builder’s<br />

warranty. Typically this includes removal and replacement of<br />

components, troubleshooting, or minor adjustments while the vessel<br />

remains in the water. Upon correction of the defect the Contracting<br />

Officer shall provide written notification to the contractor detailing the<br />

corrective action and the contractor shall provide replacement parts in<br />

accordance with this section. The Contractor shall provide the<br />

Government with a list of all work items considered as “major defects”<br />

(CDRL 080-005). When <strong>Coast</strong> <strong>Guard</strong> personnel, for operational or other<br />

reasons, perform corrective maintenance for items on this list without<br />

first contacting the Field Support Desk, the Government and Contractor<br />

shall jointly determine any potential impacts to the warranty.<br />

080-2.3.6 [Orig] For warranty services physically performed OCON<strong>US</strong> (defined as<br />

locations outside of the continental United States), the provisions of 080-2.1.2<br />

may be required, at the discretion of the Contracting Officer. The Government<br />

will be responsible and provide payment for the increased costs associated<br />

with the difference in OCON<strong>US</strong> performance location(s) and the original<br />

with creating and producing the media shall be the property of the Government.<br />

The media shall be compatible with portable displays typically authorized for use at<br />

these types of events, and shall be mountable on a standard 10’ fabric popup<br />

display. Initial media shall be developed as a part of CLIN 1002, Detailed Design,<br />

and be ready for use during the trades shows schedule for the spring of 2006.<br />

Subsequent requirements for revised or updated media, and requests to showcase<br />

the media on behalf of the <strong>Coast</strong> <strong>Guard</strong>, may be the subject of a task order under<br />

320-6.1 [Orig] The RB-M shall have over-current and short circuit protective devices for all<br />

electrical power distribution circuits. Circuit breakers shall be used in lieu of fuses<br />

for primary circuit protection. As a minimum, double-pole circuit breakers shall be<br />

used for the main AC shore power breaker and the main breaker provided at each<br />

24 VDC, 12 VDC or 120 VAC distribution panel. Circuit breakers shall be of the<br />

18mm mini-breaker thermal magnetic type and shall be DIN rail mounted within the<br />

enclosure. Circuit breakers shall be UL approved and designed to withstand the<br />

marine environment.<br />

320-7 [Orig] Shore Power Facility<br />

320-7.1 [Orig] A shore power system shall be provided to supply the craft 120 VAC<br />

distribution system when pierside. Electrical service available at the pier will be<br />

120 VAC, single phase, 60 Hz, 100 amps, three wire.<br />

320-7.2 [Orig] The shore power system shall be installed in accordance with ABYC E-11,<br />

Diagram No. 6 or 7. The craft shall have a 100-amp shore power inlet receptacle,<br />

Hubbell catalog number M4100B12R or equal, electrically insulated from the boat<br />

and centrally-mounted to facilitate shore power connection from either side. The<br />

receptacle shall have a cover. The shore power inlet shall feed the craft 120 VAC<br />

distribution system via an isolation transformer (Section 314-1) and double-pole<br />

receptacle to the pier station. Portable shore power cable shall be 50 feet in length<br />

and rated for 100 Amps. The shore power cable shall be an oil and moisture<br />

resistant, flexible, portable shore power cable with a reinforced jacket designed for<br />

withstanding heavy abuse. The cable shall have Midland Ross/Russelstoll p/n JPS<br />

1023H plug or equal on the pier end. The plug on the boat end shall be a Hubbel<br />

Inc., catalog number M4100C12R or equal. In this 120V application the plug shall<br />

be wired with the following color code: black for power, white for neutral, green for<br />

ground, red unused. Onboard storage for this cable is not required.<br />

320-8 [Orig] Portable Equipment Power Outlets<br />

320-8.1 [<strong>A00019</strong>] The RB-M shall be provided with four 12 VDC watertight<br />

auxiliary/accessory power outlets. One shall be provided adjacent to each of the<br />

following locations: the navigator, crew and alternate crew seats; and the galley. If<br />

cigarette style outlets are not provided, a pigtail cable shall be provided for each<br />

outlet to adapt a standard cigarette lighter-style connector to the outlet mating plug.<br />

If required, stowage shall be provided for outlet pigtail cables.<br />

320-8.2 [Orig] The RB-M shall have two 120 VAC GFCI watertight duplex marine grade<br />

outlets, one each in the engine space and in the pilothouse. These outlets shall be<br />

on a 15 amp circuit that is not shared with any other outfit item such as the<br />

635 [Orig] THERMAL INSULATION AND ACO<strong>US</strong>TIC ABSORPTIVE TREATMENT<br />

635-1 [Orig] General<br />

635-1.1 [Orig] Insulation shall be selected to provide the thermal and acoustic properties<br />

necessary to meet the requirements of this specification with the minimum practical<br />

weight and maximum practical resistance to damage from water, vibration and<br />

other causes throughout the boat’s service life.<br />

635-1.2 [Orig] Insulation shall be installed over watertight boundaries only after all<br />

specified tightness tests have been completed.<br />

635-1.3 [Orig] Fastenings shall not crush or otherwise reduce the insulating value of the<br />

insulation.<br />

635-1.4 [Orig] Vapor barriers shall be applied to all insulation as necessary to prevent<br />

penetration of moisture, shall remain intact and continuous over the area protected<br />

by means of sealed joints and edges and shall not have any holes or voids in any<br />
