H. This <strong>Modification</strong> incorporates the Scope of Work for ECP-056 Forward Weapon Mount into<br />

the Contract.<br />

SCOPE OF WORK ECP-056<br />

Forward Weapon Mount<br />

1.0 Current Configuration<br />

1.1. Issue – The RB-M’s forward weapon mount stand is too high, does not provide a<br />

suitable harness interface, does not include handholds for working on the foredeck, and<br />

makes access to the anchor hawse pipe difficult.<br />

2.0 New Desired Configuration<br />

2.1. De-scope - No longer manufacture the current forward weapon mount identified in<br />

drawing 45RBM-710-002 (Figure 1).<br />

2.2. New Configuration – The RB-M will not be outfitted with a weapons mount. The<br />

contractor shall continue to provide the 3/8” deck insert as per drawing 45RBM-710-001.<br />

The thru holes in the deck to install the weapons mount shall continue to be drilled as per<br />

drawing 45RBM-110-083 see Figure 2. These holes shall be temporarily sealed for<br />

testing and shipping of the RB-M to maintain watertight integrity.<br />

2.3. Drawings- Update 3D model and 2D drawings 45RBM-710-001 and 45RBM-710-<br />

002 to reflect the Government provided Weapons Mount. The Government will provide<br />

details of the mount as drawing 45RBM-ECP056-710 Rev (A) as (enclosure 4).

3.0 CDRL Deliverable Impact List – The DD Form 1692 and CDRL Impact Spreadsheet<br />

includes a list of Configuration Items, ILS CDRL Deliverables, and other baseline documents<br />

that may be impacted by the change. Other related changes that are within the scope of this<br />

change include modifications to other contractually required documents. The effort to<br />

perform these tasks, or others, should be contemplated, planned for and included in the<br />

ECP.

I. This <strong>Modification</strong> incorporates the Scope of Work for ECP-175 Tow Reel <strong>Modification</strong> into the<br />

Contract.<br />

SCOPE OF WORK ECP-175<br />

Tow Reel <strong>Modification</strong><br />

1.0 Description<br />

1.1. The Tow Reel will have 7 evenly spaced holes match drilled with the foundation<br />

locking piece which matches up with the other half of the pin. These holes will allow the<br />

reel to be locked in a total of 7 locking positions.<br />

1.2. Desired Configuration- The desired configuration is shown in Figure 1.<br />

2.0 Retrofit Instructions –<br />

2.1. The Contractor shall develop and provide retrofit instructions for this engineering<br />

change using the <strong>Coast</strong> <strong>Guard</strong>’s Time Compliance Technical Order (TCTO) format.<br />

Submit a copy of the TCTO created for this ECP for Government review and approval 45<br />

number of days after ECP implementation. Allow 30 days for Government review and<br />

approval.<br />

3.0 Configuration Status Accounting –<br />

3.1. Configuration Status Accounting (SOW 068-2.1.4) shall be updated for this ECP<br />

no later than 45 days after implementation into production. Upon approval of the retrofit<br />

instructions, the Contractor’s CSA effort shall include capturing the retrofit instructions into<br />

the configuration.<br />

233-4.1 [<strong>A00064</strong>] An oil mist separator system utilizing centrifugal separation<br />

technology shall be provided with each engine to collect all oil mist and oil fumes<br />

generated and return it to the oil sump. The clean blow-by gases shall be<br />

dissipated through each engine’s air intake.<br />

233-5 [Orig] Engine Cooling System<br />

233-5.1 [Orig] Engine jacket water shall be cooled with raw water through an inboard heatexchanger<br />

system.<br />

233-5.1.1 [A00047] Raw water shall be strained through a duplex-type strainer fabricated<br />

from 70/30 copper nickel material with bronze valves. The strainers shall have<br />

the provision to clean one bowl, while operating the engine on the adjacent<br />

bowl. Strainer bowls shall be clear to allow for visual inspection. The basket<br />

shall be removable from the top of the strainer, without dismantling the strainer<br />

or disconnecting the piping. Access to the basket shall be via a quick access<br />

and all retaining mechanisms shall be captured to the strainer to prevent loss.<br />

233-5.1.2 [A00047] Each engine shall have separate sea suctions, and shall be fitted<br />

with bronze ball type seacocks.<br />

233-5.2 [Orig] Raw water systems shall have vents and drains so that the system can be<br />

completely drained, flushed and completely winterized without disassembling<br />

piping system joints.<br />

233-5.3 [Orig] Engine components, except charge air aftercoolers and fuel coolers, shall<br />

be cooled with jacket water. The jacket water shall meet the requirements on<br />

COMDTINST M9000.6E, Naval Engineering Manual, Chapter 233. Jacket water<br />

may be used as a heat source for cabin heating.<br />

233-6 [Orig] Emergency Shut Down<br />

233-6.1 [Orig] Each engine shall be provided with an emergency shut down control to<br />

activate an emergency shutoff for the fuel or air supply. The emergency shut down<br />

device shall be of the type which requires manual resetting before the engine can<br />

be restarted. It shall be operated remotely from the pilothouse. The actuator for<br />

the port engine shall be placed to the port side of the corresponding actuator for<br />

the starboard engine.<br />

233-7 [Orig] Jacket Water Heating System<br />

233-7.1 [Orig] Engine jacket water shall be heated to provide for rapid starting in colder<br />

climates. The jacket water heating system shall be powered by shore power only.<br />

The jacket water heating system shall be thermostatically controlled to heat the<br />

jacket water to a minimum temperature of 90 degrees Fahrenheit when the outside<br />

air temperature is at zero degrees Fahrenheit. The temperature shall be measured<br />

at the jacket water temperature gauge sending unit.<br />

233-8 [Orig] Lube Oil Sample Valve<br />

233-8.1 [Orig] Each engine shall have a lube oil sample valve installed as per<br />

COMDTINST M9000.6E, Naval Engineering Manual, Chapter 262.C.5.<br />

might cause damage to mooring lines or personnel. The working surface of each<br />

bitt and chock shall be polished.<br />

582-2 [Orig] Towing Fittings<br />

582-2.1 [Orig] An aft towing bitt shall be provided on the centerline. The towing bitt shall<br />

be sized to accept one round turn and three figure eights of the towline.<br />

582-2.2 [Orig] The RB-M towing bitt and fittings shall be designed with a factor of safety of<br />

1.1 on the as welded yield strength of the fitting material under an applied load,<br />

equal to the breaking strength of the towing line supplied, as per Section 582-3,<br />

applied at the highest point of the fitting.<br />

582-3 [Orig] Towline Reel<br />

582-3.1 [A00014] A towline reel shall be provided and outfitted with 2-3/4-inch<br />

circumference, Double Braided Nylon Line with 12" eye splices at each end so the<br />

total length of the line is 600 feet to the center of each eye splice. The reel shall be<br />

installed in a location that is readily accessible to the towing bitt. The bitter end of<br />

the line shall be attached to the reel using a light line or other means to provide a<br />

weak link.<br />

582-3.2 [<strong>A00064</strong>] The towline reel shall be provided with a removable crank handle and a<br />

locking mechanism that prevents it from free wheeling when not in use, the reel<br />

shall have seven evenly spaced holes to allow the wheel to be locked in<br />

multiple positions.<br />

582-4 [Orig] Mooring and Securing Fittings<br />

582-4.1 [Orig] The RB-M shall have a minimum of 4 sets of mooring bitts (or cleats) and<br />

chocks (as necessary), sized for the towline, around the perimeter of the RB-M to<br />

allow for mooring and alongside towing of a variety of craft types. The working<br />

surface of each bitt and chock shall be polished.<br />

582-5 [Orig] Hoisting by Slings Under Hull (Travel – Lift)<br />

582-5.1 [Orig] The RB-M shall be designed to allow lifting of the boat without damage by<br />

dual sling lifts, commonly referred to as a Travel Lift, where the slings pass under<br />

the hull.<br />

582-5.2 [Orig] When using this type of lift the load on each sling shall not exceed 20,000<br />

pounds in the hoisting condition.<br />

582-5.3 [Orig] The use of dual sling lifts shall not require any protective blocking to be<br />

accommodate up to a M240B LMG.<br />

the placement of the MK16 MOD 8 pintle type weapon stand. The foundations<br />

shall be adequate to support a recoil loading of 350 pounds of force and shall be<br />

designed with a safety factor of two on the yield strength of the material.<br />

710-1.3 [Orig] The MK 16 MOD 8 mount has provisions to restrict the arc of fire of the<br />

LMG. The base of the mount requires a foundation which has a horizontal surface<br />

with bolt holes to accommodate four equally spaced 5/8 inch diameter bolts on a 4-<br />

3/4” bolt circle with sufficient access below the foundation plate to access the bolts.<br />

For proper operation this foundation shall be no less than 30-1/2” and no more<br />

than 39” above the deck on which the gunner will be standing.<br />

710-1.4 [<strong>A00064</strong>] The RB-M shall have a pedestal foundation on the bow for the<br />

placement of a weapons mount provided by the Government. The mounting<br />

holes for the mount shall be temporarily sealed during testing and shipping<br />

of the RB-M.<br />
